HomeMy WebLinkAbout85 0822 minAugust 22, 1985 ~ 11:30 a.m. MINUTES at the present: Taylor, Manager Visitor: The Plainview City Council met in a work session at 11:30 a.m. Holiday Inn, Thursday, August 22, 1985, with the following Council present: Mayor Ridlehuber, Barbara Dorman, Andy Junior Brown, Bobby James and Tom Aday. Staff present: City Jim Jeffers, Norman Huggins, Sheryl Owen and Bill Hogge. Richard Orr. Mayor Ridlehuber called the m~eting to order. City Manager Jim Jeffers presented the following, items to be on the agenda for the regular Council Meeting to be held Tuesday, August 27, 1985. PUBLIC HEARING: Consideration of the creation of a reinvestment zone located near the Intersection 27 and the Din~itt Highway consisting of approximately 97 acres. (Wal-Mart Tax Abatement) PUBLIC HEARING: 1985-86 Budget and the relationship of general Revenue Sharing Funds to that budget. Consideration of P~solution No. R85-884 ~entitled, "A P~solution of the City Council of the City of Plainview, Texas repealing Resolution No. R84-771 and authorizing the Mayor to execute a management agreement as it pertains to the management of the Hotel/Motel Tax Fund with the Plainview Chamber of C~¥erce." Consideration of Resolution No. R85-894 entitled, the City Council of the City of Plainview, Texas Mayor toenter a lease purchase agreement with for the lease purchase of three (3) ambulance units." "A P~solution of authorizing the Consideration of Resolution No. R85-895 entitled, "AResolution of the CityCouncil of the City of Plainview, Texas supporting a State Water Plan." 8) CONSENT CALENDAR: A) Minutes; B) Department Reports; C) Budget Expenditures. D) Consideration on second and final reading, Ordinance No. 85-2601 entitled, "An Ordinance of the City of Plainview, Tew~s repealing Section 6-16 through 6-46, inclusive, of the PlainviewCode." (Public Dances) E) COnsideration on second and final reading, Ordinance No. 85-2603 entitled, "An OrdiD~nce repealing portions of Section 32 of the PlainviewCode; establishing a defense for operating a vehiclewith a carrying capacity in excess of one ton upon certain streets within the City of Plainview; and defining cc~mercial purpose and person as used herein." F) Consideration on second and final reading, Ordinance No. 85-2604 entitled, "An Ordinance amending the budget of the City o~--~-~view for the fiscal year October 1, 1984 through September 30, 1985, by demakssin~ certain changes in funds cribed herein, and providing in specified amounts as more fully Standards Act - Fire Department)for an effective date." (Fair Labor G) Consideration of Resolution No. R85-896 entitled, "A Resolution of the City Council of the City of Plainview, Texas accepting the Water and Sewer Improvements under the City's Texas Community Development Program, Contract No. 00067017084 and authorizing final payment to the Contractor. . H) Consideration of Resolution No. R85-897 entitled , "A Resolution of the City Council of the City of Plainview, Texas authorizing the Mayor to enter into a purchase agreement for the purchase of a metal building to be constructed at 911 Quincy Street, Plainview, Te~s." I) Consideration of Resolution No. R85-898 entitled, "A Resolution of the City Council of the City of ~'lainview, Texas aPProving the preliminary plat of West End Addition, Unit No. 2, Plainview, Hale County, Texas." J) Consideration of Resolution No. R85-899 entitled, "A Resolution of the City Council of the City of ~'lainview, Texas approving the final plat of Mesa Verde Addition, Unit No. 2, Plainview, Hale County, Texas." K) Consideration of Resolution No. R85-900 entitled, "A Resolution of the City Council of the City of Plainview, Texas authorizing the calling for bids for hand/held computerized meter reading devices." L) Consideration on first reading Ordinance No. 85~2610 entitled, "An Ordinance amending zoning ordinance no. 82-247-~-~-the official zoning map of the City of Plainview so as to make the following changes; Request of Bob Richards on behalf of the City of Plainview for enlargement of a Specific Use Permit on Lots 1 and 2 and the north 18 feet of Lot 3, Block 36, College Hill Addition to provide for an Ambulance Service Parking Facility, located at 911 Quincy Street, and calling for a public hearing to be held September 10, 1985. Consideration on first reading, Ordinance No. 85-2607 entitled, "An Ordinance amending zoning Ordinance No. 82-247'8 and the official zoning map of the City of Plainview so as to make the following changes: Request of G.E. Doug]ass on behalf of Louisiana Nursing Hcmes, Inc. for rezoning a 1.156 acre tract of land frcm an R-1 (Single-Family Residential) zoning district to an C.R.D (Cc~m~rical Retail District) zoning district and calling for a public hearing on September 10, 1985. N) Consideration on first reading, Ordinance No. 85-2608 entitled, "An Ordinance amending zoning Ordinance No. 82-247~ and the official zoning map of the City of Plainview so as to make the following changes: Request G.E. Doug]ass on behalf of Louisiana Nursing Homes, Inc. for rezoning a 0.257 acre tract of land frcm an R-1 (Single- Family Residential) zoning district to an MF-1 (Multiple-Family Residential) zoning district, and calling for a public hearing on September 10, 1985. It was the consensus of the Council for all of the above to be on the regular agenda for Tuesday, August 27, 1985. Councilman James informed the Council that he visited with Mr. J.W. Hamby of the Garland Church of Christ on the Ennis Street Lake. Mr. Hamby indicated some interest in this. It was the consensus of 'the City Council to hold a meeting with representatives of the Church of Christ on the Ennis Street Lake problems. City Manager Jim Jeffers informed the Council that Bob Richards, Director of Planning has met with representatives of the Women's Club on their proposed parking lot and they are still working on this project. It was the consensus of the Council to keep the same Auditor for five consecutive years and then change after the five years. City Council discussed the West Texas Chamber of ~ce Trip to Boston, New York and decided to send Councilwc~an Barbara Dorman to represent the City of Plainview.
