HomeMy WebLinkAbout01 1018 minThe Plainview City Council met on October 18, 2001, at 11:30 a.m. at the Plainview Convention Center, 2902 West 4th street, PlainvieW~ Texas. The agenda for this meeting was posted in City Hall at 11:00 a.m. on October 15, 2001. Mayor Pro-Tem Buddy McGehee presided. Councilmembers present were: Sam Parker-District 1, Mary Jane Shanes-District 2, Rey Rosas-District 3, Ross Owen-District 5, Buddy McGehee-District 6 and Irene Favila-District 7. Mayor Lloyd C. Woods and Councilmember Hutcherson were absent. Staff members present were: John Berry-Director of Public Works, Wally Hatch-City Attorney, Jack Keller-Budget Manager, Captain Danny Miller-Police Captain, Dale Simpson-Director of Civil Service, Matthew Tsakanikas-Main Street Coordinator, Kevin Whisenant-Fire Captain, Greg Zielinksi-Code Enforcement Officer, and Belinda Hinojosa- City Secretary. Guests present were: James Winer. News Media Representatives: Richard Orr-Plainview Daily Herald Councilmember Owen delivered the invocation. The Council and Staff then reviewed the agenda for the City Council meeting of October 23, 2001. Matthew Tsakanikas presented information on Ordinance No. 01-3306, an Ordinance amending the zoning map of the City of Plainview, Texas for designating a portion of the Central Business District as Design Historic Overlay, Plainview, Texas, cumulativeness clause; conflicts clause; and effective date. He stated that an ordinance is in place at the present time, but no one had ever applied the ordinance. This ordinance would apply to the National Registry District and would only apply to the fa(;ade of the building. Before any work could be performed, a certificate of appropriateness would have to be acquired. Out of the several letters sent out, 18 responses were received. 15 were for the ordinance and 3 were against. One of the individuals that was against changed his mind after attending the meeting and receiving clarification. Mike McCarthy, President of Gebo Distributing Co., Inc. expressed his opposition to the ordinance. He had recently had his property declared part of the federally certified historic rehabilitation program and felt that he had stringent requirements to meet with the federal and state government that should go over and above the City requirements. Councilmember McGehee suggested that an exception be made for anyone in this program. Mr. Tsakanikas stated he would visit with Mr. McCarthy and explain such to him.
