HomeMy WebLinkAbout73 0402 minMINUTES CITY COUNCIL REGULAR MEETING April 2, 1973 The City Council of the City of Plainview met in regular session at 7:30 p.m. in the Council Chambers of the City Hall with Mayor J6hn Stoneham presiding and the following Aldermen present: Keltzt Garrison, Medlin Carpenter, Neal Williams, Richard Cross, and Jack"Oswald. Also present were Marshall Pharr-City Manager, Joe Sharp-City Attorney, M. L. Rea-City Clerk, Wm. R. Hogge-Director of Public Works, Harold Gladman- Director of Planning, Norman Huggins-Director of .Finance, Johnnie Ballew- Director of Public Safety, Robert Barnett-Director of Parks and Recreation, ~ Larry Martin-Administrative Assistant, and Linda Fisch-Administrative Secretary. Visitors included Ronnie Lopez, Lyndell Simmons, and Mikelle Ramsey - Boy Scout Troop 2S1, Denise Pharr, Chuck Martin - KVOP, Joe Don Hancock - Plainview Reporter News, and Mike Wall - Plainview Daily Herald. Invocation was given by Keltz Garrison. Bids were received from Colonial Motor Company and Goldthwaite's of Texas., Inc. for the purchase of a lawn mower for the Park Department. Bids' will be tabulated and award made at the meeting of April I6, 1973. It was 'moved by Alderman Carpenter, seconded by Alderman Williams, to approve the minutes of the City Council meeting held March 19, 1973. Motion carried unanimous ly. Received for filing were copies of minutes of the Housing Authority meeting held March 6th, Community and Neighborhood Improvement Committee meeting held March 13th~ Electrical Board meeting held March 19th and 26th; Planning and Zoning Commission meeting held March 22nd, and Central Plains Higher Education Authority meeting held March 22nd. Discussion was held on an'' ordinance regulating skill and pleasure coin operated machines within the city limits of Plainview. Ordinances have-been received from Lubbock and Arlington. Study will be made and action taken at' the meeting of April 16th. It was moved by Alderman Carpenter, seconded b:~ Alderman Garrison., to adopt Ordinance No. 73-1324, an ordinance annexing and incorporating into the city limits of the city of Plainview, Texas, 9.92 acres of land located in the vicinity of 28th and 'Thunderbird Drive as petitioned for annexation by. Craig D. Silverthorne. Motion carried unanimously. It was moved by Alderman Garrison, seconded by Alderman ~OSwald, to adopt Ordinance No. 73-1325, an ordinance providing for a uniform'monthly service- charge for the collection of garbage and for furnishing sanitary sewer and water to single family residents of the city of Plainview. Motion carried unanimously. Discussion was held on the proposed City of Plainview summer recreation 'program. It was moved by Alderman Oswald, seconded by Alderman Williams, to approve the funding of the recreation program for '1973 in an amount not to exceed $19,580 to be paid from the revenue Sharing funds. Motion carried unanimously., It was moved by Alderman Williams, seconded .by Alderman Garrison, tO approve the ~specifications for swimming pool heaters and to authorize advertising for bids for heaters for the three pools. Motion carried unanimously. Discussion was held on an amendment to the ~ity of P1Ainview/Hale County fire contract as proposed by Hale County Commissioner's Court concerning the Sheriff's Department receiving all out-of-city calls for fire assistance. It was moved by Alderman Carpenter, seconded by Alderman Williams, to decline the offer. Motion carried unanimously. Action was deferred on the advertising of bids for the Sale of city pro- perty located on the north side of Fifth Street and the east side of Fre'sno Street. It was moved by Alderman Garrison, seconded by Alderman Cross, to authorize to be held April l6th and the preparation of an advertising of a public hearing MINUTES CITY COUNCIL REGULAR MEETING April 2, 1973 Page 3 ordinance concerning the adoption of a 2% motel-hotel room tax. Motion carried unanimously. ~ It was moved by Alderman Cross, seconded byAlderman0swald, to approve the extension of utilities in the 2800 block of 24th~ Street. Motion carried unanimously. It was moved by AtdermanWilliams, seconded by Alderman Cross, to approve the street Iighting plan for the installation of underground utilities in the Westridge Park Subdivision. Motion carried unanimously. Received for filing was a copy of the Plainview Junior Chamber of Commerce Blue Star Home Program. It was moved byAlderman Garrison, seconded by AldermanWilliams, to adopt Appropriation Ordinance 73-1314 from the Revenue Sharing Account 427 in the amount of $709.80 payable to Cliff's Signs Inc. for'12 Community improvement project signs and p.a~els to attach. Motion carried unanimously. It was moved by Alderman Williams, seconded by'AldermanOswald, to adopt Appropriation Ordinance No. 73.~1323 from the Revenue Sharing Account 427 in .the amount of $2,967.'31 payable to J~ck Morris Ford, Inc., for a pickup for the Sanitation Depar~nent. Motion carried unanimously. It was moved byAldermanCarpenter, seconded byAlderman Cross, to adopt Appropriation Ordinance No. 73-1326 from the Pro Rata Construction Account 434 in the amount of $19,047.24 payable to Novak Construction ~ompany for Construction Estimate No. 7, additional work on water and sewer extensions contract dated July 20, 1971. Motion carried unanimously. Received for filing was the citysales and use tax allocation summary for the quarter ending 12-31-72 in an amount of $i08,297.54'. It was moved by Alderman Williams, seconded byAldermanGarrison, to re-appoint Jimmy Holmes as Auditor for the City of Plainview for the fiscal year 1973-74. Motion carried unanimously. MINUTES CITY COUNCIL REGULAR MEETING April 2, 1973 'Page 4 It was moved by Alderman Garrison, seconded by Alderman OsWald, to authorize the extension of utilifies to the Brock Addition (Jefferson Street from 10th to 16th Street as req{[ested by Maurice Hanna) and to include that street in-the 1973 Paving Program for the City of Ptainview. ~ Motion carried unanimously. It was moved by Alderman Williams, seconded by Alderman Cress, to approve an additional list for debris clearance to include the following: 1101 Hickory, 1105 Hickory, 1107 Hickory, 1109 Hickory, 1104 Grove, 1106 Grove, 1108 Grove, 1110 Grove, 907 E. 12th, 400 Bnnis, 502 Ermis, 504 Ennis, 409 Bnnis, 204-6 BrOadway, 412 W.. 17~th, 1701 N. Columbia, and 512W. 24th. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman Cross, to adjourn the meeting.
