R86-194 A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF PLAINVIEW, TEXAS AMENDING THE PROCEDURES FOR CONDUCTING PUBLIC HEARINGS BEFORE GOVERNMENTAL ENTITIES OF THE CITY OF PLAINVIEW. WHEREAS, the City of Plainview in established procedures for the conducting of any governmental entity of the City; and Resolution No. R86-173 Public Hearing before WHEREAS, it is in the best Plainview to amend said procedures; and interest of the citizens of WHEREAS, a policy statement establishing new attached and hereby made a permanent part of this replaces in its entirety Resolution No. R86-173. procedures is Resolution and NOW THEREFORE BE IT RESOLVED by the Mayor and the City Council of the City of Plainview, Texas that the attached policy statement for conducting public hearings before governmental entities of the City is hereby adopted. RIDLE~UBER, Mayor ATTEST: OWEN,- -City Secretary CITY OF PLAINVIEW PUBLIC HEARING PROCEDURES Public Hearings are a very important part of City GoVernment for they permit you, the citizen, to formally express your views, whether they be for or against a given issue. Some may disagree with statements that are being made during the Public Hearing. One of the items which makes Plainview a great City to live in, is that we may express our opinion and disagree, yet, we continue to respect the individual's right to have a personal opinion on any matter. With this in mind, while one party is formally addressing the entity conducting the meeting, please give that individual the courtesy of remaining silent and letting them have the opportunity to express their personal opinion. In the interest of time and in order to give everyone the opportunity to speak the following rules have been established for conducting Public Hearings by the City of Plainview: 1) A City Official will introduce the topic to be discussed and provide background information. 2) The proponents of a given issue may designate one individual to serve as spokesperson. The spokesperson of the proponents will be given 15 minutes to make whatever statements they desire on the issue at hand. 3) Individuals who are proponents of the issue will be given 3 minutes each to make whatever statements they desire on the issue at hand. 4) The opponents of a given issue may designate a spokesperson who will be given 15 minutes to make whatever statements they desire on the issue at hand. 5) Individuals who are opponents of the issue will be given 3 minutes to make whatever statements they desire on the issue at hand. 6) The spokesperson for the proponents will be given 5 minutes to make closing statements. 7) The opponents spokesperson will be given 5 minutes to make closing statements. 8) The members of the entity conducting the public hearing will be given the opportunity to ask questions and discuss the issue at hand. 9) The Public Hearing will be closed. Thank you for expressing interest in our City. These rules may be waived by a majority vote of those present voting of the entity conducting the hearing. and 12/5/86
