Meeting Minutes
Attendance: Board Members – Bob Copeland – Chair, Carol Terrell, Jimmy Kelly, David Mull, Phyllis
Wall, Nelda VanHoose, Staff Members – Melinda Brown, Jeffrey Snyder, Tori Huddleston, Guests –
Terra James
Absent: Teressa King
Bob Copeland called the meeting to order at 5:04 p.m.
Jimmy Kelly made a motion to approve TIRZ No. 1, Historic Downtown Plainview FY 2019-2020
Annual Report. Phyllis Wall seconded the motion and it passed unanimously.
David Mull made a motion to accept the TIRZ Grant Financial Guidelines, Nelda VanHoose seconded
the motion and it passed unanimously.
Phyllis Wall made a motion for the resolution approving the Economic Development Agreement
between the Board of Directors of the TIRZ #1 of the City of Plainview and Hello, LLC located at 509
Broadway up to $10,000 in exterior façade improvements and up to $50,000 for interior building
improvements. Jimmy Kelly seconded the motion and it passed unanimously.
David Mull made a motion to adjourn at 5:22 p.m., Jimmy Kelly seconded the motion and the motion
passed unanimously.
