The CitX Council met on October 19, 2006, at the Plainview Convention Center, 2902
West 4t Street, Plainview, Texas. The agenda for this meeting was posted in City Hall
at 11:15 a.m. on October 16, 2006. Mayor Pro Tem Kelvin Tipton presided.
Councilmembers present were: Cathy Waggoner-District 2, Belinda Pena-District 3,
John N. Bertsch-District 4, Ron Truster-District 5, Wendell Dunlap-District 6 and Roland
Nash-District 7. Mayor John C. Anderson was absent.
Staff members present were: Greg Ingham-City Manager, John Castro-Director of
Community Services, Dale Simpson-Director of Civil Service, Brice Clements-Engineer,
Jack Keller-Budget Manager, Gary Glass-Fire Chief, Leslie Pearce-City Attorney, Will
Mull-Police Chief, John Berry-Director of Public Works, and Belinda Hinojosa-City
Secretary.

Councilmember Dunlap delivered the invocation.
Mayor Anderson was granted an excused absence.
Greg Ingham, City Manager introduced Ms. Diane Dowdy who had asked to be placed
on the agenda to discuss some concerns regarding Code Enforcement. Ms. Dowdy
expressed concerns over her neighborhood. She expressed concern over cars parking
on lawns, semis and stated she had an issue with rental property. She stated landlords
do not keep up with rental property. She stated she understood that code enforcement
was currently shorthanded. A possible resolution to the problem would be that
businesses have a place for truckers and that the City hire a full time person to enforce
ordinances. She also expressed concern about 5th Street.
Mr. Ingham stated that staff had been stretched this summer due to the illness of an
employee, but that the City was in the process of hiring someone. He also stated
Representative Pete Laney had been contacted regarding some questions involving the
junk car ordinance and we were waiting to hear back from him. Councilmember Bertsch
asked if there was anyway the City could make the existing junk car ordinance work?
Mr. Ingham stated that staff would look into what could be done in that regard as well.
The Council and staff reviewed the agenda for the City Council meeting of October 24,
2006.
There being no further business, Mayor Pro Tem Tipton adjourned the meeting at 12:43
p.m.
