MINUTES The Plainview City Council met in a regular meeting at 7:30 p.m. Tuesday, October 22, 1985 with Mayor Pro-tem Tom Aday presiding and the following Councilmembers present: Barbara Dorman, Andy Taylor, Junior Brown, and Bobby James. Staff present: City Manager Jim Jeffers, Bill Hogge Director of Public Works, Bob Richards Director of Planning, Tom Hamilton City Attorney, Joe Ferguson Fire Chief, MikeFinance.MCDonough Building Inspector, and Norman Huggins Director of Mayor Pro-tem Tom Aday opened the meeting and welcomed the guest. Mayor Pro-tem Aday presented the public hearing on Southwestern Public Service proposed rate adjustment. It Councilwoman Dorman seconded by Councilman Taylor to was moved by open the public hearing. No comments were made. It was moved by Councilman Taylor seconded by Councilman Brown to close the public hearing. carried unanimously. Motion Mayor Pro-tem Aday presented the public hearing on Zone Case No. 523; request of V.N. Townsen for rezoning a tract of land from R-1 to a C.R.D., located at 1600 West 24th. Mike McDonough explained said zone case. It was then moved by Councilman Brown seconded by COuncilwoman Dorman to call the public hearing. Mr. Townsen made a brief statement on said zone case. It was then moved by Councilwoman Dorman seconded by Councilman Brown to close the public hearing. Motion carried unanimously. Mayor Pro-tem Aday presented Ordinance No. 85-2169 on second and final reading· entitled, "An Ordinance amending Zoning Ordinance No. 82-2478, and the official zoning map of the City of Plainview so as to make the following change: Zone Case No. 523; request of V.N. Townsen for rezoning of tracts of land from R-1 (Single-Family Residential) to C.R.D. (Commercial Retail District), located at 1600 West 24th." It was moved by Councilman James seconded by Councilwoman Dorman to approve said Ordinance Motion carried carried unanimously. · Mayor Pro-tem Aday presented the Public hearing on Zone Case No. 523; appeal of V.N. Townsen for rezoning a 60 by 120 foot tract of land from R-1 to C.R.D. located at 1600 West 24th. Mike McDonough explained said appeal. It was then moved by Councilwoman Dorman seconded by Councilman James to open the public hearing. Kent Aikin explained the P & Z's opinion on said matter. It was then moved by Councilman Taylor seconded by Councilman Brown to close the public hearing. Motion carried unanimously. Motion 1 of 3 Mayor Pro-tem Aday presented public hearing on Zone Case No. 524; request of Vance Clapp for rezoning the West half of Lots 9 and 10, and the West half of the South half of Lot 11, Block 86, Alexander-Westmoreland Addition from an R-2 to a C.R.D. located at 812 West 7th Street. It was moved by Councilwoman Dorman seconded by Councilman Taylor to call the public hearing. Mike McDonough explained the zone case. It was then moved by Councilwoman Dorman seconded by Councilman Brown to close the public hearing. Motion carried unanimously. Mayor Pro-rem Aday presented Ordinance No. 85-2620 on second and final reading, entitled, "An Ordinance amending Zoning Ordinance No. 82-2478, and the official zoning map of the City of Plainview so as to make the following change: Zone Case No. 524; request of Vance Clapp for rezoning the West half of Lots 9 and 10, and the West half of the South half of Lot 11, Block 86, Alexander-Westmoreland Addition from an R-2 to a C.R.D. for commercial uses, located at 812 West 7th Street." It was moved by Councilwoman Dorman seconded by Councilman Taylor to approve said ordinance Motion carried unanimously. · Mayor Pro-tem Aday presented Resolution No. R85-930 entitled, "A Resolution of the City Council of the City of Plainview, Texas urging support for the November 5, 1985, Charter Amendment calling for the implementation of Single Member Districts.,, Aday explained the Single Member Districts. It was then moved by Councilman Taylor carriedSec°ndedunanimously.by Councilman Brown to approve said Resolution. Motion Fire Chief Joe Ferguson gave a report on the City of Plainview Fire Department Emergency Medical Services. Mayor Pro-tem presented the following Consent Calendar: CONSENT CALENDAR a) Minutes b) Department Reports c) Budget Expenditures d) Consideration of Ordinance No. 85-2521 on second and final reading, entitled, "An Ordinance providing that Article 6687-91, Title 116, Texas Revised Civil Statutes, shall not apply within the incorporated limits of the City of Plainview, Texas" Storage Act) · (Vehicle e) Consideration of Resolution No. RS5-929 entitled, "A Resolution of the. City Council of the City of Plainview, Texas supporting the reappolntment of the Honorable E.V. Ridlehub~r as a member of the State Community Development Block Grant Review Committee.,, 2 of 3 f) Consideration of Resolution No. R85-928 entitled, "A Resolution of the City Council of the City of Ptainview, Texas authorizing its Mayor to execute an indemnity agreement with the Canadian River Municipal Water Authority and Cactus Feeders.,, g) Consideration of Resolution No. R85-864 entitled, "A Resolution of the City Council of the City of Plainview, Texas approving the final plat of Hamby Subdivision, Plainview, Hale County,Texas. h) Consideration of Ordinance 85-2623 on first reading, entitled, "An Ordinance of the City of Plainview, Texas amending Section 13-37 entitled, "Permit Fee" of the "The Code of the City of Plainview, Texas. ,, It was moved by Councilwoman Dorman seconded by Councilman Brown to approve the Consent Calendar as presented. unanimously.
