MINUTES
COUNTRY CLUB
11:30 P.M.
The Plainview City Council met in a work session at 11:30 a.m.
Thursday, November 26, 1985, at the Country Club with Mayor Ridlehuber
presiding and the following present: Council present; Barbara Dorman,
Tom Aday, and Bobby James. Staff present: Jim Jeffers, Bill Hogge,
Norman Huggins and Sheryl Owen. Visitors were: Evelyn Johnson, Lee
Hendricks, and Richard Orr.
Evelyn Johnson presented a presentation to the Council on proposed
ideas for the property that has been requested to be rezoned by Mr. Rex
Ramsower at 1200-1400-1600 1-27. Council advised Mrs. Mitchell that the
residents should contact all of the property owners of the proposed
tract of land and discuss with them the proposed ideas for the proposed
property.
City Manager Jim Jeffers presented the following to be on the
agenda for the Council Meeting, Tuesday, November 26, 1985.
3) PUBLIC HEARING: Zone Case No. 525; Request of Rex Ramsower for
rezoning four tracts of land frc~ MF-2 !Multi-family residential)
and R-1 (Single-family residential) zoning district to CRD
(Conm~rcial R~tail District) zoning district for con~nercial uses
located in 1200-1400-1600 blocks of North 1-27.
4) Consideration of Ordinance No. 85-2626, on second and final reading,
entitled, "An Ordinance amending zoning ordinance No. 82-2478 and the
official zoning map of the City of Plainview so as to make the
following change: Zone Case No. 525; Request of Rex Ramsower for
rezoning four tracts of land from MF-2 (Multi-family residential)
R-1 (Single-family residential) z~ning district to CRD

7) Consideration of Ordinance No. 85-2627, on second and final reading,
entitled, "An Ordinance amending zoning ordiD~nnce 82-2478, and the
official zoning map of the City of Pla~iew so as to make the
following change: Zone Case No. 526; R~quest of Onofre Hinojosa for
rezoning the west 40 feet of Lot %,-~Btock 58, Original Town Addition,
frem an MF-2 (Multi-family residential) zoning district to a CRD
(CC~nercial Retail District) zoning district for c~cial uses,
located at 504 East 4th Street."
8) PUBLIC HEARING: Consideration ~ of the annexation of certain territory
consisting of 23.76 acres of land.
9) Consideration of Ordinance No. 85-2625 on second and final reading,
entitled, "An Ordinance providing for the extention of certain
boundary lines of the City of Plainview, Texas and the annexation of
certain territory consisting of 23.76 acres of land, which said
territory lies adjacent to and adjoins the present limits of the City
of Plainview, Texas and within the extraterritorial jurisdiction of
said City."

elements amending project budget-and authorizing City Staff to submit
final documents to the Texas ~.ar.ks and Wildlife Department to
ccntolete the Plainview Parks oject~ {Project No. 48-00799)."
h) Consideration ~ of Resolution No. R85-942 entitled, "A Resolution of
the City Council of the City of ~lainview, Texas authorizing the
award of a bid for a APCOR Portable Radio, ECG-Telemetry.-
i) Consideration of Resolution No~.~85-943 entitled, "A Resolution of
the City Council of the City of ~lainview, Texas authorizing
participation in the ICMA Retirement Corporation Programs."
j) Consideration of Resolution No. R85-944 entitled, "A Resolution of
the City Council of the City.of ~ew, Texas changing the regular
meeting day of the Council from December 24 1985 to December 23
1985." , ,
k) EXECUTIVE SESSION: Discussion of pending litigations as authorized
by Articles 7252-17, Section 1 (e) V.T.C.S.
Jim Jeffers explained that the FLSA rules have been exempted for
cities until April, 1986.
Jim advised the Council that the City would be advertising for the
Paralegal position for the City of Plainview.
Jim also advised that the Animal Control Agreement was in final
draft.
With no further business pending the meeting adourned at 1:00 p.m.
