HomeMy WebLinkAbout07 0809 min1 ~~ 1 The City Council met on August 9, 2007, in the City Council Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting was posted in City Hall at 10:00 a.m. on August 6, 2007. Mayor John C. Anderson presided. Councilmembers present were: Kelvin Tipton-District 1, Cathy Waggoner-District 2, Belinda Pena-District 3, John N. Bertsch-District 4, Wendell Dunlap-District 6 and Roland Nash-District 7. Councilmember Ron Trusler-District 5 was absent. Guests Present: Jared Melton Staff members present were: Greg Ingham-City Manager, John Castro-Director of Community Services, Leslie Pearce-City Attorney, Jack Keller-Budget Manager, Dale Simpson-Civil Service Director, Philip Mize-Fire Marshall, Will Mull-Police Chief and Belinda Hinojosa-City Secretary. The Council and staff had lunch. Councilmeimber~ Ron Trusler was granted an excused absence. The Council) and staff reviewed the agenda for the City Council meeting of August 14, 2007. Greg Ingham, City Manager presented discussion on Police Emergency Committal Transportaition. He stated when someone experiences a mental problem they are transferred to Big Spring or another facility. Discussion has been had on paying somebody other than our police department to handle this. When someone is transferred to a facility, a police officer is required to make the trip to the facility, thereby taking the officer away for several hours from patrol duty. Several alternatives are being looked at grid hey wanted to make the Council aware of the discussions that are going around. William Mull, Poliice Chief stated that if an officer makes a determination that someone needs to be cormitted, then a City of Plainview police officer would transport the individual to either Big Spring, Vernon or EI Paso. If the individual is committed through the court system, then in that case a Sheriff's officer or constable would be responsible for transporting them to one of the facilities. The City has about 50 to 60 people that are committed a year and the County has about the same number.
