The City Council of the City of Plainview met on December 13, 2022 at 6:30 p.m., at City
Hall, 202 W. Sth Street, Plainview, Texas.
Mayor Pro Tem Susan Blackerby presided. Council Members present were Mary
Elizabeth Dickerson -District 1, Steve Martinez -District 2, Mike McDonough -District 3,
Gary House -District 4, Susan Blackerby-District 5, and Evan Weiss -District 6. Mayor
Charles Starnes and Council Member Lorie Rodriguez -District 7 were absent.
Staff members present were: Jeffrey Snyder -City Manager, Matt Wade -City Attorney,
Jeff Johnston -Assistant City Manager, Isauro Gutierrez -Director of Information
Technology, Tim Crosswhite-Director of Public Works, Derrick Watson -Police Chief, Neil
Weems -Assistant Director of Public Works, Melinda Brown -Main Street Manager, and
Belinda Hinojosa-City Secretary

4. Presentation on Historic Downtown Tax Increment Reinvestment Zone

5. Consider award of bids to purchase Public Works Vehicles
Presenter: Tim Crosswhite, Director of Public Works
City received one bid each for the purchase of a mid -size truck and purchase of a one -
ton Service Truck.
Staff would recommend awarding the bids to purchase a 2023 Ford Ranger 4 Door Pickup
totaling $33,081.40 and a 2023 F-350 (1 Ton) Service Truck totaling $61,684 to Smith
Auto Family.

Motion: Move to purchase Public Works Vehicles from Smith Auto Family.
Motion by Council Member House, seconded by Council Member Weiss
Vote: 6-0. Motion carried.
6. Consider contract modification and extension with Alltech Engineering Corp. for
the East Basin Mixer Project at the Wastewater Treatment Plant
Presenter: Neil Weems, Assistant Director of Public Works
The City would like to extend the construction contract an additional 330 days for
substantial completion date. The delay is due to supply chain issues related to the
procurement of electrical equipment necessary to run the mixers.
Motion: Move for contract modification and extension with Alltech Engineering Corp.
for the East Basin Mixer Project at the Wastewater Treatment Plant
Motion by Council Member Weiss, seconded by Council Member Martinez
Vote: 6-0. Motion carried.
7. Consider amendment to the Professional Services Agreement with Parkhill for the
Mesa Drive Extension Project
Presenter: Jeffrey Snyder, City Manager
This amendment would authorize adding the design for water and sewer mains to the
Professional Services Agreement for the Mesa Drive Extension Project.

Motion: Move to approve amendment to the Professional Services Agreement with
Parkhill as recommended
Motion by Council Member McDonough, seconded by Council Member House

8. Selection of Engineer for grant assistance and project management for the Phase
II Downtown Plainview Streetscape Project / TXCDBG Main Street Revitalization
Program Grant Application
Presenter: Melinda Brown, Main Street Manager
The City of Plainview plans to apply for a Texas Community Development Block Grant -
Main Street Revitalization Program administered through the Texas Department of
Agriculture. One step in the application process is to select a qualified engineering firm
through a competitive process to prepare all preliminary and final design plans and
specification and construction oversight. Staff is recommending Kimley Horn to be
selected as the engineering firm.

Motion: Move to select Kimley Horn as Engineer for grant assistance and project
management for the Phase I I Downtown Plainview Streetscape Project
Motion by Council Member Weiss, seconded by Council Member McDonough
Vote: 6-0. Motion carried.
9. Convene into executive session in accordance with Tex. Gov't Code §551.071 to
seek the advice about pending or contemplated litigation, settlement offers or on matters
in which duty of the attorney under the Texas Disciplinary Rules of Professional Conduct
of the State Bar of Texas conflicts with Tex. Gov't Code Ch. 551
