10.01.18 Meeting Minutes
Attendance: Board Members - Nelda VanHoose, Teressa King, Harold King, Kenny Kernell,
Phyllis Wall, Kelly Alison, Staff Members – Jeffrey Snyder, Melinda Brown, Tori Huddleston,
Jeff Johnston, City Attorney – Matt Wade, Presenter – Mary Petty
Not Present: Bob Copeland
Jeffrey Snyder called the meeting to order at 5:03 p.m. Phyllis Wall gave the invocation.
Mary Petty with Petty & Associates presented an overview on Tax Increment Reinvestment
Zones to the TIRZ Board and their responsibilities.
The Board reviewed the Bylaws for the Tax Increment Reinvestment Zone No. 1, Historic
Downtown Plainview, Texas. The Board discussed how to handle absences of board
members. Teressa King made a motion to postpone action on the bylaws and have City
staff and/or City Attorney present wording for absences at the next meeting. Kenny Kernell
seconded the motion. Motion unanimously carried.
Teressa King nominated Kelly Alison for TIRZ Board Vice Chair. Nelda VanHoose
seconded the motion and the motion carried unanimously.
Kenny Kernell made a motion for the City Secretary or staff designee to serve as the TIRZ
Board Secretary. Teressa King seconded the motion and the motion carried unanimously.
Mary Petty presented the Tax Increment Reinvestment Zone No.1, Historic Downtown Final
Project and Financing Plan to the Board. No changes were made and the Board will meet

before December 1 to approve the Final Project and Financing Plan.
Mary Petty presented the TIRZ Project Submittal Guidelines and TIRZ Façade/Public
Improvement Application to the Board. Board discussed several scenarios in how to use the
money. No changes were made to the guidelines or application.
Mary presented next steps for the TIRZ Board which includes reviewing the Draft Final Plan
and bringing for vote to recommend to Council in November.
Kelly Alison made a motion to adjourn at 7:18 p.m. Teressa King seconded the motion and
the motion carried unanimously.
