HomeMy WebLinkAbout72 1106 minMINUTES REGULAR CITY COUNCIL MEETING November 6, 1972 The City Council of the City of Plainview met in regular session at 7:3Op.m. in the Council Chambers of the City Hall with Mayor John D. Stoneham presiding and the following Aldermen present: Kettz GarrisOn, Neal Williams, Richard Cross, and' Jack Oswald. Also present were Marshall Pharr-City Manager, Joe Sharp-Ci~ty Attorney, M. L. Rea-City Clerk, ~n[ R. Hogge-Director of Public Works, Harold Gladman- Director of Planning, Johnnie Ballew-Director Of Public Safety, Robert Barnett- Director of Parks & Recreation, Norman Huggins-Director of Finance, and Larry Martin-Administrative Assistant.- Visitors included Hugh Smith 'and Mike Wall. Invocation was given by Wm. R. Hogge. Discussion was held on specifications for the purchase of truck chassis, a Sanitation 'collection system, and sanitation containers. Bids are to be received on Tuesday, November 28, 1972, at 2: 00 p.m. It was moved by Alderman Williams, seconded by Alderman Garrison, to authorize the preparation of specifications for the purchase of the annual supply of gasoline and motor oil; bids to be received at the regular meeting on December 18, 1972. Motion carried unanimously. Received for filing was a copy of the bid tabulation on the furnishing, maintenance, replacement, and cleaning of uniforms. Received for filing was a copy of 'the bid tabulation on the purchase of three (3) t973 police car sedans, one (1) police special station waggn, and two (2) half-ton pickups. It was moved by Alderman Cross, seconded by Alderman Williams, to approve the minutes of the City Council meeting held October 16, 1972. Motion carried unanimously. Received for filing were copies of the minutes of the Housing Authority meeting held October 16, minutes of the Central Business District Improvement Committee meeting held October 17, minutes of the Plainview Civil Defense and MINUTES REGULAR CITY COUNCIL MEETING November 6, 1972 Page '2 Disaster Relief Committee meeting held October 18, and minutes of the Planning Board and Zoning commiss~0n'meeting' held October 26,- 19~'~ It was moved by Alderman Garrison, seconded by Alderman OsWald, to authorize the Mayor to sign a contract with the Texas Criminal JUstice Council for a grant to assist in the incentive pay to policemen known as "Professional College Education Incentive". Motion carried unanimously. Received for filing was a copy of the City of Plainview Annual Budget for the fiscal year 1972-73. It. was moved by.Alderman Williams, seconded by Alderman Cross, to adopt Ordinance No. 72-1289, an ordinance prohibiting parking on either side of that portion of North Austin Street lying between the South curb line of Givens Street projected West across North Austin Street to a parallel line across North Austin Street 220 feet South of said curb line of Givens Street projected West as aforesaid, and providing a penalty. Motion carried unanimously. It was moved by Alderman Cross, seconded by Alderman Garrison, to adopt Ordinance No. 72-1290, an ordinance establishing a service charge and fees for use of the City of Plainview shelter house. Motion Carried unanimously. It was moved by Alderman Garrison, .seconded by Alderman Oswald, to authorize advertising for a public hearing to be held by the Director .of Public Safety concerning the transferring of the taxicab franchise presently owned and operated by Jimmie L. Douglas to Robert L. Kernell. Motion carried unanimously. It was moved by Alderman :Will&ams, secohded'by Alderman Garrison, to adopt Appropriation Ordinance No. 72-1291 from the Library Parking Fund, Acct. 416, in the amount of $131.55-for City, County, and School taxes on the Tull Estate. Motion carried unanimously. It was moved by Alderman Garrison, seconded by Alderman Oswald, to adopt Appropriation Ordinance No. 72-1292 from the Pro Rata Account 324 in the amount of $154.60 payable to Clowe and Cowan for the purchase of twelve meter boxes.
