Home My WebLink About85 0924 minCITY COUNCIL MEETING September 24, 1985 COUNCIL CHAMBERS 7:30 P.M. ~NUTES The Pla/nview City Council met in a regular meeting Tuesday, September 24, 985 at 7:30 p.m. in the Council Chambers of City Hall with Mayor Ridlehuber presiding and the following present: Councilmembers; Barbara Dorman, Andy Taylor, Junior Brown, Bobby James and Tom Aday. Staff present: City Manager Jim Jeffers, Tom Hamilton, Bill Hogge, Bob Richards, and Buddy Dodson. Mayor called the meeting to order and welccmed the guests. Mayor presented a public hearing on Zone Case No. 517; P~quest of G.E. Douglass on behalf of Louisiana Nursing Hc~es, Inc., for rezoning a 1.156 acre tract of land from an R-1 (Single-family Residential) zoning district to a CRD (Cc~nercial Retail District) zoning district, located 3621-3633 Grandview Drive." Director of Planning Bob Richards explained the zone change. It was then moved by Ald~ Dorman seconded by Alderman Taylor to call the public hearing. Mr. Ken Douglass spoke on the proposed project. Royce Carthe asked questions about the project and Mr. Douglass discussed this with him. It was then moved by Alderman Brown seconded by Alderman James to close the public hearing. Motion carried unanLmously. (Alderman Aday abstained) Mayor presented for consideration on second and final reading, Ordinance No. 85-2607, entitled, "An Ordinance amending zoning ordinance no. 25-2478 an~ the official zoning map of the City of Plainview so as to make the following changes: Request of G.E. Douglass on behalf of Louisiana Nursing Homes, Inc., _for rezoning a 1.156 acre tract of land from an R-1 (Single-family Residential) zoning district to a CRD (Cc~rcial Retail District) .zoning district, located 3621-3633 Grandview Drive." It was moved by Alderman James seconded by Alderman Brown to approve the ordinance on final reading. Motion carried unanious. (Alderman Aday abstained from voting). Mayor presented the public hearing for Zone Case No. 518: Request of G.E. Douglass on behalf of Louisiana Nursing Hcmes, Inc., for rezoning a 0.257 acre tract of land from a R-1 (Single-family Residential) zoning district to a MF-1 (~k~lti-family Residential) zoning district and located at 3615-3619 Grandview Drive. Bob Richards explained the zone change. Mayor opened the public hearing. No comments were made. It was then moved by Alderman James seconded by Alderman Brown to close the public hearing. Motion carried unanimously. (Alderman Aday abstained) Mayor presented for consideration on second and final reading, Ordinance No. 85-2608, entitled, "An Ordinance amending zoning ordinance no. 82-2478 and the official zoning-map of the City of Plainview so as to make the following changes: Request of G.E. Douglass on behalf of Louisiana Nursing Homes, Inc., for rezoning a 0.257 acre tract of land frc~ an R-1 (Single-family Residential) zoning district to a MF-1 (Multi-family P~sidential) zoning district and located at 3615-3619 Grandview Drive." It was moved by Alde~ Dorman seconded by Taylor to approve the ordinance. Bob Richards explained the zone change and it was moved by Alderwoman Dorman seconded by Alderman James to call the public hearing. No comments were made. It was then moved by Alderman James seconded by Ald~ Dorman to close the public hearing. M~tion carried unanimously. Mayor presented for consideration on second and final reading, Ordinance No. 85-2610, entitled, "An Ordinance amending zoning ordinance no. 82-2478 and the official zoning map of the City of Plainview so as to make the following changes: Request of Bob Richards on behalf of the City of Pla/nview for enlargement of a specific use permit on Lots 1 & 2 and the North 18' of Lot 3, Block~36, College Hill Addition to provide for an ambulance service parking facility located at 911 Quincy St." It was moved by Alderman Aday seconded by Alderman Brown to approve the ordinance. Mayor presented for consideration on second and final reading, Ordinance No. 85-2609, entitled, "An Ordinance establishing a reinvestment zone for Con~-~rcial~/ndustry Tax Abatement; Designating a certain area as a reinvestment zone for purposes of property tax abatement within the City of Plainview, Texas; Providing for a severability clause and providing an effective date." It was moved by Alderman Aday seconded by Alde~ Dorman to approve the ordinance Motion carried unanimously. - Mayor presented for consideration of Ordinance No. 85,2617, entitled, "Single Member Districts." City Attorney Tc~ Hamilton explained this ordinance. It was m~ved by Alderman James seconded by Alderman Aday to delete Section 6, paragraph 10 of the ordinance. It was then moved by Alde~oman Dorman seconded by Alderman Brown to approve the ordinance with the deletion. Motion carried unanimously. Mayor presented for consideration of Ordinance NO. 85-2618, entitled, "An Ordinance of the City of Plainview, Texas amending section 5-3 of the Plainview City Code establishing rates for ambulance service and declaring an emergency.,, It was moved by Alderman Aday seconded by Alderman Taylor to approve this ordinance. Motion carried unanimously. Mayor presented the following on Consent Calendar: A) Minutes B) Department Reports C) Budget Expenditures D) Consideration of ResolutioD~lgD~_R85~.913 entitled, "A Resolution of the City Council of the City of ~'la/nview, Texas appointing Mitch George to serve as an alternate me~ber ef the Planning and Zoning Cc~mlission. ,, E) Consideration of Resolution No. R85-910 entitled, "A Resolution of the City Council of the City of Pla/nview, Texas, awarding the bid for taxiway and apron improvements at the Pla/nview/Hale County Airport." F) Consideration of Resolution No. R85-911 entitled, "A Resolution of the City Council of the City of Pla/nview, Texas, accepting bids received and approving the lowest and best bid, and awarding a purchase contract for the purchase of labor and materials to repair hail-damaged roofs at the Unger Memorial Library, Police/Municipal Court Building and City Hall." G) Consideration of Resolution No. R85-915 entitled, "A Resolution of the City Council of the City of ~la/nview, Texas, accepting bids and awarding a contract for furnishing, installing and testing one deep well pumping unit and controls for the City of Plainview." H) Consideration of Resolution No. R85-899 entitled "A P~ - °' , so±utlon of the City Council of the City of Plainview, Texas, approving the Final plat of Mesa Verde Addition, Unit NO. 2, Plainview, Hale County, Texas." I) Consideration of Resolution NO. R85~912 entitled, "A P~solution of the City Council of the City of ~lainview, Texas, establishing a policy for the Annual Audit for the City of Pla/nview." Alderman Taylor moved to abstain from Item "H", Resolution No. R85-899. It was then moved by Alderman Aday seconded by Alderwcxman Dorman to approve the Consent Calendar. Motion carried unanimously. Mayor called for the Council to .go into an Executive Session at 8:25. The motion was made by Alderman Aday seconded by Ald~ Dorman to go into executive session. Motion carried unanimously. It was moved by Alderman James seconded by Alderman Aday for the meeting to adjourn after the executive session at 9:23 p.m. carried unanimously.
