The Plainview City Council met on March 13, 2007 at 7:00 p.m. in the City Council
Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting
was posted in City Hall at 4:30 p.m. on March 9, 2007. Mayor John C. Anderson
presided. Councilmembers present were: Kelvin Tipton-District 1, Cathy Waggoner-
District 2, Belinda Pena-District 3, John N. Bertsch-District 4, Wendell Dunlap-District 6
and Roland Nash-District 7. Councilmember Ron Trusler-District 5 was absent.
Staff members present were: Greg Ingham-City Manager, John Berry-Director of Public
Works, Leslie Pearce-City Attorney, John Castro-Director of Community Services, Gary
Glass-Fire Chief, Will Mull-Police Chief, Dale Simpson-Civil Service Director, Lt. Derrick
McPherson-Police Training Officer, Capt. Lonnie Burton-Police Captain and Belinda
Hinojosa-City Secretary.

Councilmember Cathy Waggoner delivered the invocation.
Mayor Pro Tem Kelvin Tipton led in the Pledge of Allegiance.
Councilmember Cathy Waggoner moved to adopt the consent calendar. The motion
was duly seconded by Councilmember Wendell Dunlap and carried by unanimous vote.
Items approved on the consent calendar included approval of the minutes of
February 13, 2007, February 22, 2007 and March 8, 2007; the Council granted an
excused absence to Councilmember Ron Trusler; and the Council approved the
financial reports. The Council approved the appointment of Larry Gould to the Board
of Adjustment and the Minimum Housing Board with said terms to expire January 1,
2009; the appointment of Rosendo Cantu to the Building Trades and Fire Code
Board of Appeals with said term to expire January 1, 2011; the appointment ~ of
Rosendo Cantu to the Planning and Zoning Commission with said term to t{xpii-e
January 1, 2009; the reappointment of Barbara L. Ramirez and Carlene Kirby to the
Parks Advisory Board with said terms to expire on January 1, 2011; and the
appointment of Joani Chapman to the Parks Advisory Board with said term to expire
on January 1, 2010.
Lieutenant Derrick McPherson, Police Training Officer presented an Update on
CodeRED. He stated the CodeRED notification system provides the City the ability to
access apre-defined geographically selected calling area or a listed database via an
Internet based software application. It also has the ability to select a calling database
via a geographic mapping component. It utilizes an interactive voice response
telephone service used to record messages and initiate call out projects. The
broadcasts will be made in English and Spanish. The service is designed to be active
24 hours per day, 365 days per year.
The system can notify 1,600 callers per minute. No hardware is needed. The system is
100% web-based and emergency calls can be launched from anywhere, even using a
cell phone. The annual amount of hours on the CodeRED contract is for 30,000
minutes. If the City exceeds the 30,000 minutes, there is a slight fee for each additional
minute.
He gave the following as primary uses for the CodeRED system:

1) Possible major weather disaster (pre and post storm calls... this includes
imminent threats or critical notice of a tornado);
2) Hazardous chemical situations, toxic plumes; etc.
3) Missing children/missing elderly bulletins;
4) Fire and flood disasters;
5) Shelter-in-Place occurrences;
6) Major power or utility interruptions;
7) Viral outbreaks/Avian Pandemic
8) Public health warnings (water contamination etc.)
9) Communication with City Staff/Council
10 )Communication with first responders; and
11 )Jail or prison escapees.
The Emergency Operation Coordinator and the Assistant Coordinator will be charged
with the responsibility of operating, maintaining and keeping records on the use of the
CodeRED system. This will help ensure that the City receives the most efficient use of
the system with the highest economical use of the minutes allowable. They will notify
the City Manager in writing as they approach the 30,000 minute limit. They will monitor
all calls past the limit and keep the City Manager aware of all pending costs of overtime
minutes.
He advised the system uses the 9-1-1 database. This is the only mass communication
system that is in place other than the TV system. He stated we are needing businesses
to get on the City website or call City Hall and ask there information be entered. We
also need people with cell phones. The only thing required to be entered is first name,
last name, home address and telephone number. The information entered is
confidential and only used for the CodeRED database. If you moved within the last
year, you will also need to enter your information.
Lt. McPherson stated our primary goal is to protect our citizens and this tool is used to
warn citizens of eminent disasters. He reiterated that CodeRED would be used along
with the local cable system. He also stated that weather alert radios are a good tool.
The number that will show up on the caller id system will be 999-911-9999. The
message will start off by saying "This is a CodeRED message for the City of
Plainview..." If you miss a call, do not call back that number or call the police
department, residents are advised to tune in to the TV.
Lt. McPherson stated when receiving a CodeRED communication, you must say hello
and you must listen to the message the first time, it will not be repeated.
Mayor Anderson asked for any public comment. There was no public comment.
Mayor Anderson asked for Council comment.
Councilmember Tipton reiterated that this would be used in conjunction with other
related items.

Councilmember Waggoner stated she was excited about the system and said this would
be great for Plainview.
Councilmember Pena asked if you have a landline and you've lived at your residence
for more than a year then you do not need to call? She was advised yes. She was
advised that cell phones must register. She also was advised that charges answered
by answering machines would be billed and disconnected phones would not be
charged. She also asked if the message would be recorded locally? She was advised
yes that such would be recorded locally and that the message would be available in
Spanish also.
Councilmember Bertsch asked what would need to be done about people with unlisted
phone numbers? He was advised that they would need to register either through the
City's web page or main operator phone number. He asked if they could give the web
page information and telephone number. The following is that information:

Councilmember Dunlap reemphasized that citizens would have to say hello or give
some type of voice response.
Councilmember Nash reemphasized that this tool can be used to notify a small area or
large area.
Mayor Anderson asked when the system would be used? He was advised the system
would be used in a major weather disaster or when eminent threat or critical notice such
as tornado on ground or more than likely to strike our area.
Councilmember Dunlap also emphasized that if you have a cell phone, you must have a
Plainview address for the system to accept this information.
John Berry, Director of Public Works presented for consideration the award of bids for
Water Treatment Plant Clarifiers Painting. Four bids were received as follows: N. G.
Painting, LP - $180,000; Luckinbill, Inc. - $86,400; Professional Sandblasting & Coating
- $72,468; and Steen Construction Co. Ltd. - $84,950. It is his recommendation that the
bid be awarded to Professional Sandblasting & Coating in the amount of $72,468.00.
Mayor Anderson asked for public comment. There was no public comment.
Councilmember Wendell Dunlap moved to accept the bid for water treatment plant
clarifiers painting of $72,468 from Professional Sandblasting & Coating of Amarillo. The
motion was duly seconded by Councilmember Pena and carried by unanimous vote.
Mr. Berry presented for consideration the award of bids for Seal Coat Gravel. Two
bids were received as follows: Capitol Aggregates in the amount of $45.00 per ton for
3,060 tons Type B Grade 4 aggregate for a total of $137,700 and $54.50 per ton for 340
tons Type B Grade 4 aggregate pre-coated for a total of $18,530 for a total bid price of
$153,230 and Thrasher, Inc. in the amount of $26.75 per ton for 3,060 tons Type B

Grade 4 aggregate for a total of $81,855 and $57.20 per ton for 340 tons Type B Grade
4 aggregate pre-coated for a total of $19,448 for a total bid price of $101,303. He
stated it is his recommendation to take the low bid of Thrasher, Inc. for 3,060 tons of
Type B Grade 4 aggregate for a total of $81,855 and then wait till year end and if funds
are available can increase aggregate purchase by 25%.
Councilmember Nash moved to award the bid to Thrasher Inc. in the amount of
$81,855. The motion was duly seconded by Councilmember Tipton and carried by
unanimous vote.
Gary Glass, Fire Chief presented for consideration Resolution R07-171, a Resolution of
the City Council of the City of Plainview, Texas, Authorizing the filing of a Grant
Application with the U.S. Department of Homeland Security for an Assistance to
Firefighters Grant Program Grant; authorizing H. Gary Glass to act on behalf of the
City of Plainview in all matters related to the application; and pledging that if the grant is
received the City of Plainview will comply with the grant requirements of the U.S.
Department of Homeland Security and the assistance to Firefighters Grant Program.
He stated since 2004, the Fire Department has requested permission to apply for this
Homeland Security Grant. The last few years the Department asked for a Quint truck.
This year the department is asking to apply for a grant to purchase a brush attack truck.
The department currently has one booster truck. The proposed brush attack truck can
carry 1200 to 1250 gallons of water. The total cost of the truck would be approximately
$170,000. This is a 10/90 grant and the City's portion would be $17,000. The
department is requesting approval to file the grant application.
Mayor Anderson asked for public comment. There was no public comment.
Councilmember Bertsch moved to accept presentation and approve Resolution R07-
171. The motion was duly seconded by Councilmember Tipton and carried by
unanimous vote.
There being no further business, Mayor Anderson adjourned the meeting at 7:50 p.m.
