HomeMy WebLinkAboutCouncil Minutes 11-14-2023338 The City Council of the City of Plainview met on November 14, 2023 at 6:30 p.m., at City Hall, 202 W. 5th Street, Plainview, Texas. Mayor Charles Starnes presided. Council Members present were Mary Elizabeth Dickerson -District 1, Steve Martinez -District 2, Mike McDonough -District 3, Gary House - District 4, Susan Blackerby-District 5, Evan Weiss -District 6 and Lorie Rodriguez -District 7. Staff members present were: Jeffrey Snyder -City Manager, Matt Wade -City Attorney, Jeff Johnston -Assistant City Manager, Isauro Gutierrez -Director of Information Technology, Sarianne Beversdorf-Director of Finance, Neil Weems -Director of Public Works, Derrick Watson -Chief of Police, Tim Crosswhite-Capital Improvement Program Manager, Melinda Brown -Community Engagement Manager, and Belinda Hinojosa-City Secretary News Media Present: Ellysa Harris, Plainview Herald Guests Present: Chris Beversdorf, Candra Beversdorf, Linda Luong, Tyler Krueger, Benjamin Liubber, Sache Brendle, Cavone Krainski, Carson Grawander, Tom Harp, Susie Starnes, Zane Weber, Vlastimil Miler, Jana Muniz, and Christine Longoria 1. Recognition — • The City recognized the Wayland Baptist University Golf Team with a Proclamation for winning the National Christian College Athletic Association Men's Golf National Championship • The City recognized Sarianne Beversdorf for her retirement from the City of Plainview. 3. Public Comment: None Motion: Move to adopt Resolution R23-616 Motion by Council Member McDonough, seconded by Council Member Martinez Vote: 8-0. Motion carried. 5. A Resolution of Support of the City Council of the City of Plainview, Hale County, Texas Authorizing Submission of a Request to the Texas Department of Housing and Community Affairs for Participation in the Home Investment Partnerships Program, Multifamily Development Program (Resolution R23-617) Presenter: Jeff Johnston, Assistant City Manager Staff recommends approval of Resolution expressing support. Consider Agreement between the C Economic Development Services Presenter: Jeffrey Snyder, City Manager of Plainview. Hale Countv and PHEDC for Staff recommends approval of agreement between City, Hale County and the Plainview Hale County Economic Development Corporation Public Comment: None Motion: Move to approve Agreement between City of Plainview, Hale County and PHEDC as presented Motion by Mayor Pro Tern Blackerby, seconded by Council Member House Vote: 8-0. Consider Professional Services Agreement with Parkhill for Landfill Design Services Presenter: Jeffrey Snyder, City Manager Staff recommends the approval of the Agreement for Professional Services with Parkhill Engineering for the Landfill Sector 2A-213 Expansion. Public Comment: None Motion: Move to approve Professional Services Agreement with Parkhill for Landfill Design Services Motion by Council Member House, seconded by Council Member Rodriguez Vote: 8-0. Motion carried. 8. Authorize Routine Airport Maintenance Program (RAMP) Grant Agreement with TxDOT for the Plainview -Hale County Airport Presenter: Jeffrey Snyder, City Manager Staff recommends approval. This is a 50/50 State and Local Grant. Public Comment: None Motion: Move to authorize Routine Airport Maintenance Program Grant Agreement with TxDOT for the Plainview -Hale County Airport Motion by Council Member McDonough, seconded by Mayor Pro Tern Blackerby Vote: 8-0. Motion carried. 9. Authorize Sole Source Purchase UKG Ready Web -Based Timekeeping Software Presenter: Isauro Gutierrez, Director of Information Technology This would replace the timekeeping software that has been phased out. Public Comment: None Motion: Move to authorize Sole Source Purchase UKG Ready Web -Based Timekeeping Software Motion by Mayor Pro Tern Blackerby seconded by Council Member McDonough Vote: 8-0. Authorize the purchase of a tractor for the Parks Department through the Buyboard Purchasing Cooperative Presenter: Neil Weems, Director of Public Works Staff recommends approval for the purchase of the Kubota M5-111 HDC-1, 100 HP, 4WD Tractor from James Bros Implement Company, Inc. for $66,874.60. Public Comment: None Motion: Move to authorize purchase of a tractor for the Parks Department through the Buyboard Purchasing Cooperative Motion by Council Member House, seconded by Council Member Weiss Vote: 8-0. Motion carried. 11. Authorize the purchase of a Roll -Off Truck for the Solid Waste Department through the Buyboard Purchasing Cooperative Presenter: Brocke Lively, Landfill Superintendent Staff recommends the approval of the purchase of a 2025 Peterbilt truck with a roll of chassis through Buyboard (Quote#601-19) for $264,101.30. Public Comment: None Motion: Move to authorize purchase of a Roll -Off Truck for the Solid Waste Department through the Buyboard Purchasing Cooperative Motion by Council Member Weiss, seconded by Council Member McDonough Vote: 8-0.
