Mayor Pro Tern Susan Blackerby presided. Council Members present were Mary Elizabeth Dickerson -District 1, Steve Martinez -District 2, Mike McDonough -District 3, Gary House -District 4, Susan Blackerby-District 5, Evan Weiss -District 6 and Lorie Rodriguez -District 7. Mayor Charles Starnes was absent. An Ordinance of the Citv of Plainview, Texas, Adoptinq and Approving the Budget for the Fiscal Year Beginning October 1, 2023 and Terminating September 30, 2024, a Classification and Compensation Plan for All Employees, and Making Such Appropriations for Each Department Project and Account: Authorizing the City Manager to Make Certain Transfers of Funds: Providing a Savings Clause; Providing a Severability Clause; Finding and Determining that the Meetings at which the Ordinance is Passed are Open to the Public as Required by Law; and Providing an Effective Date. (Ordinance No. 23-3753 — Second Reading) Since this was the second of two readings, the Council chose to forego staff briefing and asked for public comment. An action to ratify the Property Tax Increase Reflected in the FY 2023-2024 Budget Presenter: Jeffrey Snyder, City Manager The ratifies the property increase reflected in the budget. Public Comment: None Motion: Move to ratify the property tax increase reflected in the budget for Fiscal Year 2023-2024 Budget Motion by Council Member McDonough, seconded by Council Member House Vote: 7-0. Motion carried. 6. An Ordinance of the City of Plainview, Texas, Setting and Levying the Municipal Ad Valorem Tax Rate for the Year 2023; Apportioning Said Levy Amongst the Various Funds and Items for which Revenue Must be Raised; Fixing the Times in which Said Taxes Shall be Paid; Providing for a Penalty, and Interest and any Additional Penalty on Taxes Not Timely Paid; Providing a Savings Clause; Providing a Severability Clause; and Providina an Effective Date. (Ordinance No. 23-3754 — Second Readina) Since this was the second of two readings, the Council chose to forego staff briefing and asked for public comment. An Ordinance Amending the Code of Ordinances of the City of Plainview, Texas By Amending the Fees, Rates and Service Charges for Providing Municipal and Governmental Services Found in Appendix A; Providing for a Penalty not to Exceed $500.00 for Each Offense; Providing an Effective Date; Providing a Savings Clause; Providing a Repealer and Providing for Publication. (Ordinance No. 23-3755 — Second Reading) Since this was the second of two readings, the Council chose to forego staff briefing and asked for public comment. Public Comment: None Motion: Move approval of Ordinance No. 23-3755 on second reading Motion by Council Member McDonough, seconded by Council Member Dickerson Vote: 7-0. Motion carried. 8. An Ordinance of the City of Plainview Amending Ordinance No. 22-3731 to Appropriate Funds in the General Fund and Various Revenue and Capital Funds Pursuant to Section 5.07 (A) And (D) of the Plainview City Charter Allowing for Supplemental Appropriations in the 2022-2023 Budget; Providing a Savings Clause; Providing a Severability Clause; and Providing an Effective Date. (Ordinance No. 23-3756 — Second Reading) Since this was the second of two readings, the Council chose to forego staff briefing and asked for public comment. Public Comment: None Motion: Move approval of Ordinance No. 23-3756 on second reading Motion by Council Member Weiss, seconded by Council Member McDonough Vote: 7-0. Authorize Grant Agreement with the U.S. Department of Commerce, Economic Development Administration Planning and Technical Assistance Program — Plainview - Hale County Airport Improvement Plan (Terminal Building and East Ramp Improvement P ro'ect Presenter: Jeffrey Snyder, City Manager The Airport will receive an EDA grant in the amount of $111,000 for planning and design on the proposed terminal building and the East Ramp Improvement Project. Public Comment: None Motion: Move to authorize Grant Agreement with the US Department of Commerce. Motion by Council Member Weiss, seconded by Council Member Martinez Vote: 7-0. Motion carried. 10. Authorize License Agreement for Regional Park Softball Field Complex with Wayland Baptist University Presenter: Jeff Johnston, Assistant City Manager Authorizes Agreement with WBU for use of Softball Field Complex Public Comment: None Motion: Move to Authorize License Agreement for Regional Park Softball Complex with Wayland Baptist University. Motion by Council Member House, seconded by Council Member McDonough Vote: 7-0. Motion carried. 11. Authorize agreement with Cummins Southern Plains LLC dba Cummins Sales and Service for Generator Service Maintenance Services Presenter: Neil Weems, Director of Public Works The Service Agreement is a year-to-year term at a fixed annual cost of $33,811.48. Public Comment: None Motion: Move to authorize Agreement with Cummins Southern Plains Motion by Council Member McDonough, seconded by Council Member Weiss Vote: 7-0.
