October 15, 1973
The City Council of the City of Plainview met in reguler scs[sion at
7:30 p.m. in the Council Chambers of the City Hall with Mayor _John Stoneham
presiding and the following Aldermen present: Keltz Garrison, Medlin Carpenter,
Neal Williams, Richard Cross, and Jack Oswald.
Also present were Marshall Pharr-City Manager, Joe Sharp-City Attorney,
M. L. Rea-City Clerk, Wm. R. Hogge-Direc~tor of Public Works, Harold Gladman-
Director of Planning, Johnnie Baltew-Director of Public Safety, Norman Huggins-
Director of Finance, Mike Jackson-Traffic Safety Coordinator, Mike' McGregor-
Administrative Assistant, and Linda Fisch-Administrative Secretary. Visitors
included Bill SoRelle, B. C. Goree, Jim Ferrell,~Jim Ramsay, and Joe 'Don Hancock.
Invocation was given by Jack Oswald.
Mayor Stoneham presented ~r. Bill SoRelle with a Certificate of Appointment
to the Plainview Public Housing Authority.
It was moved by Alderman Carpenter, seconded by Alderman Cross, to approve
the reappointment of John Anderson and Glen Godsey to the Plainview Public
Housing Authority. Motion carried unanimously.
It was moved by Alderman Williams, seconded by Alderman Cross, to approve
the ~appointment of the following to the Community Improvement ~Committee and
Neighborhood Improvement Committee. ~Motion carried un~mimously. Area I-Rafel
Lopez and Raul Landeros; Area II-Mrs. Charlie Cook; Area VII-Lytton Stark;
Area VIII-Pete McDonald (Chairman), Ellen Chiddix and Ray Sanders; Area I~X-
Mrs. John T. Boyd (chairman), Danny Andrews, Lawrence Lowe, and Mrs. O. T. Ryan;
Area X-Hollis Sweatt, Jack Williams, and Jack Kunz~ and Area XI-Iva Jean West
(Chairman), Joe Ed Sullivan, Kelly Mack Sears, and Charles Scott.
It was moved by Alderman .Carpenter, seconded by Alderman~Garrison, to
approve the appointment of Terry Teague to the Citizen's Committee on Traffic
Safety to fill the ~vacancy of Les Stevens Motion carried unanimously.
Bids were received from B. C. Goree, J. B. Roberts, and Maggard-Nall Motor
Company on the sale of property owned by the City of Plainview located in the

vicinity of 610 West 5th Street being an unsubdivided tract~ 252.3 feet on
Fifth Street with a depth of approximately 147.5 feet. Due to a new law, bids
will not be opened until November 1st at 11:30 a,m. at the regular work session
of the City Council.
It was moved by Alderman Garrison, seconded by Alderman Williams, to
authorize advertising the sale of City of Plainview property located at
707 Broadway owned for the benefit of the Unger Memorial Library. Bids will
be receive~ November 19th at the regular Council meeting.
It was moved by Alderman Oswald, seconded by Alderman Garrison, ~to authorize
advertising for 'the purchase of three'(3) four-door sedans,~ one ~(1) station
wagon, two (2)~half-ton pickups, and one (1) S/4 ton pickup. Motion carried
unanimously. Bids will be received November 5, 1973.
It was moved by Alderman Williams, seconded by Alderman Cross, to approve
the minutes of the City Council meeting held October 1, 1973. Motion carried
unanimously.
Received for filing were copies of minutes of the Plainview Housing Authority
meeting held OctOber 2nd, the Business & Economic Advisory Committee meeting held
October 9th, and. the-Community and Neighborh~6d ImProvement .'C6mmittee mee~ting
held October 9th.
Discussion was held on a letter from the Department of Housing and Urban
Development concerning the development contract on the Running Water Draw Park
project.
.Discussion was held on a proposal from Motorola Communication and Blectronics
for the'purchase of replacement police base station and polic? mobile radios. It
was moved by Alderman Williams, seconded by Alderma~ Ca~enter, to extend the
bid to Motorola if within legal authority for the' purchase of one (1) four~freq-
uency base station and five (S) mobile radios for use by the Police Department to
be purchased with Revenue Sharing funds.' Motion carried unanimously.

It was moved by Alderman Garrison, seconded by. Alderman Oswald, to adopt
Appropriation Ordinance No. 73-14S4 in the amount of $1,016.09 from the
General Fund Unappropriated Surplus Account payable to the Police Departmen~
budget for the transfer of funds for the purpose of employing a new school guard
as recommended by the Citizen's Committee on Traffic Safety. Motion carried
unanimously.
It was moved by Alderman Williams, seconded by Alderman Carpenter, to adopt
Appropriation Ordinance No. 73~t435 in the amount of $200 from the Running Water
Drs~ Regional Park Account payable to J. "Bsissett Smith Construction forplowing
the Running Water~.~Draw .Regional Park. Motion carried unanimously.
It was mOvedby Alderman Carpenter, seconded by Alderman Cross, to accept
the following reports for filing. Motion carried unanimously.
