Mayor Charles Starnes presided. Council Members present were Mary Elizabeth Dickerson -District 1, Steve Martinez -District 2, Mike McDonough -District 3, Gary House - District 4, Susan Blackerby-District 5, and Lorie Rodriguez -District 7. Council Member Evan Weiss -District 6 was absent. Staff members present were Jeffrey Snyder -City Manager, Matt Wade -City Attorney, Jeff Johnston -Assistant City Manager, Isauro Gutierrez -Director of Information Technology, Neil Weems -Director of Public Works, Derrick Watson -Chief of Police, Bobby Gipson -Fire Chief, Kristi Aday-Economic Development Director, Tim Crosswhite-Capital Improvement Program Manager, Melinda Brown -Community Engagement Manager, and Belinda Hinojosa-City Secretary. BOARD OF MINIMUM HOUSING AGENDA (City Council serving as the Board of Minimum Housing): a) Conduct a public hearing regarding Case No. MH-24-06; Substandard structure located at 1105 Houston Street, Plainview, Texas, Hale County Vicinity: 1100 Block Houston Street Applicants: City of Plainview Presenter: Philip Mize, Chief Building Official Staff Recommends that an abatement order be issued to remove or repair the structure and clear all debris from the lot at the owner's expense within ninety (90) days. Structure located at 1209 Independence Street, Plainview, Texas, Hale County Vicinity: 1200 Block Independence Street Applicants: City of Plainview Motion: Move to approve the order as proposed by City Staff and that the property owner of the property be ordered to repair or demolish the structure in Case No. MH-24-06 with 90-day stipulation. Motion by Council Member McDonough, seconded by Council Member Martinez Vote: 7-0. Motion carried. 5. Presentation of the Plainview Housing Authoritv Annual Report Presenter: Dr. H. T. Sanchez, Board Chairman Presented Annual Report 6. An Ordinance of the City Council of the City of Plainview, Texas, Amending Chapter 11, Article 11.05, "Tax Abatement Zones" By Adding Section 11.05.041 Designating City of Plainview Reinvestment Zone No. 1 Enterprise Zone Tract No. 950200 Block 3; Providing Eligibility of the Zone for Commercial -Industrial Tax Abatement; Containing Findings that the Area Qualifies to be Designated as a Reinvestment Zone and the Improvements Sought are Feasible and Practicable and of Benefit to the Land and the City; Providing for a Severability Clause; Providing for A Repealing Clause; and Providing for the Effective Date of said Ordinance. (Ordinance No. 24-3759 — First Reading) a) Public Hearing Presenter: Kristi Aday, Economic Development Director Ordinance creates a Reinvestment Zone. A Resolution of the City Council of the City of Plainview, Texas, Stating that the City Council has Reviewed and Adopted an Investment Policy in Accordance with Texas Government Code Chapter 2256, the Public Funds Investment Act, Requiring the Governing Body to Review Investment Policy as well as Investment Strategy for Public Fund Investment; and Declaring an Effective Date (Resolution R24-623) Presenter: Jeffrey Snyder, City Manager This Resolution adopts the Investment Policy for the City. There are no changes from last year. Public Comment: None Motion: Move to accept Resolution R24-623 Motion by Council Member House, seconded by Council Member McDonough Vote: 7-0. Motion carried. 8. A Resolution of the City Council of the City of Plainview, Texas, Calling and Setting the Date for the Regular Municipal Election; Designating the Election of a Mayor at -Large and Council Member for Districts 5, 6, And 7 Respectively; Designating Districts and Polling Places; Designating Early Voting Dates, Hours, and Locations; Designating the District Polling Place Judges; Setting the Hourly Rate for Election Officials and Posting Notice of Election. (Resolution R24-624) Presenter: Belinda Hinojosa, City Secretary This Resolution orders the May 4, 2024 Election and sets out polling locations, election judges and rate of pay for election judges. Public Comment: None Motion: Move to accept Resolution R24-624 Motion by Council Member McDonough, seconded by Council Member Dickerson Vote: 7-0. Motion carried. 9. Consider and Take Necessary Action regarding Contract Agreement with the Countv of Hale and Citv of Plainview for 2024 Election Services Presenter: Belinda Hinojosa, City Secretary This authorizes the City to contract with the County for election services for the May 4, 2024 Election. Motion carried. 10. An Ordinance amending Chapter 1, Article 1.08 of the Code of Ordinances amending the procedures for disposing of surplus property to incorporate applicable provisions and exceptions allowed by state law including those outlined in Texas Local Government Code Chapter 272. (Ordinance No. 24-3760 — First Reading) Presenter: Matt Wade, City Attorney This amends the Code of Ordinances allowing the City the option to use state procedures for disposition of surplus property. Public Comment: None Motion: Move to adopt Ordinance No. 24-3760 on first reading. Motion by Council Member House, seconded by Council Member McDonough Vote: 7-0. Motion carried. 11. Authorize Professional Services Agreement with Brandt Engineering for Downtown Parking Design Presenter: Tim Crosswhite, Capital Improvement Program Manager This authorizes an agreement with Brandt Engineering for Downtown Parking Design Public Comment: None Motion: Move to authorize Professional Services Agreement with Brandt Engineering for Downtown Parking Design Motion by Council Member McDonough, seconded by Council Member House Vote: 7-0.
