December 3, 1973
The City Council of the City of Plainview met in regular session at
7:35 p.m .... ~ the Council Chambers of the City Hall with. Mayor Pro Tern Keltz
Garrison presiding and the following Aldermen present: Medlin Carpenter,
Richard Cross, and Jack Oswald.
Also present were Marshall Pharr-City Manager, Joe Sharp-City Attorney,
M. L. Rea-City Clerk, Wm. R. Hogge-Director of Public Works, Harold Gladman-
Director of Planning, Johr~nie Ballew-Director of Public Safety, Norman Huggins-
Director of Finance, Robert Barnett-Director of Parks & Recreation, Mike
McGregor-Administrative Assistant, Mike Jackson-Traffic Safety Coordinator,
and Linda Fisch~Administrative Secretary. Visitors included Jack Corn,
Oliver Bier, Jimmy Boyett, biike Sawaya, Mark Kirkpatrick, Carroll Foster,
Truit Ray, John Hadley, Charles Whitfield, Jim Kelly, Bill McBride, Ronald
Wright, Nancee Holmberg, Tim Skaggs, H. P. PelphreY, Odis Caddell, Ed Edwards,
John Bastian, and Wendell Holloman-Plainview Daily Herald.
Invocation was given by Wm. R. Hogge.
Police cadets, Mark Kirkpatrick, Nancee Holmberg, and Tim Skaggs were
- introduced by Chief of Police, H. P. Pelphrey.
The following received certificates of appointment to various comnittees:
Board of Electrical Examiners-- Odis Caddell, Truit Ray, and Jimmie Kelly;
Plumbing .Appeals & Advisory Board - Bill McBride and Ronatd Wright; Board of
Adjustment - Jack Corn and ~ike Sawaya; Neighborhood Improvement Committee -
Charles Whitfield, Carroll Foster, Oliver Bier, and. Jim~ Boyett; and Comity
Improvement Committee - John Hadley.
A reminder was made of the Annual Boards, Commissions, and Committees
Appreciation Banquet on Friday, December 7, 1973, at 8:00 p.m. at the Wayland
Dining Hall.
A tabulation of bids was received for filing on bids for the installation
of concrete slab flooring in the existing warehouse facility located in the
vicinity of 19th & E1 Paso. It was moved by Alderman Carpenter~ seconded by
Alderman Cross, to a~ard the bid to the invest bidder, High Plains Pavers,
in the amount of $S,721.25. Motion carried unanimously.

tt was moved by Alderman Oswald, seconded by Alderman Carpenter, to change
the purchasing, polic~ for advertising for bids On formal bidding ~rom a limit~ of
$2,000 to SR, 000. Motion carried unanimously.
.... It was moVed'by Alderman Cross, seconded by Alderman Oswald, to authorize
receiving bids on the purchase of one (1) 12,000 gallon fuel storage tank to be
installed at the Service Center facility to be purchased by revenue sharing
funds allocated for the Service Center equipment and fixtures. Motion carried
unanimously.

authorize advertising to receive bids on the annual supply of gasoline, die~el
and fuel Oil with the foilowing incorporated into. the specifications and cOntract:
gas reducti~on fr6m 40,000 to 27,000 gallons; diesel increase from 25,000 to
50,000 gallons; and escalator and escape clauses included based on allocation.
Motion carried unan~nously.
It was moved by Alderman Carpenter, seconded by ~ldezman ~C~oss, to '
authorize advertising to. receive bids for the reconstruction and installation
Of approved tennis courts as in an agreement with the Plainview Public Schools.

It was moved by Alderman OSwald, seconded by Alderman Cross, to approve
the minutes of the City Council meeting held NoVember 19, 1973. Motion carried
unanimously.
Received for filing were copies of ~minutes of the Planning and Zoning
Commission meeting h~ld November 1Sth and 27th and,. the Building Code Board~iof
Appeals meeting held November 19th. ~
Plans for the proposed City of ~Plainview Se~ice Center were' ~reviewed.

It was moved by _Alderman Cross, seconded by Alderman Carpenter, to adopt
Ordinance No. 73-1447, an ordinance setting a date, time and place for a
public hearing on the proposed annexation of land in the north Industrial Park
in the vicinity of 34th ~ Quincy; public hearing to be held December 17th.
Motion carried unanimously.
Reminder was made of the presentation of Phase III of the City of Plainview
Comprehensive Plan to be held Thursday, December 6, 1973, at 7:30 p.m. in the
linger Memorial Library.
It was moved by Alderman Carpenter, seconded by Alderman Cross, to adopt
Resolution R75-002, a resolution authorizing the issuance of Certificates of
Obligation in the amount of $50,000 for the purchase of solid waste refuse
containers from the Fabit Corporation of Lubbock, .Te×as. Motion carried
unanimously. ~
It was moved by Alderman Oswald, seconded by Alderman Carpenter, to adopt
Resolution R73-003, a resolution authorizing the issuance of Certificates of
Obligation in the amount of $35,000 and cash in the amount of $3,996 ~for the
purchase of solid waste collection packer bodies installed on city owned
chassis from PAK-MOR Manufacturing Company of San Antonio. Motion carried
unanimously.
It was moved by Alderman Oswald, seconded by Alderman Carpenter, to approve
the following houses for demolition: 1400-02 Fresno, 1408 Fresno, 1410-12-14
Fresno, 1617 Houston, t500 'El Paso, 1502 E1 Paso, 1504~06 El. Paso, 903 West 14t~h,
1109 B1 Camino, and 600 .South Columbia. Motion carried unanimously.
It was moved by Alderman Carpenter, seconded by Alderman Cross, to adopt
the fotl~ving medical payment policy': any person resisting arrest resulting
in an injury will be responsible for' his hospital bills; any prisoner who is
sick prior to arrest will be responsible for his hospital bills; and any
prisoner who becomes sick or injured while in custody, the city will be responsible
for the hospital bills. Motion carried unanimously.

Discussion .was held on a proposed policy of no citation being given in
investigation of traffic-accidents unless the police.officer ac~ualty saw ~the
accidenL happen. ~
It was moved by Atdemns~. Oswald, seconded 6y Al:deman Cross, to adopt '
Ordinance No. 73-1448, an ordinance creating a. municipal defense and disaster
relief committee and providing for the Mayor to be the Municipal Defense
Coordinator ~.and th8:' City Manager, Assistant coordinator. Motion carried
u~animously. (The present civil defense ordinance was amended to include
t~is provision. In the'previous ordinance, the-Mayor served.as chaiman of
'the committe8 and ~kmicipal Defense CoordinatoT.) :
It was moved by AJ. deman Cross, seconded, by Aldeman Carpenter, to
authorize the Mayor to ~:ign an~ agreement With ~he Criminal ~Justice' Council
on acceptance of-the incentive pay grant for t~e year 1974 in the amount of
$9,61'2.00. Motion carried unanimously.

the analysis of rexrenue and payment of bills report for filing. MotiOn carried
