HomeMy WebLinkAbout04.21.2022 TIRZ Meeting Minutes Tax Increment Reinvestment Zone #1, Historic Downtown Plainview, Texas April 21, 2022 Meeting Minutes Attendance: Board Members – Bob Copeland – Chair, Carol Terrell, Jimmy Kelly, Phyllis Wall, Nelda VanHoose, Teressa King, Staff Members – Melinda Brown, Jeff Johnston, Tori Huddleston, Guests – Terra James, Robert Landeros, Valerie Landeros, Beckah Hunt, Hagen Hunt, Liz Garcia, Carolina Salazar, Amber Coleman Absent: David Mull Bob Copeland called the meeting to order at 5:07 p.m. Terra James, Property/Business Owner of Hello Baby, presented her project to the TIRZ Board. Jimmy Kelly made a motion to approve TIRZ No. 1, Historic Downtown Plainview FY 2019-2020 Annual Report. Nelda VanHoose seconded the motion and it passed unanimously. Convene into Executive Session pursuant to Texas Gov’t Code § 551.087 to discuss or deliberate regarding an offer of a financial or other incentive to a business prospect that the City seeks to have locate, stay, or expand in or near the territory of the City of Plainview. Chair Bob Copeland recessed the meeting at 5:42 p.m. Chair Bob Copeland called the meeting back in open session at 6:45 p.m. Teressa King made a motion for the resolution approving the Economic Development Agreement between the Board of Directors of the TIRZ #1 of the City of Plainview and Hale County Teachers Federal Credit Union up to $10,000 in exterior façade improvements. Jimmy Kelly seconded the motion and it passed unanimously. Jimmy Kelly made a motion for the resolution approving the Economic Development Agreement between the Board of Directors of the TIRZ #1 of the City of Plainview and Betty Faye Beauty Bar up to $10,000 in exterior façade improvements and up to $35,000 for interior building improvements. Carol Terrell seconded the motion and it passed unanimously. Phyllis Wall made a motion for the resolution approving the Economic Development Agreement between the Board of Directors of the TIRZ #1 of the City of Plainview and Robert Landeros, 622 Broadway, up to $10,000 in exterior façade improvements and up to $35,000 for interior building improvements. Nelda VanHoose seconded the motion and it passed unanimously. Jimmy Kelly made a motion to adjourn at 6:50 p.m., Carol Terrell seconded the motion and the motion passed unanimously.
