HomeMy WebLinkAbout00 0504 min89 MINUTES PLAIbWIEW CITY COUNCIL MEETING May 4, 2000 The Plainview City Council met at the Plainview Convention Center at 11:30 a.m. on May 4, 2000. The notice of this meeting was posted in City Hall at 11:00 a.m. on May 1, 2000. Mayor Lloyd C. Woods presided at the meeting. Councilmembers present were Sam Parker, District 1; Mary Jane Shanes, District 2; Rey Rosas, District 3; Mike Hutcherson, District 4; Ross Owen, District 5; Bobby McGehee, District 6; and Irene Favila, District 7. Staff members present were James P. Jeffers, City Manager; Dale Simpson, Civil Service Director; John Castro, Director of Community Services; Gary Glass, Fire Chief; Greg Zielinski, Code Administration; Rick Cox, Street and Traffic Safety; John Berry, Director of Public Works; Rocky Rector, Reclamation Plant Operator; Cynthia Williams, Reclamation Plant Superintendent; Del Essary, Solid Waste Superintendent; Sean Lanier, Engineer; Matt Tsakanikas, Main Street Coordinator; Norman Huggins, Finance Director; Wally Hatch; City Attorney; Will Mull, Police Chief; and Karen McBeth, City Secretary. Guests present were Dr. Wallace Davis and Danny Murphree of Wayland Baptist University; Ray Longoria and David Jackson with Freese and Nichols engineering firm; and Joe and Gilbert Patino. OPEN MEETING 1. Mayor Woods called the meeting to order at 11:37 a.m. Matthew Tsakanikas gave the Invocation. The Council reviewed the agenda for the meeting of May 9, 2000. The following items were discussed: 5. Authorize City Manager to enter an agreement with Freese and Nichols, Inc. for design and construction of improvements to the wastewater treatment plant. Mr. Jeffers told the Council on the point system of scoring engineering companies Freese and Nichols, Inc. had only scored one point less than CDM, with whom negotiations had ceased because an agreement on cost could not be reached. Mr. Ray Longoria of Freese and Nichols presented the points hi s engineering firm was prepared to address: Plant capacity to handle projected flows from Plainview and Seth Ward and satisfy the TNRCC 75/90 rule; Provide improvements that allow operations staff to easily meet current and anticipated permit limits; and rehabilitate or replace units that are not properly functioning due to age. Mr. David Jackson, project engineer, presented various plans that can be adapted to the needs of the City of Plainview. Each will produce a facility that consistently meets permit requirements, offer flexible operations design with minimal maintenance requirements at the lowest reasonable cost. Each design offers a maximum use of existing units. The present plant is 30 years old and the average life of a plant design is 20 years. The expansion and improvements will take care of the ammonia problem as well as handle the future growth of the City. Mayor Woods recommended the Council agree to let the City Manager enter an agreement with Freese and Nichols, Inc. for engineering services O0 0504 Minutes Page 1 of 2 for the design and construction of a wastewater treatment plant. Councilmember Owen said he would certainly defer to Mr. Jeffers recommendations and was certain the City Manager would obtain the best plan at the best price Councilmember McGehee asked if the water extraction box purchased last year would be utilized? He was told it would be used as a backup. Councilmember Owen asked how the price for the work would be determined? Mr. Longoria said he would project the number of man-hours and the amount of paperwork to be generated. Councilmember McGehee asked if the UV sterilization system could be used? Mr. Longoria said it was extinct and this system was no longer used. He also stated chlorine is the most efficient and cost effective system. Mr. McGehee asked how long technical assistance would be supplied after completion of the plant? Mr. Longoria said it was typical to have technical assistance for a length of time after completion and this would be agreed on later. Mayor Woods asked if once the expansion and improvements were finished would TNRCC and EPA be satisfied and not make further demands of the City regarding wastewater? Mr. Jeffers said he hoped so. Mayor Woods moved to allow the City Manager negotiate and contract with Freese and Nichols, Inc for an agreement for improvements to the wastewater treatment plant. Councilmember Rey Rosas seconded the motion. Councilmembers Parker, Shanes, Rosas, HutCherson, Owen, Favila and Mayor Woods voted "yes" on the motion. The motion carried. None voted against. Ordinance No. 00-3249. An Ordinance of the City of Plainview authorizing the condemnation of private property to be used for the purpose of a permanent utility easement; Severability clause; Conflicts clause; And effective date. [2208 E. 5th Street and Section 16, Block D6]. First reading. Mr. Jeffers explained this was part of the East Highway 70 sewerproject. Councilmember Ross Owen moved to approve Ordinance No. 00-3249 and Councilmember Mike Hutcherson duly seconded the motion Mayor Woods and Councilmembers Parker, Shanes, Rosas, Hutcherson, Owen, McGehee and Favila unanimously voted for the ordinance. The motion carried. 7. Adjournment. Mayor Woods moved the meeting adjourn. Councilmember Owen seconded the motion.
