HomeMy WebLinkAbout73 0507 minMINUTES CITY COUNCIL RE~ MEETING May 7, 1973 The City Council of the City of Plainview met in rF~gular~.' session at 7:30 p.m. in the Council Chambers of the City Hall with Mayor John D. Stoneham presiding and the following Aldermen present: Keltz Garrison, Medlin Carpenter, Richard Cross, and Jack Oswald. Also present were Marshall Pharr-City Manager, Joe Sharp-City Attorney, M. L. Rea-City Clerk, Bill Hogge-Director of Public Works, HarOld Gladman- Director of Planning, Johnnie Ballew-Director of Public Safety, Robert Barnett- Director of Parks & Recreation~ Bob Richards-Building Inspector, Norman Huggins- Director of Finance, Larry Martin-Administrative Assistant, and Linda Fisch- Admini~'strative Secreta.ryr Visitors included Tom Almon, Truett Mayes, Jimmy Bublis, William Hooper, Wendell ~Holloman, and Chuck Martin. Invocation was given 'by Richard Cross. A tabulation sh~ for the purchase of one [1) replacement police vehicle was received for filing. Bids were received from Maggard-Nall MotOr Company - $3,150.00, Bob Gardner Chevrolet - $3,548.58, and Jack Morris Ford - $3,520.97. It was moved by Alderman Carpenter, seconded by Alderman~ Cross, to award the bid to the lowest bidder, Maggard-Nall Motor Company.' Motion carried unanimously. Discussion was h~ld on amending the award for the purchase of a tractor ~ mower for the Park Department.- It' was moved by Alderman Garrison, seconded by Alderman Oswald, to incl.ude pneumatic tires on the equipment at a cost of $238.00 and a diesel engine instead of a gasoline at a cost of $780.00 making an addition cost of $1,018.00. Motion carried unanimously. Reminder was given of the bid opening on the 1973 Paving Program on Monday, May 14, 1973, at 2:00 p.m. It was moved by Alderman Cross, seconded by Alderman Garrison, to approve the minutes of the regular City Council meeting held April 16, 1975. Motion carried una~dmous ly. Action was deferred on an ordinance providing for a 'housing code for the city of Plainview. Motion carried unanimously. Motion carried unanimously, Disoassion was- held.on' the proposed revenue sharing, budget for .the City of Plainview, years 1972-1976. It was moved by Alderman Garrison, seconded by Alderman CrosS, to adoPt the proposed budget. 'Motion -carried unanimously. I~ was moved by Alderman G~rrison' seconded by Alderman Oswald, to authorize the development of a community statement ~tilizing the DePartment of Housing and Urban Development format for submission to the Department of Housing and Urban Development for an annual arrangements contract. Mot~ion carried unanimously. Discussion was held on the payment of medical bills as requested by Mr. J. M. Jackson, Business Manager for the Speciality GroUP. Informatio~ was given to Joe Sharp, City Attorney, for study with action to be taken at a later 'date. It was moved by Alderman Oswald, seconded by Alderman Garrison, to approve the following change'of hours for summer operation-of the Unger Memorial Library: Monday through Thursday -- 9:00 a.m. - 9:00 p.m.; Friday -- 9:00 'a.m. 6:00 p.m.; and Saturday -- 9:00 a.m. 1:00 p.m. Motion carried unanimously. Received for filing was a copy of the City of Plainview Department of Park and Recreation 1973 Summer Recreation Program mailout, a copy of the City of Plainview level billing plan, and a copy of the board, commission, and committee members. It was moved by Alderman' Carpenter, seconded by Alderman Cross, to adgpt Appropriation Ordinance No. 73-1343 from the Pro Rata Construction Account 434 payable to Novak Construction in the amount of $16,353.59 for Construction Estimate No. 8. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by_Alderman Garrison, to adopt . Appropriation Ordinance No. 73-1338 from the Running Water D~aw Park AcCount 407 . in the amount of $700;00 Payable to Don Rice for trees, used in the RUnning Water Draw Park. Columbia. Motion carried unanimously. Discussion was held on repairing the parking lot at the Chm~er of Commerce. It was moved by Alderman Garrison, seconded by Alderman Oswald, to accept the proposal from High Plains Pavers, Inc. in the amount of $1,600. Motion carried unanimously.
