Mayor Charles Starnes presided. Council Members present were Mary Elizabeth Dickerson -District 1, Mike McDonough -District 3, Gary House -District 4, Susan Blackerby-District 5, and Lorie Rodriguez -District 7. Council Members Steve Martinez - District 2 and Evan Weiss -District 6 were absent. A Resolution of the City Council of the City of Plainview, Texas, regarding a Variance to the Distance Requirements for the Sale of Alcohol Under Texas Alcoholic Beverage Code 4109.33(E) and Article 4.03.008 of Plainview Code of Ordinances for the Property Located at 3019 W. 10th Street, Plainview, Texas. An Ordinance Amending the Code of Ordinances of the City of Plainview, Texas By Arrendinq the Fees, Rates and Service Charges for Providing Municipal and Governmental Services Including Those Fees, Rates and Service Charges Found in Chapter 1 "Administration", Chapter 2 "Animal Control", Chapter 3 "Building Regulations", Chapter 4 "Building Regulations", Chapter 6 "Health and Sanitation", Chapter 7 "Municipal Court", Chapter 8 "Offenses And Nuisances", Chapter 12 "Traffic And Vehicles", Chapter 13 "Utilities" And Chapter 14 "Zoning"; Creating Appendix C "Master Fee Schedule"; Providing for a Penalty not to Exceed $500.00 for Each Offense: Providing an Effective Date: Providing a Savings Clause; Providing a Repealer and Providing for Publication. Consider approval of a Marketing and Development Services Agreement with Destination by Design Presenter: Melinda Brown, Main Street Manager Staff recommends City enter into Agreement with Destination by Design to serve as Project Consultant. Public Comment: None Motion: Move to approve Marketing and Development Services Agreement with Destination by Design Motion by Mayor Pro Tern Blackerby, seconded by Council Member McDonough Vote: 6-0. Motion carried. 8. Select Engineer for City (Broadway) Park Inclusive Playground (American Rescue Plan Act Proiect) Presenter: Tim Crosswhite, Capital Improvement Program Manager This would authorize the selection of Jacob Martin Engineering to assist with the design and construction of the inclusive playground in City Park. Public Comment: None Motion: Move to select Jacob Martin as Engineer for City (Broadway) Park for Inclusive Playground. Motion by Mayor Pro Tern Blackerby, seconded by Council Member McDonough Vote: 6-0. Motion carried. 9. Select Engineer for Golf Course Cart Path Construction Project (American Rescue Plan Act Project) Presenter: Tim Crosswhite, Capital Improvement Program Manager This would authorize the selection of High Plains Engineering to assist with the design and construction of the Phase II Golf Course Path Improvements. Public Comment: None Motion: Move to select High Plains Engineering as Engineer for Golf Course Cart Path Construction Project. A Resolution Authorizing the Submittal of a Grant Application for Funding Through the United States Department of Commerce, Economic Development Administration (EDA) for the Plainview -Hale County Airport Terminal Building and East Ramp Improvement Project (Resolution R23-604) Presenter: Jeffrey Snyder, City Manager This Resolution would authorize the submittal of a grant application to assist with the construction of a new terminal building at the Airport. Public Comment: None Motion: Move to accept Resolution R23-604 Motion by Council Member House, seconded by Mayor Pro Tern Blackerby Vote: 6-0. Motion carried. 11. Consider Interlocal Cooperation Agreement between the City of Plainview, Hale County and South Plains Association of Governments (SPAG) for Grant Application Development and Administration Services for the FY 2023 EDA Public Works and Economic Adjustment Assistance Program Presenter: Jeffrey Snyder, City Manager This would authorize an agreement for SPAG to prepare a grant application for the Terminal Building and East Ramp Improvement Project and if funded, provide administrative services as required by the EDA Public Works and Economic Adjustment Assistant Program. Public Comment: None Motion: Move to approve Interlocal Cooperation Agreement between the City of Plainview, Hale County and South Plains Association of Governments (SPAG) for Grant Application Development and Administration Services Motion by Mayor Pro Tern Blackerby seconded by Council Member McDonough Vote: 6-0.
