Hall, 202 W. 51h Street, Plainview, Texas.
Mayor Charles Starnes presided. Council Members present were Mary Elizabeth
Dickerson -District 1, Steve Martinez -District 2, Mike McDonough -District 3, Gary House -
District 4, Susan Blackerby-District 5, Evan Weiss -District 6 and Lorie Rodriguez -District
7.
Staff members present were: Jeffrey Snyder -City Manager, Matt Wade -City Attorney,
Jeff Johnston -Assistant City Manager, Isauro Gutierrez -Director of Information
Technology, Derrick Watson -Police Chief, Bobby Gipson -Fire Chief, Kristi Aday-Director

Regular Agenda
5. Consider an Ordinance to rezone approximately 7,000 sq. ft. in the Alexander and
Westmoreland Addition, the East half of lots 15 and 16, BILK 91, also commonly known
as 909 W 8th Street to change from Suburban Residential (SR) to General Commercial
Business District (GC) (Ordinance No. 22-3738 — Second Reading)

6. A Resolution of the City Council of the City of Plainview, Texas Adopting Local
Election Register for the Special Election Held on November 8, 2022 and Declaring the
Results of Said Election. (Resolution R22-582)

7. Presentation on Water Treatment Plant Evaluation
Neil Weems and Daniel Albus presented the Water Treatment Plant Evaluation
8. Authorize Professional Service Agreement between the City of Plainview and
Parkhill Engineering — Water Treatment Plant Splitter Box and Electric Panels Protect
Presenter: Neil Weems, Assistant Director of Public Works
The Water Treatment Plant Assessment along with the evaluation by a structural engineer
have determined the splitter box structure is at the end of its service life and should be
replaced as soon as possible. The structure was constructed in the late 1960s and has
previously had stop -leak injections and coatings. The structure has major cracks on all
four sides. This Professional Services Agreement will include design, bidding,
construction management, and a resident project representative for a total amount of
$94,000. Staff recommends the approval of the Agreement for Professional Services with
Parkhill for the splitter box replacement.

Motion by Mayor Pro Tern Blackerby, seconded by Council Member Rodriguez

9. Award of bids for 2022 Airport Crack Seal Protect and Authorize Mayor to sign
necessary documents
Presenter: Jeffrey Snyder, City Manager
In August, the City Council authorized the professional design services with Parkhill for
the Joint Crack Seal Project at the Plainview -Hale County Airport. Bids were advertised
for this project. Staff recommends awarding the bid to Little Manufacturing for a total cost

218 of $78,200. This project is a part of the runway preventative maintenance program at the
Airport.

Motion: Move to award bid for 2022 Airport Crack Seal Project to Little
Manufacturing for $78,200.
Motion by Council Member Weiss, seconded by Council Member McDonough
Vote: 8-0. Motion carried.
