Mayor Charles Starnes presided. Council Members present were Mary Elizabeth Dickerson - District 1, Steve Martinez -District 2, Mike McDonough -District 3, Gary House -District 4, Susan Blackerby-District 5, Evan Weiss -District 6 and Lorie Rodriguez -District 7. Presentation of Community Development Annual Report — Animal Control, Building - Inspection and Code Enforcement Presenter: Philip Mize, Chief Building Official Presented Annual Report 5. An Ordinance Amending the Code of Ordinances of the City of Plainview, Texas By Amending the Fees, Rates and Service Charges for Providing Municipal and Governmental Services Including Those Fees, Rates and Service Charges Found in Chapter 1 "Administration", Chapter 2 "Animal Control", Chapter 3 "Building Regulations", Chapter 4 "Building Regulations", Chapter 6 "Health and Sanitation", Chapter 7 "Municipal Court", Chapter 8 "Offenses And Nuisances", Chapter 12 "Traffic And Vehicles", Chapter 13 "Utilities" And Chapter 14 "Zoning"; Creating Appendix C "Master Fee Schedule"; Providing for a Penaltv not to Exceed $500.00 for Each Offense: Providina an Effective Date: Providina 281 City Council Minutes May 23, 2023 Page 1 of 3 282 a Savings Clause; Providing a Repealer and Providing for Publication. (Ordinance No. 23- 3746 — Second Reading) Since this was the second of two readings, the Council chose to forego staff briefing. Public Comment: None Motion: Move to approve Ordinance 23-3746 on second reading. Motion by Mayor Pro Tem Blackerby, seconded by Council Member Martinez Vote: 8-0. Motion carried. 6. Award of Bid for Mesa Drive Extension (American Rescue Plan Act Project) Presenter: Jeffrey Snyder, City Manager This is to extend Mesa Drive to 24th Street with a bid option to extend from 24th Street to Andy Taylor Road. One bid was received in the amount of $2,426,146.25 from Thrasher Incorporated. The cost for Bid Alternate No. 1 is $534,325.50. The County will contribute $500,000 towards base bid portion and they will contribute 50% of this bid. Public Comment: None Motion: Move to award bid to Thrasher Incorporated for the stated bid Motion by Council Member House, seconded by Council Member Rodriguez Vote: 8-0. Motion carried. 7. Authorize Department of State Health Services Contract with Plainview -Hale County Health Department Immunization/Locals Grant Program Presenter: Odilia Alvarado, Nursing Manager The Contract grant amount for FY 2024 is for $129,459. Public Comment: None Motion: Move to approve Motion by Council Member McDonough, seconded by Council Member Weiss Vote: 8-0. Motion carried. 8. Authorize Department of State Health Services Contract with Plainview -Hale County Health Department Regional Local Services System/Local Public Health Services (RLSS/LPHS) Grant Program Presenter: Odilia Alvarado, Nursing Manager City Council Minutes May 23, 2023 Page 2 of 3 The two-year agreement will provide funding in the amount of $102,192. 283 Public Comment: None Motion: Move to approve Motion by Council Member House, seconded by Council Member McDonough Vote: 8-0. Motion carried. 9. Authorize Agreement with Retail Strategies for Retail Recruitment Services Presenter: Kristi Aday, Director of Economic Development Contract would be for one year at a cost of $30,000. Public Comment: None Motion: Move to authorize Agreement with Retail Strategies for Retail Recruitment Services Motion by Council Member Weiss, seconded by Council Member McDonough Vote: 8-0. Motion carried. 10. Authorize Amendment to Professional Services Agreement with Parkhill Engineering for the Water Treatment Plant Splitter Box Project and add the design for the Water Treatment Clarifier. Presenter: Jeffrey Snyder, City Manager This would amend current professional services agreement to incorporate the design of the south clarifier. Public Comment: None Motion: Move we authorize the Amendment to the Agreement with Parkhill for the splitter project and the design for the water treatment clarifier Motion by Council Member McDonough, seconded by Council Member Dickerson Vote: 8-0.
