Mayor Charles Starnes presided. Council Members present were Mary Elizabeth Dickerson -District 1, Steve Martinez -District 2, Mike McDonough -District 3, Susan Blackerby-District 5, Evan Weiss -District 6 and Lorie Rodriguez -District 7. Council Member Gary House -District 4 was absent. An Ordinance Amending Ordinance No. 19-3690 of the City of Plainview, Texas and Amending the Zoning Map of the City of Plainview As Set Out In §14.02.003 of the Code of Ordinances By Changing From General Commercial (GC) Zoning District To Multi -Family (MF) Zoning District Mesa Verde Plv Unit 1 Pts Lots 1,4 And 5 Plainview, Hale County, Texas Commonly Known As 13th And Mesa Dr., Plainview, Texas; Providing For A Penalty Of Up To $2,000.00 For Violations; Providing An Effective Date; Providing A Savings Clause; And Providing For Publication. (Ordinance No. 24-3757 — First Reading) a) Public Hearing Presenter: Jeff Johnston, Assistant City Manager Staff recommends approval of the Ordinance rezoning requested property. An Ordinance Amending Ordinance No. 19-3690 of the City of Plainview, Texas and Amending the Zoning Map of the City of Plainview as Set Out in §14.02.003 of the Code of Ordinances by Changing From Heavy Industrial (HI) Zoning District to General Commercial (GC) Zoning District AB 30 BLK JK-2 SEC 37 S PART OF NE PART OF SE/4, Plainview, Hale County, Texas Commonly Known as 3601 N Columbia St., Plainview, Texas; Providing for a Penalty of up to $2,000.00 for Violations; Providing an Effective Date; Providing a Savings Clause; and Providing for Publication. A Resolution of the City Council of the City of Plainview, Texas Adopting Guidelines and Criteria for Granting Tax Abatements as Authorized by Chapter 312 of the Texas Tax Code (Resolution R24-622) a) Public Hearing Presenter: Jeffrey Snyder, City Manager Staff recommends approval of Guidelines and Criteria for Granting Tax Abatements as authorized by Chapter 12 of the Texas Tax Code Public Comment: None Public Hearing Closed at 6:58 p.m. Motion: Move to adopt Resolution R24-622 Motion by Mayor Pro Tern Blackerby, seconded by Council Member Martinez Vote: 7-0. Selection of Engineering firm for Airport Terminal Building and East Ramp Improvement Proiect and Authorize the Mayor to sign an Agreement for Professional Services for the Airport Terminal Building and East Ramp Improvements project. Motion carried. 8. Convene into executive session in accordance with Tex. Gov't Code §551.071 to seek the advice about pending or contemplated litigation, settlement offers or on matters in which duty of the attorney under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas conflicts with Tex.
