HomeMy WebLinkAbout07 0626 min105 The City Council met on June 26, 2007 at the Plainview City Hall, 901 Broadway. Plainview, Texas. The agenda for this meeting was posted in City Hall at 11:15 a.m. June 22, 2007. Mayor John C. Anderson presided. Councilmembers present. were: Kelvin Tipton-District 1, Cathy Waggoner-District 2, Belinda Pena- District 3, John N. Bertsch-District 4, Wendell Dunlap-District 6 and Roland Nash-District 7. Councilmember Ron Truster-District 5 was absent. Staff members present were: John Berry- Interim City Manager/Director of Public Works, Greg Ingham-City Manager, Leslie Pearce-City Attorney, Dennis Harkins-Police Captain, Gary Glass- Fire Chief, Dale Simpson-Director of Civil Service, John Castro- Director of Community Services, Delwin Derrick- Chief Building Inspector, and Katherine Egger, Deputy City Secretary. News Media Representative: Richard Orr-Plainview Daily Herald Guests present: Dr. Davor Vugrin, Ashley Piercy, Jon Wade, and Dr. Doug Cummings. Mayor Anderson called the meeting to order at 7:00 p.m. Councilmerr~ber Cathy Waggoner delivered the Invocation. Councilmember Kelvin Tipton led the Pledge of Allegiance. Mayor John Anderson presented to Dr. Davor Vugrin of Lubbock, Texas, and his Assistant Coordinator Ashley Piercy a Recognition Plaque recognizing this year as Colon Cancer Prevention and Awareness Year. Dr. Vugrin and Ms. Piercy are leading the fight in the West Texas Area in preventing colon cancer. Dr. Vugrin introduced Plainview's coorc:iinators for this colon cancer fight Mr. John Wade, CEO Covenant Hospital Plainview, and Dr. Doug Cummings, Surgeon, Covenant Hospital Plainview. Dr. Vugrin spoke for five minutes on this project, explaining that colon cancer can be prevented by taking tests and this project is to encourage individuals to take the simple tests, especially for those who have a history of cancer in the family and for those over 50 years of age. Mayor Anderson then stated that all matters under Item 3 (Consent Calendar) are considered fo be routine by the City Council and will be enacted on a motion in the form listed below. ThE=re will be no separate discussion of these items other than the asking of questions for simple clarification. On objection by any party to the inclusion of any item on the consent calendar, that item shall be removed from the Consent Calendar. Such objection may be recorded any time prior to the taking of a vote on the motion to approve the Consent Calendar. All such items shall be considered individually in the order in which tf~iey are objected to, immediately following the consideration of the Consent Calendar. Mayor Anderson asked for public comment. There was none. Councilmember kelvin Tipton made the motion to approve the Consent Calendar as presented. Councilmember Cathy Waggoner seconded the motion. There was no Council comment. Motion was approved unanimously. ~.iiy ~ouncn minutes June 26, 2007 Page 1 of 2 106 Mayor Anderson introduced Item 4 on the Regular Agenda and asked John Berry- Interim City Manager/Director of Public Works to present this item. Mr. Berry stated that this is a Combination Plat on the West End Addition, Unit No. 3, Plainview, Hale County Texas. It is Lot No. 5 along Interstate 27, north of 10th Street (north of Willie's Tires). The owner is filing a Combination Plat because no utility extensions are required and no paving is required on this area and an additional 5 foot alley dedication is required by our Subdivision Ordinance to make the 25 foot easement. Mayor Anderson asked for Public Comment. There was none. Councilmember Roland Nash made a motion to approve the Combination Plat of West End Addition, Unit No. 3, Plainview, Hale County, Texas as presented. Councilmember Belinda Pena seconded the motion. There was no Council comment. The vote was unanimous to approve the Combination Plat as presented. Mayor Anderson adjourned the meeting at 7:20 p.m. by General Consent. After the meeting, Dr. Vugrin asked to have pictures of him and Ms. Piercy with the Council.
