Mayor Charles Starnes presided. Council Members present were Mary Elizabeth Dickerson -District 1, Mike McDonough -District 3, Gary House -District 4, Susan Blackerby-District 5, and Evan Weiss -District 6. Council Members Steve Martinez -District 2, and Lorie Rodriguez -District 7 were absent. Public Comment: None Motion: Move that the property tax rate be increased by the adoption of a tax rate of $0.7616 per $100 valuation, which is effectively a 7.30 percent increase in the tax rate. An Ordinance of the Citv of Plainview Amending Ordinance No. 22-3731 to Appropriate Funds in the General Fund and Various Revenue and Capital Funds Pursuant to Section 5.07 (A) And (D) of the Plainview City Charter Allowing for Supplemental Appropriations in the 2022-2023 Budget: Providing a Savings Clause; Providing a Severability Clause; and Providing an Effective Date. An Ordinance of the City Council of the City of Plainview, Texas, Approving a Negotiated Settlement Between the Executive Committee of Cities Served By Atmos West Texas ("Cities") And Atmos Energy Corp., West Texas Division Regarding the Company's 2023 Rate Review Mechanism Filing; Declaring Existing Rates to be Unreasonable; Adopting Tariffs that Reflect Rate Adjustments Consistent with the Negotiated Settlement: Finding the Rates to Be Set By the Attached Settlement Tariffs to be Just and Reasonable and in the Public Interest; Approving an Attachment Establishing a Benchmark for Pensions and Retiree Medical Benefits; Approving an Attachment Regarding Amortization of Regulatory Liability; Requiring the Company to Reimburse Cities' Reasonable Ratemaking Expenses; Determining that this Ordinance was Passed in Accordance with the Requirements of the Texas Open Meetings Act; Adopting a Savings Clause; Declaring an Effective Date; and Requiring Delivery of this Ordinance to the Company and the Cities' Legal Counsel. Award Bid for Water Treatment Plant South Clarifier and Splitter Box Reconstruction Project Presenter: Tim Crosswhite, Capital Improvement Program Manager Staff recommends awarding the bid to L Howard Construction for the Splitter Box and South Clarifier Improvements.
