A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLAINVIEW,
TEXAS, ADOPTING BOARDS, COMMISSIONS AND COMMITTEES
HANDBOOK AND DECLARING AN EFFECTIVE DATE.
WHEREAS, the City maintains various Boards, Commissions, and Committees;
and
WHEREAS, the City Council wishes to set out a policy for its Boards, Committees
and Commissions; and
WHEREAS, the attached Boards, Commissions and Committees Handbook
("Handbook") serves as a general informational guide for newly appointed Board
members, and anyone interested in service on a City Board; and
WHEREAS, the City Council has reviewed the Handbook and desires to adopt the
Handbook to serve as a guide for board members;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Plainview, that:
The Boards, Commissions and Committees Handbook, attached hereto as Exhibit
"A," incorporated into this Resolution, is hereby adopted.
This Resolution shall take effect immediately from and after its adoption.

INTRODUCTION
The City of Plainview is a home rule city operating under an adopted City Charter
and a Council -Manager Form of Government, all as authorized pursuant to the
Texas Constitution and the Texas Local Government Code (the City's adopted
Charter is available for viewing and download on the City's official website:
www.plainviewtx.org). Plainview is governed by a City Council composed of a
Mayor and seven Council Members. The Mayor is elected at -large and each
Council Member is elected to one of seven defined geographical districts within
the City.
The Mayor and City Council maintain various Boards, Commissions, and
Committees (referred to collectively as "Boards" for purposes of this Handbook).
These Boards are composed of qualified, engaged residents of Plainview who are
relied upon by the City Council and City staff alike to provide their unique
perspective, insight, experience, and expertise in matters affecting City
government and operations. Being appointed to a City Board is more than an
opportunity for public service; it should be regarded as a high honor with much
responsibility since the individual contributions of each member can have far-
reaching effects on City decision -making, development, planning, and policy. The
City Council is committed to appointing diverse, qualified, and dedicated
individuals to its City Boards that are representative of its citizenry of all ages,
interests, backgrounds, and geographic regions of the City.
This Handbook serves as a general informational guide for newly appointed Board members or
anyone interested in service on a City Board. Be aware, however, that Board -specific bylaws and rules
may apply to a particular appointment. This Handbook is supplemental in nature to Boards with
separate bylaws and/or rules (provided that such bylaws and/or rules have been previously approved
and adopted by City Council), Boards that are governed by state law, or information applicable to a
specific Board found in the City's Code of Ordinances. In the event of conflict, a Board's previously
adopted bylaws and/or rules, the governing state law, or Board -specific information from the City's
Code of Ordinances shall supersede only the conflicting information while the remaining provisions
of this Handbook shall maintain their applicability. Additionally, Board appointees should consult
Board specific bylaws and/or rules for information regarding specific membership terms, officer
positions, meeting schedules, and any special responsibilities that may apply.

A. BOARD APPOINTMENT ELIGIBILITY
1. Completed Application
A signed, complete, current application is required for appointment to any Board. The City Council shall
consider any person to be an "Eligible Applicant" who has satisfied the foregoing along with the
residency and registered voter eligibility requirements of sections (b) and (c) below. Applications for
appointment are valid for one year from the date of receipt by the City Secretary's Office. An Eligible
Applicant may be appointed to any Board regardless of the applicant's stated preference on their
application; however, the City Council shall duly consider the stated preferences of applicants.
2. Residency
Unless the bylaws, authorizing ordinance, resolution or law creating a Board specifically states or
allows otherwise, all Board appointees must continuously reside within and be eligible to become
registered voters of the City of Plainview, Texas. All applicants shall be responsible for establishing
proof of residency should a question be presented; the City Secretary is charged with determinations
of residency and may request documents to verify residency as circumstances warrant. The residence
address contained on an applicant's or Board appointee's current driver's license or other government
issued identification card shall be determinative of residency. If a question of residency is presented
to the City Secretary in writing, the Board appointee or Board member in question shall submit a utility
account statement or property tax receipt in their personal name for a residence address within the
City limits along with a sworn statement that the address listed is their residence; the receipt of the
foregoing by the City Secretary shall be conclusive proof of residency for purposes of this subsection.
In the event that a Board's bylaws, authorizing ordinance, resolution or law creating the Board allows
a position to be filled by a non-resident of the City of Plainview, such applicants must be eligible to
become registered voters in the precinct in which they reside.
3. Registered Voter Eligibility
All applicants and Board appointees shall be eligible to become registered voters as defined by TEx.
ELEC. CODE ANN. §§ 11.001, 11.002.
B. PROCEDURE FOR APPLICATION, SELECTION, AND APPOINTMENT
1. Application
Citizens interested in serving on a Board can obtain an application (See Application for City of Plainview
Boards, Commissions and Committees attached to this Handbook) from the City Secretary's office at
City Hall. The application can also be obtained and downloaded from the City's website at
www.plainviewtx.org. The completed application and any applicable attachments should be submitted
to the City Secretary's office at 202 W. 5th Street, Plainview, Texas 79072.

2. Selection
Applications will be accepted beginning in October of each year. The City Secretary will review
applications for eligibility and those names will be submitted to the City Council for review.
3. Appointment
Official appointments shall be made in open session during a posted City Council meeting and
generally, terms begin on January 1 of each year. Letters of appointment are sent to each appointee
with information concerning meetings and training for their specific Board.
Oaths of office are to be administered prior to or at the beginning of each appointee's first Board
meeting, where applicable.
4. Board Orientation Day for Appointees
Newly appointed and reappointed members of all Boards must attend a general "Board Orientation
Day" at the start of each new term. This training is provided and conducted by the City at no cost to
the appointee. Topics may include, but are not limited to, pertinent legal topics, nationwide trends,
and methods to improve effectiveness and implementation of goals.
Board Orientation Day shall be made available to the public. Interested citizens and future Board
applicants are encouraged to attend Board Orientation Day as it will define the objectives and
functions of each City Board and provide a general overview of the operation of the City's various
departments.
C. BOARD MEMBER REQUIREMENTS AND RESPONSIBILITIES
1. Oath of Office and Statement of Elected/Appointed Officer
Appointed Board members are considered to be local public officials and as such, hold a public trust
and obligation to advance the public interest. The Texas Constitution requires that all public officials
take an oath of office. Where applicable, newly appointed Board members will take and sign an oath
of office or affirmation following their appointment. A new member of a Board requiring an oath of
office may not vote on any Board matter until the oath of office has been administered. Reappointed
members shall also be administered the oath of office, where applicable. Board Members are also
required to complete Statement of Elected/Appointed Officer.
2. Open Meetings Training
Newly appointed members of all Boards must, within 90 days of appointment, take online training
required by the State of Texas concerning the Texas Open Meetings Act and the Texas Public
Information Act.

Access to the online training is available at https://texasattornevgeneraI.gov/og/open-government-
training at no cost. Certificates of Completion must be turned in to the City Secretary.
3. Uniform Attendance Policy for all City Boards
Regular attendance at all meetings is critical. Appointed members of City Boards shall attend no less
than 75% of the regular meetings called by the officers of the Board. The secretary of each City Board
shall make a quarterly report to the City Secretary showing the attendance records of individual
members.
Any member failing to attend 75% of the regular meetings legally called during any calendar year
without an excused absence, as determined by a majority vote of the Board members, could be
automatically disqualified for service on the Board and shall be replaced by City Council.
4. Continuous Residency
Board members are required to maintain continuous residency within the City (unless non -residence
of a member is specifically allowed by a particular Board's bylaws, authorizing ordinance or other law).
Should a member of any Board move from the City limits of Plainview, the member is deemed to have
vacated their appointment and their Board seat shall be replaced by the City Council. Any exceptions
to the continuous residency requirement shall be handled by the City Council on a case -by -case basis.
5. Responsibilities Applicable to Members Appointed to any Board
City Board members should act with integrity, high moral character and independence from improper
influence at all times as they exercise the duties of their appointment.
Although the specific duties of each City Board may vary widely, certain responsibilities are common
to all members. Members of City Boards are tasked with the following common responsibilities
throughout their term of service:
a. Understand the scope of your duties as an appointed member to a City Board and be cognizant of
the Board's overall purpose and operating procedures.
b. Represent the majority views of the Board. Individual opinions outside of Board meetings on Board
related topics should be prefaced and labeled as such.
c. Be mindful that you represent the citizens of Plainview and the public interest as a whole. Board
service is not an acceptable platform for special interest agendas.
d. Represent and reconcile contradictory viewpoints to build a consensus around common goals and
objectives. Board members provide a communication link between the community and the City.
Additionally, Board members are a vital communication channel for citizen expression.

e. Review meeting agenda items in advance and be thorough in your preparations for meetings. Be
fully prepared to discuss, evaluate, and act on all matters scheduled for consideration. Stay up-to-
date on information relating to Board interest areas.
Contact the Board Chair or City staff with any questions relating to topics before the Board.
Supportive relationships between all parties are important to the successful operation of any
Board. Notify the Board chairperson or City Staff in advance if you are unable to attend a meeting.
g. Establish a good working relationship with fellow Board members. Welcome new members,
respect individual viewpoints and extend common courtesy in allowing other members to present
their views fully before commenting.
h. Ensure strict compliance with the rules of the Texas Open Meetings Act and the Texas Public
Information Act. Meetings of every City Board shall be open to the public and an environment of
transparency is to be maintained at all times. Providing public access to the City's decision -making
process creates necessary trust and understanding.
6. Resignations, Terminations and Replacements
Any appointed member who desires to resign shall do so in writing to the City Secretary. Resignation
from City Board service is effective upon receipt of written resignation by the City Secretary. Unless
otherwise provided by law, ordinance or resolution, all City Council Board appointments are subject to
removal from office and/or immediate replacement at the discretion of City Council at any time.
7. Staff Relations
The City Manager is responsible for the professional and ethical behavior of the City staff. All staff
members shall show each other, Board members, and the public respect and courtesy at all times.
Neither a Board nor any of its members shall direct the appointment of any person to, or the removal
from a position, by the City Manager or by any of his subordinates.
Except for the purpose of inquiry, the City Council and its members shall deal with the administrative
service solely through the City Manager, and neither the Council nor any member thereof shall give
orders to any subordinates of the City Manager, either publicly or privately.
8. Board Member Liability
The City's Code of Ordinances provides for the indemnification of members of City Boards against a
loss arising out of any claim, suit, or judgment resulting from an act or omission of the Board member
during the discharge of their duties and within the scope of their office. Indemnification of City Board
members does not apply to a claim, suit or judgment incurred by reason of willful, intentional or illegal
acts. To be entitled to indemnification coverage, the City Attorney's Office must be notified of a claim

or lawsuit as soon as practicable upon a Board Member's receipt of written notice, but no later than
seven (7) calendar days after receipt.

notice/cooperation requirements and coverage exclusions, consult Article 9.04, Officer and Employee
Liability Plan, of the City's Code of Ordinances.
D. MEETINGS
1. Quorum
Unless otherwise specified, a quorum is a majority of the actual members of the Board. A quorum shall
be required in order for any action to be taken.
2. Conduct of Meetings
Unless otherwise specified, the proceedings of all meetings shall be governed by the current edition of
Robert's Rules of Order. Appointed members should refer to Robert's Rules of Order to acquaint
themselves with the proper form and procedural rules for a meeting's course of discussion.
3. Texas Open Meetings Act: TEx. GOV'T CODE § 551
Texas law requires that meetings of the City Council be open to the public and in Plainview, this
requirement also applies to meetings of all City Boards.
a) Notices: A posted notice and an agenda of each City Council and Board meeting is required
to be posted on the official bulletin board of the City at least 72 hours preceding the scheduled
time of the meeting. Only those matters posted can be discussed and acted on. Agendas should
also be posted on the City's official website for public viewing by any interested person.
b) Minutes: Written minutes are required or, in the alternative, a tape recording made of each
open meeting. Minutes must state the subject of each deliberation and indicate each vote, order,
decision or other action taken, and include a record of the votes cast for and against by each
member. Minutes are available to the public and should be posted on the City's official website.
c) Closed/Executive Session: Closed or executive session meetings are allowed on limited
subjects and as a general rule, City Boards will not have occasion or a legal basis to meet in closed
or executive session without consent of the City Attorney.
4. Texas Public Information Act: TEx. GOV'T CODE § 552
The Texas Public Information Act provides that virtually all information held by a governmental body
is subject to disclosure upon a proper request for information under the Act. If a City Board receives a
request for information pursuant to the Public Information Act, or a request for copies of City Board
documents, notify the City Secretary for the proper procedural steps to ensure compliance with the
Act.

1. Planning and Zoning Commission
Created by City Ordinance 89-2798; see also Code of Ordinances Art. 14.10.005
Typically meets on the second and fourth Thursday of each month at 6:00 p.m.; additional regular
meetings, special meetings and emergency meetings as necessary.
The Planning and Zoning ("P & Z") Commission consists of seven voting members and City Council may
appoint alternates. The P & Z Commission makes recommendations to City Council for ordinance
amendments in zoning related matters, formulates the City's overall planning policy regarding future
development, and advises the City Council on matters concerning the orderly growth of the City. The
P & Z Commission reviews special studies and is responsible for the preparation and update of the
City's Comprehensive Plan in matters relating to the physical development of the City.
In addition, the P & Z Commission reviews subdivision plats and the vacation and dedication of streets,
alleys, easements, and other public facilities associated with plats. This Commission is responsible for
reviewing and advising the City Council on amendments to subdivision and zoning related ordinances,
rezoning requests, annexation proposals, and other miscellaneous studies. Administrative support is
provided to the P & Z Commission by the City's Community Services Department.
Level of Authority: Recommendations for ordinance amendments are forwarded to the City Council
for consideration. Unless appealed to the City Council, decisions to deny rezoning property, right-of-
way vacations and dedications, annexation proposals, and miscellaneous studies are final.
2. 11 Zoning Board of Adjustment
Created by City Ordinance 89-2798; see also Code of Ordinances §14.10.006
Typically meets on the fourth Monday of each month at 6:00 p.m.; additional regular meetings,
special meetings and emergency meetings as necessary.
The Zoning Board of Adjustment ("ZBA") consists of five voting members and City Council may appoint
alternates. The ZBA considers requests for variances or deviations from specific zoning ordinance
requirements, but does not have the authority to change the zoning classification of property. The ZBA
considers special exceptions to the City's Zoning Ordinance such as waiving or reducing off-street
parking/loading requirements, allowing for the restoration of a non -conforming structure destroyed
by natural elements back to its non -conforming state based on compelling necessity, and the
authorization to construct carports, porches or other open structures in the minimum front yard
requirement for a single-family residence. Administrative support is provided to the ZBA by the City's
Community Services Department.

Level of Authority: The ZBA is the final authority on all matters for which it is responsible. Any appeal
of a ZBA decision is directed to District Court rather than to City Council.
3. 11 Board of Minimum Housing Standards
Created by City Ordinance 89-2778; see also Code of Ordinances Art. 3.09 Div. 2
The Board of Minimum Housing Standards ("MHSB") consists of the City Council. The MHSB provides
a final determination and hears appeals of the decisions of the City's Chief Building Official regarding
structures or buildings which from any cause, endanger the life, limb, health, morals, property, safety,
or welfare of the general public or their occupants. The MHSB hears testimony and takes evidence at
specially called hearings before them and issues decisions and Orders concerning repair, demolition,
removal, clean up and/or new construction as may be necessary. Administrative support is provided
to MHSB by the City Secretary.
Level of Authority: The MHSB is the final authority on all matters for which it is responsible. Any appeal
of a MHSB decision is directed to District Court.
4. 11 Building Trades and Fire Code Board of Appeals
Created by City Ordinance 00-3265; see also Code of Ordinances Art. 3.02
Typically, meets on the third Thursday of each month as necessary; additional regular meetings,
special meetings and emergency meetings as necessary.
The Building Trades and Fire Code Board of Appeals ("BTFCBA") consists of seven voting members
appointed by City Council with each of the following qualifications: one building contractor, one
licensed master electrician, one representative of the local electrical service provider, one licensed
master plumber, one representative of the local gas service provider, one licensed heating and air
conditioning contractor, and one person who, by experience, has working knowledge of the
aforementioned trades. Four alternates may also be appointed by City Council provided that each
alternate must meet any of the aforementioned qualifications. The appointed members of the BTFCBA
will work closely with the City's Chief Building Inspector, the City's Engineer and the City's Fire Marshal
who serve as ex officio members of the Board without voting privileges. Administrative support is
provided to the BTFCBA by the City's Community Services Department.
The BTFCBA hears appeals and reviews testimony presented by persons either interested, affected or
aggrieved by decisions of the City's Chief Building Inspector or Fire Marshal. The BTFCBA also serves in
an advisory capacity to City Council by recommending ordinance amendments as from time to time
may be necessary and proper in light of the development of new materials, methods, or techniques.

consideration. Unless appealed to City Council, the BTFCBA is the final authority on all matters for
which it is responsible.
4. jr�CivilService Commission
Created by City Ordinance 90-2846; see also Code of Ordinances Art. 5.02
Typically, meets once each quarter with additional regular meetings, special meetings and
emergency meetings as necessary.
The Civil Service Commission ("CSC') consists of three members who take official action in matters
concerning Local Civil Service Rules and Texas Local Government Code, Chapter 143 as each pertains
to City Fire Department and City Fire Department personnel matters. Members are appointed by City
Council and eventual appointments may be based on the recommendations of the City Manager, the
Fire Chief, or other pertinent City department heads.
The CSC hears appeals and makes final, binding decisions on actions for which an appeal or review is
provided by Chapter 143 of the Texas Local Government Code. The CSC also conducts investigations as
may be necessary concerning the administration of state Civil Service law within the City and reports
its findings and recommendations to the City Council.
Level of Authority: Recommendations for changes and/or amendments to local Civil Service Rules may
be proposed and adopted at any regular or special meeting of the CSC. The CSC is the final authority
on all matters for which it is responsible. Any appeal of a CSC decision is directed to District Court
rather than City Council.
6. Plainview -Hale County Board of Health
Created by City Resolution dated 1111171; see also Code of Ordinances reference in Section
6.03.061(a)
Typically, meets on the second Wednesday of each quarter at 12:00 noon with additional regular
meetings, special meetings and emergency meetings as necessary.
The Plainview -Hale County Board of Health consists of 10 members appointed by and representative
of the participating entities. The Plainview -Hale County Board of Health acts in an advisory capacity to
the City of Plainview and Hale County. The Plainview -Hale County Board of Health hears appeals
regarding health inspection reports and the issuance, suspension or revocation of permits, licenses or
certificates required by the Plainview -Hale County Health Department. In addition, the Plainview -Hale
County Board of Health makes recommendations to City Council regarding policy matters of public
health.

Level of Authority: Unless appealed to City Council, the Plainview -Hale County Board of Health is the
final authority on all matters for which it is responsible.
7. Plainview -Hale County Joint Airport Zoning Board
Created by City Ordinance 80-2393; see also Code of Ordinances Art. 1.14 Division 2
Typically, meets the third Thursday of each month at 6:00 p.m.; additional regular meetings,
special meetings and emergency meetings as necessary.
The Plainview -Hale County Joint Airport Zoning Board consists of 7 members appointed by and
representative of the participating entities. The Plainview -Hale County Joint Airport Zoning Board
serves the City Council in an advisory capacity by recommending ordinance amendments to the City's
Airport Zoning Regulations and Aircraft Activity Regulations. The Plainview -Hale County Joint Airport
Zoning Board works closely with the Fixed Based Operator and Airport Management in overseeing the
daily operations of the Airport and its assets. In addition, the Plainview -Hale County Joint Airport
Zoning Board takes action according to the Airport's Master Plan and its long-term planning goals.
Level of Authority: Recommendations for ordinance amendments are forwarded to City Council for
consideration. Appeals by affected taxpayers or aggrieved persons with respect to airport
management and/or improper application of regulations are taken to the City's Zoning Board of
Adjustment rather than the Plainview -Hale County Joint Airport Zoning Board.

Downtown Plainview/Main Street Program & Tourism Coordinating Board
Created by City Resolution R05-143; See also City Resolution R05-149, and R22-546
Typically, meets on the first Monday of each month at 12:00 noon; additional regular meetings,
special meetings and emergency meetings as necessary.
The Downtown Plainview/Main Street Program & Tourism Coordinating Board ("Main Street Board")
consists of nine members appointed by City Council. The appointed members of the Main Street Board
provide general oversight and guide implementation of the City's Main Street Program to create local
economic growth. The work of the Main Street Board is centered on the revitalization of Plainview's
Downtown Registered Historic District through a variety of business outreach and marketing efforts
while focusing consistently on the preservation of the District's historic integrity.
In addition to its efforts focused on the revitalization of the Downtown Registered Historic District,
the Main Street Board provides general oversight and guidance for the community's solicitation of

conventions, meetings and special events in an attempt to increase tourism and the number of visitors
to the City of Plainview. The Main Street Board is instrumental in providing a vibrant events venue for
various parades, events, concerts and programs held Downtown.
Level of Authority: The Main Street Program provides updates/recommendations to City Council on
the City's Main Street Program and strategic planning efforts requiring Council action.
9. Parks Advisory Board
Created by City Ordinance 95-3035; see also Code of Ordinances Art. 1.13 Division 5
Typically meets quarterly on the second Thursday of each month at 5:00 p.m.; additional regular
meetings, special meetings and emergency meetings as necessary.
The Parks Advisory Board consists of eight members appointed by City Council. The Parks Advisory
Board makes recommendations to City Council in matters regarding open space planning, parks,
recreation planning and/or the contemplated purchase, disposal, or trade of parks and recreation land.
The Parks Advisory Board acts according to the vision, future plans and goals outlined in the City's
adopted Comprehensive Plan as it pertains to the City of Plainview Parks Department. The Parks
Advisory Board also makes recommendations to City Council concerning the prioritization of funds
appropriated for open space planning, parks and recreation planning.
Level of Authority: The Parks Advisory Board provides recommendations to City Council on strategic
planning efforts requiring Council action.
10. 11 Plainview Housing Authority Board 11
Created by City Ordinance 96-3086; see also Code of Ordinances Art. 1.06 Division 4
Typically meets the first Thursday of each month; additional regular meetings, special meetings
and emergency meetings as necessary.
The Plainview Housing Authority Board consists of five members appointed by the Mayor. The purpose
of the Plainview Housing Authority is to determine the housing needs of the City and the surrounding
5-mile radius of the City. The Plainview Housing Authority Board is primarily concerned with providing
safe, affordable housing solutions to low-income persons as an alternative to home ownership. The
Board is tasked with overseeing the management and operation of various multi -family properties
owned by the Plainview Housing Authority. The Plainview Housing Authority Board works to alleviate
any substandard or deficient housing conditions that may exist.

Level of Authority: The Plainview Housing Authority Board makes recommendations to City Council on
matters involving the City's low-income housing needs. The Plainview Housing Authority Board
provides annual financial and progress reports to City Council.

Runningwater Draw RSVP Community Advisory Group
Created by City Ordinance 01-3308
Typically meets on the second Tuesday of each month at 11:45 a.m.; additional regular meetings,
special meetings and emergency meetings as necessary.
The Runningwater Draw RSVP Community Advisory Group ("RSVP") consists of fifteen members
appointed by City Council. The RSVP group is intended to act in an advisory capacity for the City's
Retired Senior Volunteer Program Sponsorship. Members have the responsibility to plan, make
decisions, offer advice and support the RSVP Program. Additionally, members are tasked with advising
City Council regarding senior citizen volunteer opportunities within the community and to promote
and encourage volunteerism within the City and region. Members may also plan and support
recognition events and annual fundraisers.
Level of Authority: The RSVP Group makes recommendations to City Council on matters involving
volunteer service opportunities for area senior citizens.
12. 11 Unger Memorial Library Advisory Committee
Created by City Ordinance 74-1659; see also Code of Ordinances Art. 1.12 Division 2
Typically meets on the second Tuesday of the months of February, May and October; additional
regular meetings, special meetings and emergency meetings as necessary.
The Unger Memorial Library Advisory Committee ("Library Advisory Committee") consists of five
members appointed by City Council. The Library Advisory Committee makes general recommendations
concerning the policies, procedures, and long-range development of the City's public library. The
Library Advisory Committee makes library budget recommendations, library personnel
recommendations, and holds the power to formulate general policies, rules and regulations concerning
library management and operations.
Level of Authority: The Library Advisory Committee has authority over the active management and
supervision of library operations with such operational rules and regulations subject to City Council
approval.
13. Animal Advisory Appeals Board
Created by City Ordinance 22-3729; See Article Article 2.01.010
The Animal Advisory and Appeals Board consists of one (1) licensed veterinarian, one (1) municipal
official, one (1) person whose duties include the daily operation of an animal shelter, one (1) resident

of the city who shall not be an employee of the city and one (1) member of an animal welfare
organization.
The duties of the board include the following:
1. Make recommendations on animal services.
2. Hear appeals of denial or revocation of registration of an animal or the revocation of or
refusal to issue a permit. All decisions by the board regarding the aforementioned items are
final. The board may establish rules of procedure regarding such appeals.
The appeals board provided herein shall also act as the animal advisory committee which shall meet
as prescribed by state law in order to ensure compliance with Chapter 823 (animal shelters), of the
Texas Health and Safety Code, as amended.
14. 11 Miscellaneous Ad Hoc Committees 11
From time to time, the City Council may form various committees to assist in recommendations for
special topics, issues, capital projects or to assist with updates to the City's adopted Comprehensive
Plan. Appointed members of any miscellaneous committee formed by the City are subject to all
applicable rules, responsibilities, regular meeting attendance, ethics, etc. as any member of a
specifically named City Board, Commission or Committee.
