Hall, 202 W. 5th Street, Plainview, Texas.
Mayor Charles Starnes presided. Council Members present were Mary Elizabeth
Dickerson -District 1, Steve Martinez -District 2, Mike McDonough -District 3, Gary House -
District 4, Susan Blackerby-District 5, Evan Weiss -District 6 and Lorie Rodriguez -District
7.
Staff members present were: Jeffrey Snyder -City Manager, Matt Wade -City Attorney,
Jeff Johnston -Assistant City Manager, Isauro Gutierrez -Director of Information
Technology, Sarianne Beversdorf-Director of Finance, Neil Weems -Director of Public

the Hale County Appraisal District Board of Directors (Resolution R23-616)

Staff recommends approval of Resolution casting votes for Council Member Blackerby.

Texas Authorizing Submission of a Request to the Texas Department of Housing and

Services

Staff recommends the approval of the Agreement for Professional Services with Parkhill
Engineering for the Landfill Sector 2A-213 Expansion.

8. Authorize Routine Airport Maintenance Program (RAMP) Grant Agreement with
TxDOT for the Plainview -Hale County Airport

Staff recommends approval. This is a 50/50 State and Local Grant.

9. Authorize Sole Source Purchase UKG Ready Web -Based Timekeeping Software

This would replace the timekeeping software that has been phased out.

10. Authorize the purchase of a tractor for the Parks Department through the Buyboard
Purchasing Cooperative
Presenter: Neil Weems, Director of Public Works
Staff recommends approval for the purchase of the Kubota M5-111 HDC-1, 100 HP, 4WD
Tractor from James Bros Implement Company, Inc. for $66,874.60.

Motion: Move to authorize purchase of a tractor for the Parks Department through the
Buyboard Purchasing Cooperative

11. Authorize the purchase of a Roll -Off Truck for the Solid Waste Department through
the Buyboard Purchasing Cooperative
Presenter: Brocke Lively, Landfill Superintendent
Staff recommends the approval of the purchase of a 2025 Peterbilt truck with a roll of
chassis through Buyboard (Quote#601-19) for $264,101.30.
