HomeMy WebLinkAbout73 0319 minMINUTES CITY COUNCIL REGULAR MEETING March 19, 1973 The City Council of the City of Plainview met in regular session at 7:30 p.m. in the Council Chambers of the City Hall with Mayor John ~Stoneham presiding and the following Aldermen present: Keltz Garrison, Neal Williams, Richard Cross, and Jack Oswald. Also present were Marshall Pharr-City Manager, M. L. Rea-City Clerk, Bill Hogge-Director of Public Works, Harold Gladman-Director of Planning, Norman Huggins-Director of Finance, Johnni6 Ballew-Director of Public Safety, Robert Barnett-Director of Parks & Recreation, Bob Richards-Building Inspector, and Linda Fisch-Administrative Secretary. Visitors included Hollis Sweatt, W. O. Davis, Ernest Onngnd, Ben Cox, Mrs. Ben Cox, Ben F. Cox Jr., Clarence Snider., Mrs. Clarence Snider, Dr. G. W. Wagner, Tut Tawwater, Bob Stephens, Roy Stephens, Vaughn Davis, and Mike Wall. Invocation was given by Jack Oswald. Discussion was held on Zone Case No. 233, request of Hollis Sweatt for rezoning of Lots 1-2-3-4-5, Block 1, Shepard Couch Subdivision, located at 900 thru 908 West 24th, from a R-2 Zone to a C-2 Zone for commercial use. Hollis Sweatt, G. W. Wagner, and Ben Cox presented their views in favor of the zone change. Vaughn Davis presented views in opposition to the change. It was moved by Alderman Garrison, seconded by Alderman Oswald, to adopt Ordinance No. 73-1316, an ordinance amending the Zoning Map as proposed in Zone Case No. 233 with the stipulation of a six foot solid fence on. the north side of the property along the alley and the west side along Lot 5. Motion carried Unanimously. Discussion was held on Zone Case No. 234, request of Mrs. Clarence Snider, for rezoning of Lot 1, Block 2, Rowe-Goode Addition, located at 1115 Quincy, from a R-1 Zone to a C-1 Zone for commercial use. Mrs. Snider presented views in favor of the change and Ernest Ormand and W. O. Davis presented views in opposition. Mr. Ormand also presented a petition with names opposing the change. Motion carried unanimously. A public hearing was opened on the annexation of approximately 9.92 acres of land located in the vicinity of 28th & Thunderbird Drive as petitioned for annexation by Craig D. Silverthornel There being no discussion or opposition, the public hearing was closed. An ordinance annexing the property will be considered at the meeting of April 2nd. It was moved by Alderman Williams, seconded by Alderman Garrison, to approve the minutes of the City. Council meeting held March 5, 1973. Motion carried unanimously. Received for filing was a copy of minutes of the Housing Authority meeting held March 6th. Action on the request of Mr. Loyd Mitchell for the extension and renewal of his lease on city owned property located in the vicinity of 13th & Baltimore was deferred until more information is received. City Manager, Marshall Pharr, stated that work is continuing on an agreement with' the Bell Service Station on property located at 5th and E1 Paso Streets. Discussion was held on establishing flood planes within the corporate limits of the city of Plainview and setting forth the requirements for eligibility of flood control insurance. Action on an ordinance regulating skill or pleasure co~in-operated machines- within the city limits of Plainview was deferred until the meeting of April 2nd. Action on a contract for the pick up, storage, and disposal of abandoned and junk .vehicles was deferred until the meeting of April 2nd. Discussion was held on the proposed long-rag~ge City of' Plainview recreation operations. It was moved by Alderman Cross, seconded by Alderman Garrison, to defer action until a meeting can be held with Joe Sharp, City Attorney, and the County Con~nissioners. It was moved by Alderman Williams, seconded-by Alderman Cross, to approve specifications for the purchase of a lawn mower for the Park Department and authorize the advertising of bids to be received April 2nd. Motion carried unanimously. ' It was moved by Alderman Cross, seconded by Alderman Oswald, to adopt a Resolution for continuation of the South Plains Association of Governments regional law enforcement teletype network~ program. Motion carried unanimously. It was moved by Alderman Williams, seconded by Alderman Cross, to adopt Appropriation Ordinance No. 73-1318 from the General Fund Unappropriated Surplus Account 611 in the amount of $1,500.00 payable to Account 650-504 ~for employment of a consultant for the Unger Memorial 'Library as recommended by the Unger Memorial Advisory Committee. It was moved by Alderman Oswald, seconded by Alderman Williams, to approve the appointment of Jerry Wofford, Luther Bain, Buddy Widener, and Garland Lott- Alternate as members of the Tax Equalization Board for 1973. Motion carried unanimously. REA, City Clerk RESOLUTION A RESOLUTION FOR CONTINUATION OF THE SOUTH PLAINS ASSOCIATION OF GOVERNMENTS REGIONAL LAW ENFORCEMENT NETWORK PROGRAM WHEREAS, ~here is a need today and for the future for rapid communications for law enforcement agencies; and WHEREAS, the South Plains Association of Governments has enabled law enforcement agencies to participate in a regional teletype network for law enforcement agencies; and WHEREAS, the City of Plainview Police Department is eligible for funding by the Texas Criminal Justice Council for said teletype loop; and WHEREAS, the City of Plainview Police Department desires to participate in the teletype program in the future, NOW, THEREFORE, BE IT RESOLVED~by the City Council of the City of Plainview that this resolution be notification to the Texas Criminal Justice Council and the South Plains Association of Governments that the City of Plainview desires to participate in the Regional Law Enforcement Network Program for the year beginning July 1, 1973.
