Hall, 202 W. 51h Street, Plainview, Texas.
Mayor Pro Tern Susan Blackerby presided. Members present Mayor Charles Starnes,
Council Members Mary Elizabeth Dickerson -District 1, Steve Martinez -District 2, Mike
McDonough -District 3, Gary House -District 4, Susan Blackerby-District 5, and Evan
Weiss -District 6. Council Member Lorie Rodriguez -District 7 was absent.

Appropriate Funds in the General Fund and Various Revenue and Capital Funds
Pursuant to Section 5.07 (A) And (D) of the Plainview City Charter Allowing for
Supplemental Appropriations in the 2022-2023 Budget; Providing a Savings
Clause; Providing a Severability Clause; and Providing an Effective Date.

g) An Ordinance of the City Council of the City of Plainview, Texas, Approving a
Negotiated Settlement Between the Executive Committee of Cities Served By
Atmos West Texas ("Cities") And Atmos Energy Corp., West Texas Division
Regarding the Company's 2023 Rate Review Mechanism Filing; Declaring
Existing Rates to be Unreasonable; Adopting Tariffs that Reflect Rate Adjustments
Consistent with the Negotiated Settlement; Finding the Rates to Be Set By the
Attached Settlement Tariffs to be Just and Reasonable and in the Public Interest;
Approving an Attachment Establishing a Benchmark for Pensions and Retiree
Medical Benefits; Approving an Attachment Regarding Amortization of Regulatory
Liability; Requiring the Company to Reimburse Cities' Reasonable Ratemaking
Expenses; Determining that this Ordinance was Passed in Accordance with the
Requirements of the Texas Open Meetings Act; Adopting a Savings Clause;
