HomeMy WebLinkAbout07 0123 min64 The Plainview City Council met on January 23, 2007 at 7:00 p.m. in the City Council Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting was posted in City Hall at 4:30 p.m. on January 19, 2007. Mayor John C. Anderson presided. Councilmembers present were: Kelvin Tipton-District 1, Cathy Waggoner- District 2, Belinda Pena-District 3, John N. Bertsch-District 4, Ron Trusler-District 5, and Roland Nash-District 7. Councilmember Wendell Dunlap-District 6 was absent. Staff members present were: Greg Ingham-City Manager, Leslie Pearce-City Attorney, John Castro-Director of Community Services, John Berry-Director of Public Works, Gary Glass-Fire Chief, Will Mull-Police Chief, Dale Simpson-Civil Service Director, Eric Turner and Belinda Hinojosa-City Secretary. News Media Representative: Richard Orr-Plainview Daily Herald Guests present were: Phyllis Wall, Nicki Logan, Carolyn Baker, Claude Lusk and Jeffery Morgan Mayor John C. Anderson delivered the invocation. Councilmember Kelvin Tipton led in the Pledge of Allegiance. Councilmember Ron Trusler moved to adopt the consent calendar. The motion was duly seconded by Councilmember Cathy Waggoner and carried by unanimous vote. Items approved on the consent calendar included approval of the minutes of January 9, 2007 and January 18, 2007; the Council granted an excused absence to Councilmember Wendell Dunlap; and approved the financial reports. Carolyn Baker, Chamber President of 1106 Dallas presented the Chamber of Commerce Annual Report. Greg Ingham, City Manager presented for consideration authorizing the Mayor to sign Agreement for Promotion of Business and Leadership between the City of Plainview and the Plainview Chamber of Commerce. He stated the Chamber is moving in a positive direction. This Agreement provides $25,000 to the Chamber of Commerce in exchange for services to the City. He stated that a strong Chamber of Commerce is vital. The Agreement requires the Chamber of Commerce to carry one million dollars in liability insurance. Mayor Anderson asked for public comment. There was no public comment. Councilmember Roland Nash moved to authorize the Mayor to sign the Agreement. The motion was duly seconded by Councilmember Tipton and carried by unanimous vote. Greg Ingham, City Manager stated this year is the City's Centennial Celebration. In March 1907 an election was held and passed to incorporate the City of Plainview. Plainview is one of the oldest cities in the area and is this year celebrating its 100th year anniversary. He introduced Nicki Logan who has agreed to head the committee. Nicki Bruce Logan of 700 W. 11th stated the Committee has agreed to string out the City Council Minutes January 23, 2007 Page 1 of 2 65 activities for the entire year. She presented a list to the Council of the various activities that will be held throughout the year in conjunction with other local events. The City of Plainview will come out with its new logo on this date. Mayor Anderson asked for public comment. Councilmember Trusler moved that the City support the efforts of the Plainview Centennial Committee. The motion was duly seconded by Councilmember Pena and carried by unanimous vote. Mayor Anderson moved to go into closed session to deliberate the appointment, employment, evaluation, reassignment, duties, discipline or dismissal of a public officer or employee, or to hear a complaint or charge against an officer or employee. [Tex. Gov't. Code Section 551.074]. City Manager Evaluation. He announced that Item 8 and Item 9 had been pulled. The motion was duly seconded by Councilmember Tipton and carried by unanimous vote. The Mayor recessed the meeting at 7:40 p.m. Mayor Anderson called the meeting back in open session at 8:55 p.m. Mayor Anderson moved that the City Manager's pay be increased by 3% at a base salary of $118,217 and further that the City enter into a Contract with the City Manager for a term of two years on the same basis and same stipulations as the original contract. The motion was duly seconded by Councilmember Trusler and carried by unanimous vote .
