Mayor Charles Starnes presided. Council Members present were Mary Elizabeth Dickerson -District 1, Steve Martinez -District 2, Mike McDonough -District 3, Gary House - District 4, Susan Blackerby-District 5, and Evan Weiss -District 6. Council Member Lorie Rodriguez -District 7 was absent. Discussion on FY 2023-2024 Proposed Budget and Consider Maximum Proposed Property Tax Rate that can be considered for Fiscal Year 2023-2024 and Schedule Public Hearings Presenter: Jeffrey Snyder, City Manager This would set the maximum property tax rate that can be considered for the upcoming budget. Public Comment: None Motion: I move to consider a proposed tax rate of $.761667 for the FY 2023-2024 Budget and schedule the public hearing on the tax rate and budget for Tuesday, September 12tn 2023 at 6:30 p.m. at City Hall, 202 W. 5th Street. An Ordinance of the City Council of the City of Plainview, Texas, Approving a Negotiated Settlement Between the Executive Committee of Cities Served By Atmos West Texas ("Cities") And Atmos Energy Corp., West Texas Division Regarding the Company's 2023 Rate Review Mechanism Filing; Declaring Existing Rates to be Unreasonable; Adopting Tariffs that Reflect Rate Adjustments Consistent with the Negotiated Settlement; Finding the Rates to Be Set By the Attached Settlement Tariffs to be Just and Reasonable and in the Public Interest; Approving an Attachment Establishing a Benchmark for Pensions and Retiree Medical Benefits; Approving an Attachment Regarding Amortization of Regulatory Liability; Requiring the Company to Reimburse Cities' Reasonable Ratemaking Expenses; Determining that this Ordinance was Passed in Accordance with the Requirements of the Texas Open Meetings Act; Adopting a Savings Clause; Declaring an Effective Date; and Requiring Delivery of this Ordinance to the Company and the Cities' Legal Counsel. Authorize purchase of Greens Mower at Plainview Municipal Golf Course Presenter: Jeffrey Snyder, City Manager This would authorize purchase a greens mower for the golf course. Public Comment: None Motion: Move to purchase Greens Mower for Plainview Municipal Golf Course at the cost of $43,200 from T&S Motion by Mayor Pro Tern Blackerby, seconded by Council Member McDonough Vote: 7-0. Motion carried. 8. Convene into executive session in accordance with Tex. Gov't Code §551.071 to seek the advice about pending or contemplated litigation, settlement offers or on matters in which duty of the attorney under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas conflicts with Tex.
