Invocation. was given by Keltz 'Garrison. Mayor Stoneham presented Leedy Maxey with a plaque and pin in ~ppreciation for 40 years service to the city of Plainview. Mr. Maxey'.s retirement ~S fire chief became effective July 1, 1973. It~was moved by Aldeman cross, seconded-by Alderman Garrison, to approve the minutes of the regular City Council meeting held June 18, 1973. Motion carried uhanimously. . ): ..).. . It was. moved by Alderman Garrison, seconded by Aiderman Williams, to adopt ordinance No. 73-1371, an ordinance granting to-the Opt. imist Club o£ Plainvi¢w permission to operate concessions ~n designated park. areas of' the 'city of Pl~inview; - prescribing the conditions o~ such pe~ission and the term 'for which Said per- mission-is granted, subject- to the inclusion of a hold harmless clause and the Optimist Club .-being adeqUately insured. Motion ~arried una~imoUSly. The term is granted initially to include the dates of July 1, 1973, through September 30, 1973. MINUTES CITY COUNCIL REGULAR MEETING July 2, 1973 Page 2 Discussion was held on the recommendations and estimates for reconstruction ~of Control 67-9, Loop 445 Business Route U.S. 87, Columbia Street intersection' with West 10th Street as made b~ the Texas Highway Department-District Engineer, George C. Wall, Jr. Action was deferred until a meeting can be held with Mr. Wall concerning various questions. A letter was received for filing from Mr. Manuel Sanchez, Area Director, Department of Housing and Urban Development, concerning technical assistance for the preparation of a community development statement. Discussion was held on proposed recommendations for water and sewer pro. rata rates. It was moved by Aldeman Carpenter, seconded by Alderman Garrison, to authorize the City Attorney to prepare a revised subdivision regulation ordinance incorporating the new 'pro rata costs in the.' revised ordinance. Motion~ carried unanimously.' It was moved by Alderman Williams, seconded by Alderman Cross~, to adopt a resolution appointing Mr. R. V. Payne to serve as director of the Canadian River Municipal Water Authority for a two year term beginning August 1; 1973, and expiring July 31, 1975. Motion carried unanimously. Discussion was held on the proposed Canadian River Municipal Water Authority budget'"for the fiscal year 1973-74 for the operating period of October 1, 1973, to September 30, 1974. Discussion was held on a request of the Canadian River Municipal Water Authority to construct, erect, or install an antenna on the City of Plainview water tower located on North Quincy and authorize installation of a remote radio unit in the City of Plainview water treatment plant subject to the .apProval of the Director of Public Works. It was moved by Alderman Williams, seconded by --Alderman Carpenter, to approve both requests SubjeCt to 'approval~of' the location by the Director of Public Works. Motion carried unanimously. It was moved by Alderman Garrison, seconded by Alderman Cross, to adopt Ordinance No. 73-1369, an ordinance adopting an employees' salary deductio~ ...... .~%ax sheltered annuity retirement plan for employees of the City of Plainview; MINUTES CITY COUNCIL REGULtR M~iNG July 2, 197S Page 3 providing for the administration thereof; defining-te~ms and providing for the implementation of the plan. ~Dti°n carried unanimously. - Received for filing was information concerning the qUarterly.sales tax revenue receipt. Discussion was held on the request of Hale County State Bank 'for an "alley use permit" for the alley between Austin and Baltimore Streets .~and 5th and 6th Streets. It was moved by Alderman Garrison, seconded by Alderman Williams, to authorize, the City Attorney to prepare a "alley use Permit" for the Hale.-County State Bank. Motion carried unanimously. Discussion was held on a request of Hale County State Bank for repair and replacement of curb and gutter and authorization for the in. stal~ation of on-' grade planters adjacent to the bank building premises on Austin Street and 6th Street. It was moved by Alderman Williams, seconded by Alderman Carpenter, to grant the request based on plans presented by City Engin'eer subject to the Hale County State Bank financing the project if the City is unable to locate funds at the -present time; funds would be paid back according to a schedule agreed upon by the City and Hale County State Bank. Motion carried unanimously. It was moved by Aiderman Cross to approve a request of the City. National Bank for the limiting of parking adjacent to their premise on ?th Street and BaltimOre Street to t~o-hour parking. Motion died for lack of second. (See motion on Page 4,) It was moved by .Alderman Williams, seconded by Alderman Garrison, to appoint Cpt. Joe Wall as acting.fire chief of the City of Plainvim~, Motion carried unanimously. ' It was moved by Alderman Garrison, seconded by Alderman carpenter, t° adopt Ordinance No. 73-1370 from the Revenue Sharing Fund Acctl 427 in the amount of $47,142~00 payable %o ~the 1973 Certification of Obligation Debt S~rvice Fund Acct. 411 for the transfer of funds previously designated for. purchase of refuse collection equipment. Motion carried unanimously. It was moved by Alderman Garrison, seconded by Alderman Williams, to authorize the City Engineer to prepare plans and estimates for the extension MINUTES CITY COUNCIL REGULAR MEETING July 2, 1973 Page 4 of water and sewer services to the proposed north indUStrial park ~in the vicinity of Quincy and 34th Streets as requested by the Plainview Industrial Foundation subject to the petitioning and approval of amnexation. Motion carried unanimously. It was moved by Alderman Williams, seconded by Alderman Carpenter, to authorize the Public Safety Department to make a survey as to the needs of limiting parking at the City National Bank on 7th Street and-Baltimore S~treet as requested.
