June 4, 1973
The City CounCil of the City Of Plainview met in regular r session at
7:30 p.m. in the Council Chambers of the City Hall with Mayor John Stoneham
presidin=d~ and the ~following Aldermen present: Kettz Garrison;' Medlin. Carpenter,
Neal Williams, Richard Cross, and Jack Oswald. .
Also present were Marshall Pharr-City Manager, Joe Sharp-City Attorney,
M. L. Rea-City Clerk, Bill Hogge-Director of Public Works, Harold Gladman-
Director of Planning, Johnnie Batlew-Director of Public Safety, Robert Barnett~.
Director of Parks & Recrea~o , Bob Richards-Building Inspector; 'Larry Martin-
Admmnmstra~mv Assistant, Mike Jackson-Public Safety Maintenanceman and L~inda
.Fisch_Administrative Secretary. Visitors. included Kenny Redin, Jim Ramsay,
and Chuck Martin.
Invocation was given by Norman Huggins.
Discussion was held on proposals received from John Kerr and James RObis°n
for architectural services on the City of Plainview service center and fire sub-
station. It was decided to delete the fire station from the proposals as further
Study is being made on the new location~. It~was moved by Alderman O~wald to
desi~onate James Robison as architect on the service center provided his fees are
comparable to others. The motion died for lack of second. It was moved by
Alderman Garrison, seconded by Alderman~-Williams, to table the it~m until further
study can be made. Motion carried unm~imously. (See #4 for approval.)
It was moved by Alderman Garrison, seconded by Alderman Cross, to approve
the minutes of the regular City Council meeting held May 21, 1973. Motion
carried unanimous ly.
Received for filing were minutes of the Electrical Board meeting held
May 15th and the Plumbing Board meeting held May 24th.

a proposal to be made to the Plainview .Independent School District and Hale
County for the construction and maintenance of tennis courts. Motion carried

unanimously. The proposal includes four tennis courts to be constructed by the
Plainview Independent School District, four tennis courts at Estacado and
Coronado Junior High Schools to be reconstructed by the City of Plainview, and
two tennis courts constructed in the Agricultural Building by Hale County.
Received for filing was a copy of the approved application for a Highway
Safety Project Grant from ~dae Office of Traffic Safety A&ministration, Texas
Department of Community Affairs, for the establishment of a Traffic Safety
Coordinator.
Discussion was held on a preliminary draft of the City of Plainview
Comprehensive Plan~ 1972-1997, of the land use, population, neighborhood
analysis, and housing condition study as presented by Sam Wyse and Parkhill,
Smith & Cooper on May 29, 1973.
It was moved by Alderman Williams, seconded by Alderman Garrison, to
authorize advertising for bids for the sale of property located in the vicinity
of 5th Street and E1 Paso. Motion carried unanimously.
Received for filing was information on the 1972-73 fire contract with Hale
County. It was moved by Alderman Williams, seconded by Alderman Garrison, to
submit the information to Hale County for consideration. Motion carried
unanimously.
It was moved by Alderman Garrison, seconded by Alderman Oswald, to adopt
Appropriation Ordinance No. 73-1363 from the Pro Rata Account 434 in the
amount of $29,155.11 payable to Novak Construction Co. for additional work on
construction estimate no. 9 for water and sewer extensions contract of July 20,
1971. Motion carried unanimously.
It was moved by Alderman Williams, seconded by Alderman Cross, to adopt
Appropriation Ordinance No. 73-1364 from the General Fund Unappropriated Surplus
in the the amount of $360.00 payable to 612-305 for payment to High Plains
Pavers, Inc. for the removal and replacement of curb and gutter on Quincy Street
at 8th Street. ~btion carried unanimously.

DiscUSsion was' held on the 1973 Mosquito _control Program.
Discussion was held on a request from the Optimist Club for concession
rights with respect to all park' areas located in the City of 'Plainview.' It
was moved by Alderman Cross, seconded by Alderman Carpenter, to authOrize the
City Manager to prepare a recommendation concerning this type of agreement.

Received for filing was a letter to the State Director. of the Babe Ruth
Baseball Association written by the Optimist Club concerning Plainview hosting
..th~ state Babe Ruth Tournament in 1974. . . _ .
Received for filing was a copy :.of a publication prepared by Mike Jackson
.concerning the dog and cat ordinance, a copy of a brochure on rabies, and a
copy of the brochure and contract for annual utility billing.
Discussion was held on notification received from the Governor's Office
concerning the approval of the Police Cadet Program for the City of Plainview.
It was moved by, Alderman Oswald,' seconded by .Alderman Garrison-, to accept the
grant in the amount of $8,001.00 from the Criminal Justice Council. Motion
carried unm~Lmous ty.
It was moved by Alderman Williams, seconded by Aldernmm Cross, to authorize
the additional cost of $12.00 per three cubic yard container manufactured for
the City of PlainView by Fabit Corporation due to a steel cost increase. Motion
carried unanimously.

Bill Hooper to the Central Business DiStrict Improvement Committee to fill the'
vacancy created'by resignation of Elton Flake. Motion carried umanimously.
It was moved by Alderman Williams, seconded by Alderman.~ Carpenter, to
appoint J. A. "Doc" Potts to the Business and Economic Advisory Board to fill
the vacancy created by resignation of Charles Joplin. Motion carried unanimously.
It was moved by Alderman Garri~'on, seconded by. Alderman Cross, to auth'0rize
advertising of plans to use the revenue sharing allocation for the period

beginning January, 1, 1973, and ending June 30, 1973, on the amount of $157,139.00.
Motion carried unanimously.
It was moved by Alderman Williams, seconded by Aldeman Carpenter, to
authorize the extension of a bid to Jack Morris Ford in the amount of $3,329.00
for a pic~ap to be used by the Park & Recreation D~partment. Motion carried
unanimously.
It was moved by Alderman Carpenter, seconded by Aldeman cross, to re-discuss
the proposals for architectural services on the City of Plainview service center.
Motion carried with Aldeman Garrison voting against.
It was moved byAlderman Oswald, seconded by Alderman Carpenter, to authorize
the Mayor to negotiate and enter into contract with James Robison for architec-
tura! services at the service center at a fee not greater than 6% of the total
bid. Motion carried tmanimously.
Discussion was held on park facilities for campers.
It was moved by A!deman Carpenter, seconded byAlderman Cross, to adjourn
the meeting. ~tion carried unanimously. Meeting adjourned at 9:15 p.m.
Following the meeting, members of the Council, staff, and news media toured
the City of Plainview Civil Defense Eme:cy Mobile Communication Center.
