Pla/nview Country Club
11:30 a.m.
The Plainview City Council met in a work session Thursday, November
12, 1985, at 11:30 a.m. with the following present: Mayor Ridlehuber and
Councilpersons; Barbara Dorman, Andy Taylor, Junior Brown, Bobby James and
Tom Aday. Staff; Jim Jeffers, Norman Huggins and Bill Hogge. Visitors
present were: Mike ~Coy, Dick Perioni, R.A. Vernon and Richard Orr.
The following items were presented by City Manager Jim Jeffers for the
next regular Council Meeting agenda on Tuesday, November 12, 1985:
3) Consideration of Resolution No. R85-931 entitled, "A Resolution of the
City Council of Pla/nview, Texas accepting a petition for annexation of
23.76 acres".

Consideration on first reading Ordinance No. 85-2625 entitled, .,An
ordinance providing for the extension of certain boundary lines of the

Consideration of Resolution No. R85-938 entitled "A Resolution of
the City Council of the City of Plainview, Texas approving the
release of a drainage easement in Block 43, Lakeside Addition to
the Town of Plainview, Texas and authorizing the Mayor to execute
said release".
Consideration of Ordinance NO. 85-2623 on second and final reading,
entitled, "An Ordinance of the City of Plainview, Texas amending
Section 13-37 entitled, 'Permit Fee' of 'The Code of the City of
Plainview, Texas '".
Consideration of Ordinance No. 85-2626, on first reading, entitled,
"An Ordinance amend/rig zoning ordinance NO. 82-2478 and the
official zoning map of the City of Plainview so as to make the
following change: Zone case No. 525; request of R~x Ramsower for
rezoning four (4) tracts of land from MF-2 (.Multiple-Family
Residential) and R-1 (Single-Family Residential) zoning district to
CRD (Cc~usrcial Retain District) zoning district for ccmuercial
uses, located in 1200 -- 1400 -- and 1600 blocks of North
Interstate1985. 27" and calling for a public hearing on November 26,
Consideration of Ordinance No. 85-2627, on first reading, entitled,
"An Ordinance amending zoning ordinance 82-2478 and the official
map of the City of Plainview so as to make the following change:
Zone case No. 526; request of Onofre Hinojosa for rezoning the West
40 feet of Lot 1, Block 58, Original Town Addition from an MF-2
(Multiple-Family Residential) zoning district to a CRD (Con~rcial
R~tail District) zoning district for con~ercial uses, located at
504 East 4th Street" and calling for a public hearing on November
26, 1985.
(1) Consideration of Ordinance No. 85-2628, on first reading, entitled,
"An Ordinance of the City of Pla/nview, Texas repealing Article 3
Board of City Developments, Sections 25-49 through 25-62,
inclusive, of the Plainview Code".
(m) Consideration of Ordinance No. 85-2629, on first reading, entitled,
"An Ordinance of the City Council of the City of Plainview, Texas
amending Section 7-93 of the Code of the City of Plainview,
entitled 'Redemption of Unvaccinated Animal'".
(n) Consideration of Ordinance NO. 85-2630, on first reading, entitled,
"An Ordinance of the City Council of the City of Plainview, Texas
amending Section 7-92 of the Code of the City of Plainview,
entitled 'Fees' as it pertains to the impoundment of animals".
(o) Consideration of Resolution No. R85-939 entitled, "A Resolution of
the City Council of Plainview, Texas authorizing the award of a bid
for a pickup truck for tb~ animal control departmant".
9) EXfEL~IVE SESSION:
Discussion of personnel as authorized by Article 7252-17, Section l(g),
V.T.C.S. and discussion of pending litigation as authorized by Article
7252-17, Section l(e), V.T.C.S.
The following miscellaneous items were discussed:
1) The Council,heard .a request from McCoy's Buildin Su 1 ·
pertains to an exception" to the C~--'~ __7-_ __ g PP .y Centers as mt
~3 = pu-.cy on the extentlon of water and
sewer lines. McCoy's was requested permission to install a septic tank on
property which is located to the south of Contractor,s Plaza The City
Council concurred that McCoy's representatives should meet with ~e owner of
the land in question and City officials and attempt to identify an equitable
cost sharing proposal.
2) R.A. Vernon requested that the City Council consider allowing move-in
homes to be exempt from the provision in the Electrical Code that calls for
said hc~es to be rewired with "three wire rolex." It was the consensus of
the City Council that since the Electrical Board felt that the rewiring with
the three wire rolex was an important safety factor that the Council should
rely on the expertise of the Electrical Board therefore, Mr. Vernon's request
for consideration of altering the Code was denied.
3) It was announced that the necessary information had not yet been received
as it pertains to rates charge by area Health Departments, therefore, no
discussion was held on the Plainview/Hale County Health Department rates.
4) It was announced that the franchise tax to be received from the Hale
County State Bank was estimated at $11,000.
5) The City Council was presented with the first draft of a proposed "Animal
Control Agreement', between the City and County for services outside of the
City limits.
6) The TEXCEL Certification Program was discussed with the City Council and
the Council was informed that a meeting would be conducted on December 11,
1985, in Lubbock as it pertains to the proposed certification Program.
7) The City Council expressed consensus in the City notifying the State
Highway Department that it would not be enforcing the new "billboard
Legislation" outside of its corporate limits.
8) The City Council was reminded of the Planning and Zoning Commission
Workshop which is to be conducted on November 13 and 14, 1985.
There being no further business, Mayor Ridlehuber adjourned the meeting
at 2:00 p.m.
