Mayor Charles Starnes presided. Council Members present were Mary Elizabeth Dickerson -District 1, Steve Martinez -District 2, Mike McDonough -District 3, Gary House - District 4, Susan Blackerby-District 5, and Lorie Rodriguez -District 7. Council Member Evan Weiss -District 6 was absent. BOARD OF MINIMUM HOUSING AGENDA (City Council serving as the Board of Minimum Housing): a. Conduct a public hearing regarding Case No. MH-23-17; Substandard structure located at 605 West 23rd Street, Plainview, Texas, Hale County Vicinity: 600 Block West 23rd Street Applicant's: City of Plainview Presenter: Philip Mize, Chief Building Official Staff Recommends that the Council issue a demolition order of all structures and the removal of all debris at property owner expense. Open Public Hearing 7:01 p.m. Jason and Caroline Galvan appeared and stated they would like to fix it and would like ninety days. Closed Public Hearing at 7:11 p.m. b. Open Public Hearing at 7:23 p.m. Jose Manuel Ramos appeared and stated he would like to clean up the property and fix the house. Closed Public Hearing at 7:39 p.m. h. Structure located at 1107 East 4th Street, Plainview, Texas, Hale County Vicinity: 1100 Block East 7th Street Applicant's: City of Plainview Motion: Move to approve the order as proposed by City Staff and that the property owner of the property be ordered to demolish the structure in Case No. MH- 23-20 with an extension of to 90 days Motion by Council Member House, seconded by Council Member Rodriguez Vote: 5-2. Council Members Dickerson, Martinez, McDonough, House and Rodriguez voted "for" the motion. Mayor Starnes and Mayor Pro Tern Blackerby voted "against" the motion. Motion carried. i. Open Public Hearing 7:42 p.m. Jose DeLaCerda, Jr. stated that he would like to fix up property and that his only place I he has to live. Consider nominees to the Hale County Appraisal District Board of Directors Presenter: Jeffrey Snyder, City Manager Staff recommends staff nominate Susan Blackerby and Larry Williams to the Board. Public Comment: None Motion: Move to nominate Susan Blackerby and Larry Williams as candidates for the Hale County Appraisal District Board of Directors Motion by Council Member Martinez, seconded by Council Member McDonough Vote: 7-0. Motion carried. 7. Consider Plainview YMCA request for assistance with Facility Improvements Presenter: Jeffrey Snyder, City Manager City Council Minutes October 24, 2023 Page 5 of 7 334 Recommend approval of YMCA request to assist with $25,000 towards roof replacement project Public Comment: None Motion: Move to give $25,000 to YMCA as requested for facility improvements Motion by Council Member House, seconded by Council Member McDonough Vote: 6-1. Mayor Starnes, Council Members Martinez, McDonough, House, Blackerby, Rodriguez voted "for" the motion. Council Member Dickerson voted "against" the motion. Motion carried. 8. Consider Professional Services Agreement (PSA) between the City of Plainview and HDR Engineering, Inc. for Lead Service Line Inventory Development Support Presenter: Neil Weems, Director of Public Works The Agreement is for Lead Service Line Inventory Development Support Public Comment: None Motion: Move to authorize Professional Services Agreement with HDR Engineering, Inc. Motion by Council Member McDonough, seconded by Council Member Dickerson Vote: 7-0. Motion carried. 9. Consider Interlocal Agreement with South Plains Association of Governments (SPAG) for grant administration services for the Plainview -Hale County Airport Terminal Building and East Ramp Improvement Protect Presenter: Jeffrey Snyder, City Manager This interlocal agreement with SPAG would allow them to provide administrative support to meet the grant reporting requirements for the project. This is a not -to -exceed amount of $20K. Public Comment: None Motion: Move to authorize Interlocal Agreement with South Plains Association of Governments (SPAG) for grant administration services for the Plainview -Hale County Airport Terminal Building and East Ramp Improvement Project Motion by Mayor Pro Tern Blackerby seconded by Council Member Rodriguez Vote: 7-0.
