HomeMy WebLinkAboutCouncil Minutes 12-12-2023344 The City Council of the City of Plainview met on December 12, 2023 at 6:30 p.m., at City Hall, 202 W. 5th Street, Plainview, Texas. Mayor Charles Starnes presided. Council Members present were Mary Elizabeth Dickerson -District 1, Steve Martinez -District 2, Mike McDonough -District 3, Gary House - District 4, and Evan Weiss -District 6. Council Members Susan Blackerby-District 5 and Lorie Rodriguez -District 7 were absent. Staff members present were: Jeffrey Snyder -City Manager, Matt Wade -City Attorney, Jeff Johnston -Assistant City Manager, Isauro Gutierrez -Director of Information Technology, Neil Weems -Director of Public Works, Derrick Watson -Chief of Police, Bobby Gipson -Fire Chief, Tim Crosswhite-Capital Improvement Program Manager, and Melinda Brown -Community Engagement Manager. Award Bid for the purchase of the City Park Inclusive Playground Equipment and Installation to Kraftsman Playground Equipment through the BuyBoard Purchasing Cooperative Presenter: Jeffrey Snyder, City Manager Staff recommends awarding the bid to Kraftsman Playground Equipment to construct the new playground in the amount of $572,604.16. Public Comment: None Motion: Move to award bid to purchase city park equipment form Kraftsman Playground Equipment Motion by Council Member House, seconded by Council Member Dickerson Vote: 6-0. Motion carried. 5. Award Bid for the purchase a Golf Course Fairway Mower for the Plainview Municipal Golf Course Presenter: Tim Crosswhite, Capital Improvement Program Manager The City received one bid from T & S Management in the amount of $63,550.00 Public Comment: None Motion: Move to approve the award of bid for Golf course Fairway Mower to T & S Management Motion by Council Member McDonough, seconded by Council Member House Vote: 6-0. Motion carried. 6. Award Bid for the purchase of a 2025 Peterbilt 537 Truck with a 10-yard Dum Bed from Rush Truck Center through the BuyBoard Purchasing Cooperative Presenter: Neil Weems, Director of Public Works Staff recommends BuyBoard Purchase of 2025 Peterbilt 537 Truck in the amount of $170,688.45. City Council Minutes December 12, 2023 Page 2 of 4 346 Public Comment: None Motion: Move to award the purchase of this 2025 Peterbilt to Rush Truck Center Motion by Council Member Weiss, seconded by Council Member McDonough Vote: 6-0. Motion carried. 7. A Resolution of City of Plainview authorizing the filing of a grant application with the South Plains Association of Governments (SPAG) for a regional solid waste grants program grant; authorizing Mayor to act on behalf of City of Plainview in all matters related to the application; and pledging that if a grant is received City of Plainview will comply with the grant requirements of the South Plains Association of Governments, the Texas Commission On Environmental Quality and the State of Texas. (Resolution R23-619) Presenter: Brocke Lively, Landfill Superintendent Staff is looking to submit a grant application for the purchase of 108 Blue Dumpsters for outdoor community recycling program Public Comment: None Motion: Move to approve Resolution R23-619 to apply for grant Motion by Council Member McDonough, seconded by Council Member Dickerson Vote: 6-0. Motion carried. 8. Convene into executive session pursuant to Texas Gov't Code § 551.074 to deliberate the appointment, employment, evaluation, reassignment, duties, discipline or dismissal of a public officer or employee, or to hear a complaint or charge against an officer or employee. Consider and take necessary action on City Manager Performance Evaluation Public Comment: None Motion: Move that we accept Mr. Snyder's salary, and we offer a three year contract with a base compensation of $188,000 and the other recommendations as received from the consultant Move to authorize Sole Source Purchase UKG Ready Web -Based Timekeeping Software Motion by Council Member House seconded by Council Member Martinez Vote: 6-0.
