Hall, 202 W. 51h Street, Plainview, Texas.
Mayor Charles Starnes presided. Members present Council Members Steve Martinez -
District 2, Mike McDonough -District 3, Gary House -District 4, Susan Blackerby-District 5,
and Evan Weiss -District 6. Council Members Mary Elizabeth Dickerson -District 1 and
Lorie Rodriguez -District 7 were absent.
Staff members present were: Jeffrey Snyder -City Manager, Jeff Johnston -Assistant City
Manager, Matt Wade -City Attorney, Isauro Gutierrez -Director of Information Technology,
Neil Weems -Director of Public Works, Derrick Watson -Chief of Police, Bobby Gipson -Fire
