Hall, 202 W. 5th Street, Plainview, Texas.
Mayor Charles Starnes presided. Council Members present were Mary Elizabeth
Dickerson -District 1, Steve Martinez -District 2, Mike McDonough -District 3, Gary House -
District 4, Susan Blackerby-District 5, Evan Weiss -District 6 and Lorie Rodriguez -District
7.
Staff members present were Jeffrey Snyder -City Manager, Matt Wade -City Attorney, Jeff
Johnston -Assistant City Manager, Isauro Gutierrez -Director of Information Technology,
Neil Weems -Director of Public Works, Bill Bridgwater -Fire Captain, Bobby Gipson -Fire

Hale County Texas Commonly Known As 13th And Mesa Dr., Plainview, Texas; Providing
For A Penalty Of Up To $2 000.00 For Violations; Providing An Effective Date; Providing

7. Authorize the Durchase of four (4) police pursuit rated Public Safetv Vehicles for
the Police Department from Silsbee Fleet Group through the TIPS Cooperative (The
Interlocal Purchasing System)

Public Safety vehicles from Silsbee Fleet Group in the amount of $206,689

Motion: Move to authorize purchase of four police pursuit rated vehicles as presented.
Motion by Council Member McDonough, seconded by Council Member Weiss
Vote: 8-0. Motion carried.
8. Convene into executive session pursuant to Texas Government Code § 551.087
to discuss or deliberate regarding an offer of a financial or other incentive to a business
prospect that the City seeks to have locate, stay, or expand in or near the territory of the
City of Plainview. Economic Development
9. Convene into executive session in accordance with Tex. Gov't Code §551.072 to
discuss the purchase, exchange, lease, or value of real property (property dedication).
10. Convene into executive session in accordance with Tex. Gov't Code §551.071 to
seek the advice from legal counsel about pending or contemplated litigation or where the
duties of the attorney under the Texas Disciplinary Rules of Professional Conduct of the
State Bar of Texas conflicts with Tex. Gov't Code Ch. 551 (Texas Loc. Gov't Code Ch.
253; Tex. Parks & Wildlife Code Ch. 26.; grant covenants).
