MINUTES The Plainview City Council met in a regular meeting Tuesday, September 10, 1985 at 7:30 p.m. with Mayor Ridlehuber presiding and the following present: CounciLmembers; Andy Taylor, Junior Brown, Bobby James and Tom Aday. Staff present; City Manager Jim Jeffers, Tom Hamilton, Norman Huggins, Bob Richards, and Bill Hogge. Mayor Ridlehuber called the meeting to order and welcomed the guests. PUBLIC HEARING: ~M~__y_o_r__.cal_led ~to a pubiic h ring to accept corm~nts on a proposed Texas ~onc~c ~evelopment Project Application to be submitted to the South Plains Association of Governments ~giop~l Review Cc~mittee and Texas Dept. of Coca, unity Affairs. It was moved by Alderman Aday seconded by Alderman Taylor to call the public hearing. Motion carried unanimously. Mr. Jim Miller of ~4S, Inc. explained the application. It was then moved by Alderman Aday seconded by Alderman Brown to close the public hearing. Motion carried unanimously. _~CONOMIC DEVELOPMENT APPLICATION. Consideration of Resolution No. R85-908 entitled, "A Resolution of the City Council of the City of Plainview, Texas. authorizing the filing of an Economic Development Program Application to the Texas Dept. of Cc~munity Affairs and authorizing the Mayor to act as the City's Chief Executive Officer and authorized representative in all matters pertaining to the City's participation in the Texas ~ity Development p ,, rogram. It was moved by Alderman James seconded by Alderman Taylor to approve the resolution. Motion carried unanimously. BOqDGgT. Consideration of Ordinance No. 85-2611 on second and final reading, entitled, "An Ordinance making Rev~ue Sharing appropriations for the support of the City of Plainview for the fiscal year beginning, October 1, 1985, and ending September 30, 1986, and adopting the Revenue Sharing Budget for the City of Plainview for the 1985-86 fiscal year." It was moved by Alderman Aday seconded by Alderman Brown to approve Ordinance NO. 85-2611, motion carried unanimous. BUDGET. Consideration of Ordinance NO. 85-2612 on second and final reading, entitled, ,,An Ordinance adopting a~d approving the Budget for --~ =uu~lon to the budget in various departments. It was then moved by Adlerman Aday seconded by Alderman Brown to approve the ordinance. TAXES. Consideration of Ordinance NO. 85-2613 on second and final rea'ding, entitled, ,,An Ordinance levying municipal ad valorem taxes for the City of Plainview, Texas for the year 1985, directing the Assessment and Collection thereof." It was moved by Alderman Aday seconded by Bxilerman Taylor to approve the ordinance. Motion carried unanimously. .REINVESTM~gT ZONE. Consideration of Ordinance No. 85-2609, on first reading entitled, "An Ordinance establishing a reinvestment zone for ~rcial-Industry Tax Abat~uent; Designating a certain area as a re~nvestment zone for purposes of property tax abatement within the City of Plainview, Te~s; Providing for a severability clause and providing an effective date." It was moved by Alderman Taylor seconded by Alderman Aday to approve the ordinance on first reading. Motion carried unanimously. E) Consideration of Resolution No. R85-904, entitled, "A Resolution of the City Council of the City of Plainview, Texas ncminating Jerry Austin, Acting Chief of Police, to serve on the South Plains Association of Governments Law Enforcement Training Conmlittee.- F) Consideration Of Resolution No. R85-903, entitled, "A Resolution of the City Council of the City of ~ew, Texas appointing the firm of McMillian, F~Millian, Mosley and Riddle to perform the Independent Annual Audit for the fiscal year 1985." G) Consideration of Resolution No. R85-905, entitled, "A Resolution of the City Council of the City of ~ew, Texas authorizing the advertisement of bids for materials to install a traffic signal at the intersection of 24th and Quincy Street... H) Consideration of Resolution No. R85-906, entitled, "A Resolution of the City Council of the City of Pl~view, Texas appointing members to various Boards and Ccmmittees... I) Consideration of Resolution No. R85-907, entitled, "A Resolution of the City Council of the City of ~ainview, Texas rejecting all bids as they pertain to certain sewer improv~uents and authorizing the amendment of specifications and rebid for said sewer improvements. - J) Consideration of Resolution No. 85-2607, on first reading, entitled, "An Ordinance amending zoning Ordinance No. 82-2478, and the official zoning map of the City of Plainview so as to make the following change: Zone Case No. 517; R~quest of G.E. Douglass on behalf of Louisiana Nursing Hc~s, Inc. for rezoning a 1.156 acre tract of land from an R-1 (Single-family Pssidential) zoning district to a CRD (~rcial ~tail District) zoning district, located at 3621-3633 1985Grandview. Drive," and calling for a public hearing on September 24, K) L) Consideration of Ordinance No. 85-2608, on first reading, entitled, "An OrdJ_nance amending zoning Ordinance No. 82-2478 and the official zoning map of the City of Plainview so as to make the following changes: Zone Case No. 518; Request of G.E. Douglass on behalf of Louisiana Nursing Homes, Inc. for rezoning a 0.257 acre tract of land from an R-1 (Single-family P~sidential) zoning district to an MF-1 (Multi-family P~sidential) zoning district, located at 3615- 3619 Grandview Drive," and calling for a public hearing on September 24, 1985. Consideration of Ordinance No. 85-2610, on first reading, entitled, "An Ordinance amending zoning Ordinance No. 82-2478 and the official zoning map of the City of Plainview so as to make the following changes: Zone Case No. 520; Request of Bob Richards on behalf of the ~i~ty~of P~l.a.inview for enlargement of a specific use permit on Lots ~ z ana t~e north 18 feet of Lot 3, Block 36, College Hill Addition to provide for Ambulance Service parking facility located at 911 Quincy Street," and calling for a public hearing to be on September 24, 1985. M) Consideration of Resolution No. R85-909 entitled, "A Resolution of the City of Plainview, Te~s authorizing the paving of a portion of the alley at 401 Navasota Circle at the cost of the owner of the property." It was moved by Alderman Taylor seconded by Alderman James to approve the consent calendar. Alderman D~ay abstained from item 'J' Ordinance No. 85-2607 and item 'K' ' , Ordinance No. 85-2608. The motion was then carried unanimous to approve the consent agenda. Mayor called for an executive session at 7:45 p.m. for the following discussion: Discussion of th~ possible acquisition of real property as authorized by Article 6252-17, Section 1 (F), V.T.C.S. and to discuss personnel as authorized by Article 7252-17, Section 1 (G), V.T.C.S.
