HomeMy WebLinkAbout72 1016 minMINUTES CITY COUNCIL REGULAR MEETING October 16, 1972 The City Council of the~City of Plainview met in regular session at - 7:30 p..m:, in the~.COUncil Chambers of the City Hall with Mayor Pro Tern Kettz Garrison presiding and the following Aldermen present: Medli~ Carpenter, Neal Willi ~ams, Richard Cross, and Jack Oswald. Also present were Marshall Pharr-City Manager, Joe Sharp-City Attorney, M. L. Rea-City Clerk, Wm. R. Hogge-Dir~ector of Public Works, Harold Gladman- Director of Planning, Johnnie Ballew-Director of Public Safety, Robert Barne~t~t- Director of Parks & Recreation, Norman Huggins-Director of Finanee, Larry Martin- Administrative Assistant, and Linda Fisch-Administrative Secretary. Visitors included HUgh Smith, Walter Williams, Kenneth Howell, Jack Kunz~, and Mike Wall. Invocation was given by Kettz Garrison. It was moved by Alderman Carpenter, seconded by Alderman Cross, to adopt Ordinance No. 72-1286, an ordinance annexing 57.96 acres in the vicinity of the Hale County Airport into the corporate limits of the CitY of Plainview as recommended by the City/County Airport Board. Motion carried unanimously. Bids were received, opened, and read aloud from the following for the purchase of three police sedans, one police special station wagon, and two half- ton pickups: Com_m~ies Jack Morris Ford Company McBeth Dodge Bob Gardner Chevrolet Maggard-Nall Motor Cars ~' Pickups_ $14,438.73 $5,679.58 13,271.25 - 5,812.14 15,235.00 5,681.7~0. 13,942.50 5,845.00 It was MOved by AldermanWilliams, seconded by Alderman Carpenter, to accept the low hid'subject to tabulation. Motion carried unanimously. Bids were read aloud for the furnishing of uniforms, maintenance replace- ment, and cleaning for the City of Plainview. Bids were received from National Uniform Service, Mission Linen Supply of Amarillo, Texas Industrial Services, and Dickies Clothes Rental Service. It was moved by Alderman Carpenter, seconded by AidermanOswald, to accept the tabulated low bid of Dickies Clothe~ Rental Service in the amount of $2.30 per week per person. Motion~ carried unanimously. ReceiVed for filing were copies of the mig~t_~ of the C~manity and Neighborhood Improvement Committees and the Business and Economic Advisory Committee meetings held October 10, 1972. It was moved by Alderman Carpenter, seconded by Alderman~ Cross~, to approve the appointment of Frank Curry as Chairman of Area 9 on the Community Improve~ ment Committee and Bill Schroeder as a member of~rea .9 and Sam Ramirez as a ~ember of Area 6 on the N~ighborhood Improvement Committee. Motion harried ur~animously. Discussion was held on the installation of ~treet lights as proposed by Southwestern Public Service Company. It was moved by Alderman Carpenter, Seconded by AldermanWilliams, to accept the proposal from Southwestern Public Service deleting two street lights (the middle light on Itasca and the second light on Garland) making a total of 23 streets lights at a cost to the City of $54.50 per.month. Motion carried unanimously. It was moved by Alderman Williams, seconded byAlderman Carpenter, to ~dopt Ordinance No. 72-1287, an ordinance prescribing the speed limit on Twenty- Fourth Street in the City of Plainview; and providing a Penalty. Motion carried unanimously. It was moved by Alderman Oswald, seconded by Alderman Cross, to approve the request of Hutcherson Flying Service for sanitation collection and disposa~ service outside the corporate limits of the City of ~lainview at a cost of $35~00 per month for once-a-week pickup of a four cubic yard dumpster. Motion carried unanimously. Received for filing was a supplement to the City of Plainview Personnel Policy entitled "Smmmary of Employee Benefits". It was moved by Alderman Caypenter, seconded by Alderman Williams, to aUthbrize the advertising and apprgising~of city-owned proper~y at the corner of Fr~esno and Fifth Streets' in order to declare it surplus property to be sold. It was moved byAlderman Williams, seconded by Alderman Oswald,' to authorize the drawing of an ordinance declaring a "no parking" zone in the 1900block of North Austin as a result of requests from the residents. Motion carried unanimously. It was moved by Alderman Cross, seconded by Alderman Oswald, to adopt Ordinance No. 72z1289, an ordinance making it unlawful for any person to harbor or-keep on his premises or enter about his premises under his control .any dog which by loud or unusual barking or howling shall cause the peace and quiet of the neighborhood of the occupants of adjacent premises to be disturbed, and providing a penalty. Motion.carried with one vote against. It was moved by Alderman_ Carpenter, seconded by AldermanWil!iams, to authorize the Mayor to sign an underground utility easement for Southwestern Public Service Company for underground utilities in the vi¢inity~of the north canal on Ennis Street between Fourth and Third Streets. Motion carried unanimously. It was moved by Alderman Carpenter, seconded byAldermanOswald, to adjou~rn the meeting. Motion carried unanimously.
