Hall, 202 W. 5th Street, Plainview, Texas.
Mayor Charles Starnes presided. Council Members present were Mary Elizabeth
Dickerson -District 1, Steve Martinez -District 2, Mike McDonough -District 3, Gary House -
District 4, and Evan Weiss -District 6. Council Members Susan Blackerby-District 5 and
Lorie Rodriguez -District 7 were absent.
Staff members present were: Jeffrey Snyder -City Manager, Matt Wade -City Attorney,
Jeff Johnston -Assistant City Manager, Isauro Gutierrez -Director of Information
Technology, Neil Weems -Director of Public Works, Derrick Watson -Chief of Police,
Bobby Gipson -Fire Chief, Tim Crosswhite-Capital Improvement Program Manager, and
Melinda Brown -Community Engagement Manager.

West Lynn Subdivision of Blocks 38, 40, 41, 42, and 43, Lakeside Addition
to the Town of Plainview, Hale County, Texas
d) Authorize approval and the acceptance of a Tax Dedication Deed to the City

assignment of legal rights and claims regarding Aquatic Center
subcontractor claims in conjunction with City of Plainview v. USA
Management, LLC; Cause No. B44456-2209 in the 242nd Judicial District

4. Award Bid for the purchase of the City Park Inclusive Playground Equipment and
Installation to Kraftsman Playground Equipment through the BuyBoard Purchasing
Cooperative
Presenter: Jeffrey Snyder, City Manager
Staff recommends awarding the bid to Kraftsman Playground Equipment to construct the
new playground in the amount of $572,604.16.

Motion: Move to award bid to purchase city park equipment form Kraftsman Playground
Equipment
Motion by Council Member House, seconded by Council Member Dickerson

5. Award Bid for the purchase a Golf Course Fairway Mower for the Plainview
Municipal Golf Course
Presenter: Tim Crosswhite, Capital Improvement Program Manager
The City received one bid from T & S Management in the amount of $63,550.00

6. Award Bid for the purchase of a 2025 Peterbilt 537 Truck with a 10-yard Dum
Bed from Rush Truck Center through the BuyBoard Purchasing Cooperative
Presenter: Neil Weems, Director of Public Works
Staff recommends BuyBoard Purchase of 2025 Peterbilt 537 Truck in the amount of
$170,688.45.

Motion by Council Member Weiss, seconded by Council Member McDonough

7. A Resolution of City of Plainview authorizing the filing of a grant application with the
South Plains Association of Governments (SPAG) for a regional solid waste grants program
grant; authorizing Mayor to act on behalf of City of Plainview in all matters related to the
application; and pledging that if a grant is received City of Plainview will comply with the
grant requirements of the South Plains Association of Governments, the Texas
Commission On Environmental Quality and the State of Texas. (Resolution R23-619)

Staff is looking to submit a grant application for the purchase of 108 Blue Dumpsters for
outdoor community recycling program

8. Convene into executive session pursuant to Texas Gov't Code § 551.074 to
deliberate the appointment, employment, evaluation, reassignment, duties, discipline or
dismissal of a public officer or employee, or to hear a complaint or charge against an

9. Consider and take necessary action on City Manager Performance Evaluation

Motion: Move that we accept Mr. Snyder's salary, and we offer a three year contract with
a base compensation of $188,000 and the other recommendations as received from the
consultant
Move to authorize Sole Source Purchase UKG Ready Web -Based Timekeeping Software
Motion by Council Member House seconded by Council Member Martinez
