Hall, 202 W. 5th Street, Plainview, Texas.
Mayor Pro Tern Susan Blackerby presided. Council Members present were Mary
Elizabeth Dickerson -District 1, Steve Martinez -District 2, Mike McDonough -District 3,
Gary House -District 4, Evan Weiss -District 6 and Lorie Rodriguez -District 7. Mayor
Charles Starnes was absent.
Staff members present were: Jeffrey Snyder -City Manager, Matt Wade -City Attorney,
Jeff Johnston -Assistant City Manager, Isauro Gutierrez -Director of Information
Technology, Sarianne Beversdorf-Di rector of Finance, Neil Weems -Director of Public
Works, Tim Crosswhite-Capital Improvement Program Manager, Derrick Watson -Chief of
Police, Bobby Gipson -Fire Chief, Melinda Brown -Community Engagement Manager,
Vannesa Rincon-Budget Manager, and Belinda Hinojosa-City Secretary

3. An Ordinance Amending Ordinance No. 19-3690 of the City of Plainview, Texas
and Amending the Zoning Map of the City of Plainview as Set Out in §14.02.003 of the
Code of Ordinances by Changing From Multi -Family ("MF") Zoning District to General
Commercial Business ("GC") Zoning District Lots 3 and 4, Block 14, in the Edgemere
Addition, Plainview, Hale County, Texas Commonly Known as 2204 Edgemere Drive,
Plainview, Texas; Providing for a Penalty of up to $2,000.00 for Violations; Providing an
Effective Date; Providing a Savings Clause; and Providing for Publication. (Ordinance .
No. 23-3749 — Second Readina)
Since this was the second of two readings, there was no staff briefing

Motion: Move to adopt Ordinance No. 23-3749 on second reading.
Motion by Council Member McDonough, seconded by Council Member House
Vote: 7-0. Motion carried.
4. An Ordinance Amending Ordinance No. 19-3690 of the City of Plainview, Texas
and Amending the Zoning Map of the City of Plainview as set out in §14.02.003 Of The

5. An Ordinance Amending Ordinance No. 19-3690 of the City of Plainview, Texas
by Amending the Maximum Square Footage Allowed for Commercial Structures Located
in a Neighborhood Commercial ("NC") Zoning District as set out in Table 14.05.003 Of
§14.05.003 of the Code of Ordinances; Providing for a Penalty of up to $2,000.00 for
Violations: Providing an Effective Date; Providing a Savings Clause; and Providing for
Publication. (Ordinance No. 23-3751 — Second Reading)

6. A Resolution by the Citv of Plainview, Texas ("City") Denvina Southwestern Public
Service Company's Proposed Rate Increase Request in Connection with its Statement of
Intent Submitted on About February 8, 2023; Requiring Reimbursement of Reasonable
Legal and Consultant Expenses; Finding that the Meeting Complies with the Open
Meetings Act; Making Other Findings and Provisions Related to the Subject (Resolution
R23-612
Presenter: Jeffrey Snyder, City Manager
AXM's Special Counsel recommends that the City deny SPS's request to increase its
rates. If the City denies SPS's rate increase request, SPS may appeal that the decision
to the Public Utility Commission of Texas; and direct SPS to reimburse the City's
reasonable rate case expenses on a monthly basis. The City must take action by no later
than August 25, 2023. Staff recommends approval of the Resolution.

7. Review and Approve updated City of Plainview Strategic Plan Priorities

300 The Plainview City Council held a strategic planning retreat on June 27, 2023, at the
Plainview Civic Center to discuss and update their strategic plan. This would formally
adopt the plan.

Motion: Move to approve updated City of Plainview Strategic Plan Priorities.
Motion by Council Member McDonough, seconded by Council Member House
Vote: 7-0. Motion carried.
8. Budget Workshop — Discuss Current Budget FY 2022-2023 and Proposed
Budaet FY 2023-2024
