Hall, 202 W. 51h Street, Plainview, Texas.
Mayor Charles Starnes presided. Council Members present were Mary Elizabeth
Dickerson -District 1, Mike McDonough -District 3, Gary House -District 4, Susan
Blackerby-District 5, and Evan Weiss -District 6. Council Members Steve Martinez -District
2, and Lorie Rodriguez -District 7 were absent.
Staff members present were: Jeffrey Snyder -City Manager, Matt Wade -City Attorney,

6. An Ordinance of the City of Plainview, Texas, Adopting and Approving the Budget
for the Fiscal Year Beginning October 1, 2023 and Terminating September 30, 2024, a
Classification and Compensation Plan for All Employees, and Making Such
Appropriations for Each Department, Project and Account; Authorizing the City Manager
to Make Certain Transfers of Funds; Providing a Savings Clause: Providing a Severability
Clause; Finding and Determining that the Meetings at which the Ordinance is Passed are
Open to the Public as Required by Law; and Providing an Effective Date. (Ordinance No.

Ad Valorem Tax Rate for the Year 2023; Apportioning Said Levy Amongst the Various
Funds and Items for which Revenue Must be Raised; Fixing the Times in which Said
Taxes Shall be Paid; Providing for a Penalty, and Interest and any Additional Penalty on
Taxes Not Timely Paid; Providing a Savings Clause; Providing a Severability Clause; and

Motion: Move that the property tax rate be increased by the adoption of a tax rate of
$0.7616 per $100 valuation, which is effectively a 7.30 percent increase in the tax rate.

$500.00 for Each Offense; Providing an Effective Date; Providing a Savings Clause;
Providina a Repealer and Providing for Publication. (Ordinance No. 23-3755 — First
Reading)

Pursuant to Section 5.07 (A) And (D) of the Plainview City Charter Allowing for
Supplemental Appropriations in the 2022-2023 Budget: Providing a Savings Clause;
Providing a Severability Clause; and Providing an Effective Date. (Ordinance No. 23-3756
— First Reading)

10. An Ordinance of the City Council of the City of Plainview, Texas, Approving a
Negotiated Settlement Between the Executive Committee of Cities Served By Atmos
West Texas ("Cities") And Atmos Energy Corp., West Texas Division Regarding the
Company's 2023 Rate Review Mechanism Filing; Declaring Existing Rates to be
Unreasonable; Adopting Tariffs that Reflect Rate Adjustments Consistent with the
Negotiated Settlement: Finding the Rates to Be Set By the Attached Settlement Tariffs to
be Just and Reasonable and in the Public Interest; Approving an Attachment Establishing
a Benchmark for Pensions and Retiree Medical Benefits; Approving an Attachment
Regarding Amortization of Regulatory Liability; Requiring the Company to Reimburse
Cities' Reasonable Ratemaking Expenses; Determining that this Ordinance was Passed
in Accordance with the Requirements of the Texas Open Meetings Act; Adopting a
Savings Clause; Declaring an Effective Date; and Requiring Delivery of this Ordinance to
the Company and the Cities' Legal Counsel. (Ordinance No. 23-3752 — Second Reading)

Staff recommends the bid be awarded in the amount of $271,059 to the lowest bidder
AAJ Concrete.

13. Award Bid for Water Treatment Plant South Clarifier and Splitter Box
Reconstruction Project

Staff recommends awarding the bid to L Howard Construction for the Splitter Box and
South Clarifier Improvements.

Motion: Move to award bid for Water Treatment Plant South Clarifier and Splitter Box to
L Howard Construction in the amount of $2,350,536.20

14. Award Bid for Water Treatment Plant ACH Tank Replacement

Staff recommends awarding the bid to L Howard Construction in the amount of
$116,714.26.
