HomeMy WebLinkAbout07 0724 min108 The Plainview City Council met on July 24, 2007 at 7:00 p.m. in the City Council Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting was posted in City Hall at 11:00 a.m. on July 20, 2007. Mayor John C. Anderson presided. Councilmembers present were: Cathy Waggoner-District 2, Belinda Pena- District 3, John N. Bertsch-District 4, Ron Trusler-District 5, Wendell Dunlap-District 6 and Roland Nash-District 7. Councilmember Kelvin Tipton-District 1 was absent. Staff members present were: Greg Ingham-City Manager, John Castro-Director of Community Services, Leslie Pearce-City Attorney, Gary Glass-Fire Chief, Will Mull- Police Chief, Dale Simpson-Director of Civil Service and Belinda Hinojosa-City Secretary. News Media Representative: Richard Orr-Plainview Daily Herald Guests present: Councilmember John N. Bertsch delivered the invocation. Councilmember Cathy Waggoner led in the Pledge of Allegiance Councilmember Ron Trusler moved to adopt the consent calendar. The motion was duly seconded by Councilmember Wendell Dunlap and carried by unanimous vote. Items approved on the consent calendar included approval of the minutes of June 26, 2007 and July 19, 2007; the Council granted an excused absence to Councilmember Kelvin Tipton; Resolution R07-174, a Resolution of the City Council of the City of Plainview Electing Norman Wright to the Board of Directors of the Canadian River Municipal Water Authority for the term beginning August 1, 2007 and ending July 31, 2009; and financial reports. Greg Ingham, City Manager presented for consideration and to take necessary action regarding Softball Field Lease Agreement between the YMCA and the City of Plainview. This is a short term lease with the YMCA for the three softball fields. He stated he will come back to the Council with a long term agreement with the YMCA and the Optimist for use of the north field. The City has met with representatives from the Optimist Club, YMCA and Plainview Independent School District to discuss softball program next year. Mayor Anderson asked for public comment. There was no public comment. Councilmember Dunlap moved to accept the Softball Field Lease Agreement between the YMCA and the City of Plainview. The motion was duly seconded by Councilmember Pena and carried by unanimous vote. Mr. Ingham presented for consideration a Resolution of the Plainview City Council approving the submission of a grant proposal to the Texas Workforce Commission requesting funding to support the establishment of an Adult Technology Training Center to serve the needs of residents of the South Plains with limited English proficiency. He stated he was approached by Irene Favila with Motivation, Education and Training (MET) about the possibility of putting together a grant application to the Texas Workforce Commission that would create a program that is designed to help individuals with Limited English Proficiency. These individuals would obtain language, City Council Minutes July 24, 2007 Page 1 of 3 general an<t occupational skills that are needed to help them find employment in high 109 demand occupakions. Irene asked if the City might have some space, which the City does not have. A meeting was scheduled that brought WorkSource of the South Plains, MET, Wayland Baptist University and South Plains College to the table to see if a program could be put together. The end result is a proposed program that includes not only those four organizations, but also the Plainview Independent School District, Amarillo College, and the Region 17 Education Service Center. The City Council is being asked to pass a Resolution supporting this grant application. We are not committing space:: or financing, but it appears that this program could be valuable to our community .and recommend that we support this Grant application. Mayor Anderson asked for public comment. There was no public comment. Councilmember Roland Nash moved to adopt Resolution R07-175. The motion was duly seconded by Councilmember Ron Trusler and carried by unanimous vote. Mr. Ingham presented for consideration upon first reading Ordinance No. 07-3483, an Ordinance Amending the City of Plainview Water Conservation and Drought Contingency Plan; penalties clause, cumulativeness clause; severability clause; conflicts clause <~nd effective date. The Texas Commission on Environmental Quality reviewed our Drought Contingency Plan, which had been submitted in 2005, and decided we had one shortcoming in it that they wanted to see us correct. In our Plan, we did not specify a specific target number as far as what level of production capacity we have to reach before we remove the various drought stages. In our Drought Contingency Plan, we have moderate, severe, etc. that can be implemented and we needed to put a specific number in our ordinance. We've come back and made the change and stated that our target number will be 90% of system capacity in the event of emergency conditions or system outages due to equipment failure. Our overall target is to maintain daily water demand at or below 90% system capacity before we will remove drought resl:rictions and that applies on any of the drought levels, stage 1, 2. 3 or emergency. Mayor Anderson asked for public comment. There was no public comment. Councilmember Ron Trusler moved to approve upon first reading Ordinance No. 07- 3483. The rnotion was duly seconded by Councilmember Cathy Waggoner and carried by unanimous vote. Mayor Anderson moved to go into closed session to deliberate the appointment, employment, evaluation, reassignment, duties, discipline or dismissal of a public officer or employee, or to hear a complaint or charge against an officer or employee. [Tex. Gov't. Code Sec::tion 551.074]. City Attorney Evaluation. The motion was duly seconded by Councilmember Ron Trusler and carried by unanimous vote. Bertsch made a motion that we set Leslie Pearce, City Attorney's salary at $75,200 effective May 1, 2007. The motion was duly seconded by Councilmember Ron Truster and carried by unanimous vote.
