The City Council of the City of Plainview met on April 23, 2024 at 6.30 p.m., at City Hall,
202 W. 5th Street, Plainview, Texas.
Mayor Charles Starnes presided. Council Members present were Mary Elizabeth
Dickerson -District 1, Steve Martinez -District 2, Mike McDonough -District 3, Gary House -
District 4, Susan Blackerby-District 5, and Lorie Rodriguez -District 7. Council Member
Evan Weiss -District 6 was absent.
Staff members present were Jeffrey Snyder -City Manager, Matt Wade -City Attorney, Jeff
Johnston -Assistant City Manager, Isauro Gutierrez -Director of Information Technology,
Neil Weems -Director of Public Works, Derrick Watson -Police Chief, Bobby Gipson -Fire
Chief, Kristi Aday-Economic Development Director, Tim Crosswhite-Capital Improvement
Program Manager, Melinda Brown -Community Engagement Manager, Philip Mize -Chief
Building Official, and Belinda Hinojosa-City Secretary.

Committee recommends the appointment of Lawrence McCutcheon and Jerry Sisemore
to the Walk of Fame

Motion by Mayor Pro Tern Blackerby, seconded by Council Member House

5. BOARD OF MINIMUM HOUSING AGENDA
(City Council serving as the Board of Minimum Housing):
a. Conduct a public hearing regarding Case No. MH-24-08: Substandard structure
located at 907 Smythe Street, Plainview, Texas, Hale County
Vicinity: 900 Block Smythe Street
Applicant's: City of Plainview
Presenter: Philip Mize, Chief Building Official
Staff Recommends that the Council issue a demolition order of all structures and the
removal of all debris at property owner expense.
Ezequiel Gonzales spoke regarding the property
Closed Public Hearing at 7:04 p.m.
b. Consider an order to demolish a substandard structure re: Case No. MH-24-08.
Structure located at 907 Smythe Plainview, Texas, Hale County
Vicinity: 900 Block Smythe Street

Motion: Move to approve the order as proposed by City Staff and that the
property owner of the property be ordered to demolish the structure in Case No. MH-
24-08
Motion by Council Member House, seconded by Council Member Dickerson
Vote: 4-3.
Mayor Starnes, Council Members Dickerson, McDonough, and House voted for the
motion
Council Members Martinez, Blackerby and Rodriguez voted against the motion
Motion carried.

Staff Recommends that the Council issue a demolition order of the structure and the
removal of all debris at property owner's expense within 90 days.
Jesse Gomez of 801 W. 11' spoke regarding property and asked for 90 days

f. Consider an order to demolish a substandard structure re: Case No. MH-24-10.
Structure located at 1504 West 23rd, Plainview, Texas, Hale County
Vicinity: 1500 Block 23rd Street
Applicant's: City of Plainview
Motion: Move to approve the order as proposed by City Staff and that the
property owner of the property be ordered to demolish the structure in Case No. MH-
24-10 within 90 days

6. An Ordinance of the City of Plainview, Texas, Amending Article 13.05 Entitled
"Water Conservation/Drought Contingency Plan" Regarding the City of Plainview's Water
Use Management Plan By Amending the Following Sections: §13.05.004, Water
Conservation Plan; and §13.05.005, Drought Contingency and Emergency Plan.
(Ordinance No. 24-3761 — Second Reading)
Since this is the second of two readings, the Council will forego staff briefing and ask for

7. An Ordinance Amending the City of Plainview, Texas Code of Ordinances By
Adding Article 12.17 Entitled "Special Events" Establishing a Permitting Process to
Governing Special Events Within the City and on Public Property; Providing for a Penalty
Not to Exceed $500.00 for Failing to Obtain a Permit; Providing an Effective Date;
Providing a Savings Clause; Providing a Repealer and Providing for Publication.
(Ordinance No. 27-3762 — First Reading)

8. A Resolution of the City Council of the City of Plainview and Commissioners Court
of Hale County Authorizing the Submittal of a Grant Application for Funding through the
Texas Department of Transportation, and Designating Authorized Officials and
Authorizing Such Officials to Execute All Documents Necessary (Resolution R24-630)

Softball Programs

10. Award of Bid for Golf Course Maintenance Facility
Presenter: Tim Crosswhite, Capital Improvement Program Manager
Staff recommends awarding the bid to Concrete Connection in the amount of $199,830.00

11. Consider and take necessary action regarding Interlocal Agreement for Grant
Administrative Services on the Downtown Streetscape Project, Phase 2 with South Plains
Association of Governments

with Kimley Horn for design services on the Downtown Streetscape Project, Phase 2
