HomeMy WebLinkAboutR87-266081 RESOLUTION NO. R87-266 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLAINVIEW, TEXAS ADDRESSING CONCERNS AS EXPRESSED BY THE FRISCO NEIGHBORHOOD COI, D~ITTEE. WHEREAS, the Frisco Neighborhood Committee appeared before the Plainview City Council on March 24, 1987, and expressed numerous concerns for the Frisco Neighborhood; and WHEREAS, City Administration studied said concerns and issued a report dated May 1, 1987; and WHEREAS, the Frisco Neighborhood Committee has reviewed the report and accepted the conclusions in the area of: flood control; street lighting; mosquito control; police protection; street paving and dirt street maintenance; and WHEREAS, concerns still exist with the Frisco ~eighbo{hood Committee in the areas of: civil Defense warning siren; neighborhood park; and railroad crossing warnings. NOW, THEREFORE BE IT RESOLVED by the city Council of the City of Plainview that city Administration ,,conclusions" reflected in the report of May 1, 1987, on the following topics: civil Defense; flood control; street lighting; mosquito control; police protection; street pavement and dirt street maintenance are hereby accepted and recommendations are to be implemented as soon as practical. BE IT FURTHER RESOLVED that City Administration is instructed to give further study to the City of Plainview's civil Defense Warning Systems and develop an official policy to be applied not only in the Frisco Community but throughout the entire City which will afford the City adequate protection within current fiscal constraints with said final recommendation to be submitted to the City Council for review no later than September 1, 1987. BE IT FURTHER RESOLVED that City Administration is to work with the Frisco Neighborhood Committee in identifying a potential pa~ site within the Frisco subdivision. The City Council regretfully must deny the request for utilization of City Reserve Park Funds for they are currently obligated towards the maintenance and improvements of existing parks. The city Council is of the opinion that existing developed park land is more than adequate for the overall community and with current fiscal constraints the added expense of developing and maintaining an additional park is fiscally unwise. If the Frisco Neighborhood wishes to develop and maintain a park in the Frisco Community, on leased city property, City Administration shall provide what technical assistance possible including the preparation of grant applications. 1 of 2 '082 BE IT FURTHER RESOLVED that while street lights have been installed on 9th Street adjacent to railroad crossings the Railroad Companies have not yet responded to the City's request to analyze the need for a ,'railroad crossing warning system" therefore the City Manager is requested to follow up on said request. BE IT FURTHER RESOLVED that the Frisco Neighborhood Committee, led by Lionel Garcia and Rebecca Escalante, is to be commended for their expression of concern and are to be encouraged to continue to ,,communicate" with the appropriate City officials their needs. BE IT FURTHER RESOLVED that city Administration is to take the necessary steps to assure that the needs of the Frisco Community are reviewed and responded to in the appropriate fashion within the confines of the fiscal constraints and policies of the City of Plainview.
