December 4, 1972
The City Council of the City Of 'Plainview met in regular session at
7:30 ~p.m. in the Council Chambers of the City Hal~l with Mayor John D. S~toneham
presiding and the following Aldermen present: Keltz Garrison,' Neal'jWilliams,'
'Medlin Carpenter, Richard Cross, and Jack Oswald.
Also present were Marshall Pharr-City Manager, Joe Sharp-City Attorney,
M. L. Rea-City Clerk, Wm. R. Hogge-Director of Public Works, Harold Gladman-
Director of Planning, Johnnie Ballew-Director of Public Safety, Robert Barnett-
Director of Parks & Recreation, Norman Huggins-Director of Finance, Larry Martin-
Administrative Assistant, and Linda Fisch-Administrative Secretary.. Visitors
included Mrs. Don Hall, Carl GriZzell, Jr., O. K. Sykes, Juan Alvarez~, Bo~
Douglas, Robert Kernell, Orville Atkinson, Sid. Cooper, Roger Jones, and Mike
Wall.
Invocation was given by Jack Oswald.'
Carl Grizzell spoke for a group of citizens on East 5th Street concerning ~
what they felt was an unfair charge of $1.00 for sanitation disposal. The City
does not pick up their trash and they felt $1.00 a month was too high for
disposal at the sanitary landfill. Discussion was held and the Mayor assured
them that the City would try to work out a solution when the new dumpsters
are received.
A public hearing was opened on a petition of Mr. Orville Atkinson for the
annexation of approximately 8.89 acres of land located in the southwest corner
of Section 28; Block JK-2, Hale County, Texas in the vicinity, of .the Coca Cola
Bottling Plant, Running Water Draw, and Westridge Subdivision. Mr. Atkinson
spoke for the annexation and the public hearing was closed. The ordinance
will be considered at the December 18th meeting.
Robert L. Kernell, applicant for a taxi franchise, was submitted to
questioning by Joe Sharp, City Attorney. After discussion, it was moved by
Alderman Carpenter, seconded by Alderman Garrison, to deny the application on
grounds of Mr. Kernell's past record and no assurance that this record would
not be repeated in the future; however, if M~. Kernell proved himself, reliable,
his application would be reconsidered. Motion carried unanimously~

It was moved by Alderman Cross, seconded by A!derman OsWald,~ to approve '~
th~ minutes of the regular City Council. meeting held November ~Bth with a
'correction to include the motion made by Aiderman Williams, .s~cond~d by %
Alderman Cross, to adopt Ordinance No. 72-1298, an ordinance setting a date,
time and place for a public hearing on the proposed annexatiOn of certain
property by the City of Plainview located in Section 28, Block JKZ2, Hale County,
Texas, with the motion carrying unanimously, and to approve the minutes of the
special City Council meeting held November 27, 1972. Motion carried unanimously.
Received for filing were copies of minutes of the Building Code Board of
Appeals meeting held October 30th, F~lectrical Board meeting held ~ovem~er 21st,
and Planning Board and Zoning Commission meeting be'id November 21,~ 1972.
Discussion was held on a request of Barrett Ambulance Service for the
establishment of rates for ambulance service. It was moved by-Alderman Williams,
seconded by Alderman Garrison, to authorize the City Attorney to prepare an
amendment to the fra~chi~se for the following rates: $25.00'per call on hospital
transfers and $30.00 per call for emergency calls~ ~otion carried unanimously.
It was moved by Alderman CrosS, seconded by Alderman Garrison, to approve
the following as members of the Unger Memorial Library Board for t973-74:
Mrs. Lee Nowlin, Mrs. Jones Goode, Mrs. Robert R~gler', Mrs~ Henry Heck, and Mrs.
C. A. Robinson (2 Years) and Mrs. Don Moore and Mrs. R. S. Zeigler (i .Year).
Motion carried unanimously.
It was m~ved ~y Aiderman Garrison, seconded by Alderman Williams, to approve
the organization of a study committee for the Unger Memorial Library and to
approve the following as members of this conmittee: Mrs. David Willson, Mrs. Lee
Nowlin, Jack Oswald, Mrs. Merwyn Igo, and Mrs. Ruby Curry as voting members and
Ernest Laseter, John Stoneham, Marshall Pharr, and Miss Judy Kay Smith as ex
officio members. Motion carried unanimously.
It was moved by Alderman Carpent~er, seconded by Alderman Cross, to approve
the following as members of the Neighborhood Improvement Committee: Percy McGee-
Area 6 and Dorothy Sinclair - Area 9. Motion carried unanimously,

It was moved by Alderman Cross, seconded by Alderman Oswald, to authorize
the City Attorney to prepare an ordinance-providing for a loading z~ne on the
east half of 8th Street from the alley to Austin on the south side'of Austin _
Street as requested by the First Baptist Church. Motion carried unanimously.
It was moved by Alderman Williams, seconded by Alderman Carpenter, to
authorize the Mayor to sign an assignment with Bass Broadcasting Company and
Teleservice Corporation of America making the transfer of the cable t.v.
franchise final. Motion ~arried unanimously.
It was moved by Alderman Garrison, seconded by Alderman Oswald, to authorize
the Plainview Independent Insurance Agents to put the insurance program of the
City of Plainview under a binder and authorize them to study and recommend an
overall liability insurance program to include: Workman's Compensation, General
Liability, Antomobile Liability, and Automobile Physical Damage. Motion carried
unanimously.
It was moved by Alderman Garrison, seconded by Alderman Cross, to adopt
Appropriation Ordinance No. 72-1299 from the Unappropriated Surplus Account
60S in the amount of $10,401.60 to Eastman Kodak for the City of Plainview's
share of the cost of the microfilm system for the Plainview Police Department.
Motion carried unanimously.~
It was moved by Alderman Carpenter, seconded by Alderman Oswald, to adjourn
the meeting. Motion carried unanimously. Meeting adjourned at 8:4S p.m. /
