HomeMy WebLinkAbout73 0108 minMINUTES CITY COUNCIL SPECIAL MEETING January 8, 1973 The City Council of the City of Plainview met-in special session at - 7:30 p.m. in the coUncil Chambers of the City Hall with Mayor John ID.. Stoneham presiding and the following Aldermen present: Keltz Garrison,' Medlin~ Carpenter,~. Richard Cross, and Jack Oswald. Also present were Marshall Pharr-City Manager, Joe Sharp-City AttOrney, Wm. R. Hogge-Director of Public Works, Harold Gladman-Director of Planning, Johnnie Ballew-DirectOr of Public Safety, Robert Barnett-Director of Parks & ReCreation, ~Norman Huggins-Director of Finance, and Linda Fisch-AdministratiVe Secretary. Visitors included Jim Oxford ~and Mike Wall. Invocation was given by Bill Hogge. Mr. Jim Oxford, Manager of the Chamber of Commerce, requested a population change for the City of Plainview. It was moved by Alderman Carpenter, seconded by Alderman Garrison, to adopt a Resolution authorizing the population change from 19,096 to 21,009. Motion carried unanimously. Received for filing was a copy of the tabulation sheet on bids received for the annual supply of gasoline, diesel fuel, and motor oil. It was moved by Alderman Garrison, seconded by Alderman Oswald, to award the contract to the lowest bidder, National Oil and Butane, and to authorize the.City Attorney ~to prepare, a contract with that company. Motion carried unanimously. Received for filing was a tabulation sheet on bids received for the purchase of a tractor and mower to be used in the Water Production and Treatment Departments. It was :m°ved:~by;.AtRerm~ilC ~?~:seconded by Alderman Oswald, to award the bid to the lowest bidder, Jim Williams Ford Tractor, in the amount of $4,376.50. Motion carried unanimously. It was .moved by Alderman Garrison, seconded by Alderman Cross, to adopt · Appropriation Ordinance No. 73-1307 from the Unappropriated Surplus Account 419, 711-722, in the amount of $576.50 payable to the Water Reclamation Department, Account 722-902, for the purchase of the mower.' It was moved by Alderman Oswald, seCOnded by Alderman Garrison, to award the bid to the lowest bidder, PlainS Machinery Company, in the amount of $15,932.00 and to purchase the sweeper with revenue sharing funds. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman. GarriSon, 'to extend a contract with-Jack Morris. Ford Inc. for the purchas'e of one 71973 · - Ford half-ton pickup as bid on October 16, 1972, at the extended price of ,$~,967.31; said pickup to be used in the Sanitation Department for a maintenance vehicle for sanitation equipment. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman Oswald, to approve the minutes of the regular City Council. meeting held December 18, 1972. The motion carried with Aldermen Cross and Carpenter voting '~fes", Aldermen Garrison and Oswald voting '~o", and Mayor Stoneham breaking the tie with a 'Yes" vote. Received for filing was a copy of the minutes of the Planning Board and- Zoning Commission meeting held December 13, 1972. Received for filing was a Copy of 'the Code Enforcement, Demolition and Debris policy as' adopted on December 18, 1972. Discussion was held on the proposed liability insur, ance program for the City -of Plainview., It was moved ~y Alderman Carpenter', Ordinance No. 73-1306, an ordinance annexing into the City of Plainview approx- imately 8.89 acres in the v~cinity of Westridge Road and' Interstate 27 in the subdivision known as Westri~ge Park. Motion carried unanimously. Received for filing was a letter from Mr. Sam Wyse establishing meeting dates with regard to the 701 Master Plan. Discussion was held regarding the proposed storage area for junk cars. Study is to be made concerning a proposed agreement with Norman Dulaney. RESOLUTION WHEREAS, the official United States census of the City of Plainview was established officially as 19,096; and WHEREAS, the recent economic and development growth of Plainview has caused an increase in the population; and WHEREAS, based upon a formula utilizing the 1970 census average family size and the number of utility connections within the corporate limits of the City of Plainview, it has been determined that the pre- sent estimated population of the City of Plainview is no less than 21,009; BE IT RESOLVED THAT, we the members of the City Council of Plainview do hereby declare that the official population of Plainview on the first day of January, 1973, to be 21,009. Motion carried unanimously. ~ Information was received concerning the City of Plainview sales tax revenue for the quarter ending 9-30-?2 in the amount of $102,686.13. Received for filing was information concerning the nomination of the Out- standing Employee of the City of Plainview for the year 1972 to be awarded' January 26, 1973, at the annual banquet. It was moved by Alderman Carpenter, seconded byAlderman Garrison, 'to'accept the Mayor's recon~nendation of the appointment of Mr. Jim Burks as a member of the Planning Board and Zoning Commission. Motion carried unanimously. It was moved byAlderman Garrison, seconded by Alderman Cross, to approve .the Mayor's recormnendation· of the appointmentof.~ Mr. Ritey Armstrong~as 'Chairma~n and Rev. E. N. Givens as Vice Chairman of the Planning Board and Zoning Commission. Motion carried unanimouslY. It was moved by Alderman Carpenter, seconded by Alderman Garrison, to adjourn the meeting.
