HomeMy WebLinkAbout72 1127 minMINUTES CITY COUNCIL SPECIAL MEETING November 27, 1972 The City Council of the City of Plainview met in special session at 4:30 p.m. in the Council Chambers of the City Halt with Mayor John D. Ston?~h~am presidimg a~d the foilowing Aldermen present: Keltz Garrison, Neal Williams, Medlin ~arpenter, Richard Cross, and Jack Oswald. Also present were Marshall PharrzCity Manager, Joe Sharp-City Attorney, M. L. Rea-City Clerk, Wm. R. Hogge-Director of Public Works, Robert Barnett- Director 'of Parks & Recreation, Norman Huggins-Director of Finance, Larry Martin-Administrative Assistant, and Linda Fisch-Administrative secretary. Visitors Lncluded Charles Joplin and Frank Sanders representing First National Bank, Norman Wright representing City National Bank, J. B. Wheeler representing Hale County State Bank, Lester James representing Plainview Savings ~ Loan Associa%ion, Grady Boyd representing Hale County Savings & Loan Association, Frank Moore representing Plains Weather Improvement Association, Mike Wall, Wendell Holloman, Joe Don Hancock, and Jerry Huddleston. Frank Moore requested permission to use a room in the Airport Terminal and to install a tower on the north side of the Terminal for radar used in~ the weather modification program. It was moved by Alderman Carpenter, seconded by Alderman Garrison to endorse the application of Plains Weather~ Improvement Association for use of the terminal building as made to the Airport Board. Motion carried unanimously. Discussion was held on Addendum No. 2 to the Specifications for the purchase of refuse collection equipment. It was moved by Alderman Oswald, seconded by Alderman Garrison, to approve Addendum No. 2. Motion carried unanimously. It was moved by'Alderman Williams, seconded by Alderman Carpenter, to adopt a Resolution authorizing and instructing the City Manager to publish notice of the City's intention to receive bids for the acquisition of certain refuse collection equipment and prescribing the form of such notice. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman Cross, to authorize the Mayor to accept the letter of commitment from the Plainview Clearing 18 MINUTES CITY COUNCIL SPECIAL MEETING November 27, 1972 Page 2 House AssoCiation for the purchase of Certificates of Obligation for purchasing' refuse collection 'equipment for the City of Plainview. Motion carried unanimously. Special thanks was given ~by Ymyor Stoneham and City Manager, Marshall Pharr, to the Plainview Clearing HouSe Association for the excellen~ interest rate they extended on the Certificates of Obligation used for purchasing the refuse collection equipment. Discussion~ was also held on the sick leave payments to be made December 16t~, a new utility rate pamphlet, and the Program for the Third Annual App?eciation and Recognition Banquet to be held December 1st.
