District 3, Susan Blackerby-District 5, Evan Weiss -District 6, and Lorie Rodriguez -District
7. Council Members Mary Elizabeth Dickerson -District 1, Steve Martinez -District 2, Gary
House -District 4, were absent.

4. An Ordinance of the City Council of the City of Plainview, Texas, Amending
Chapter 11, Article 11.05, "Tax Abatement Zones" By Adding Section 11.05.041
Designating City of Plainview Reinvestment Zone No. 1 Enterprise Zone Tract No.
950200 Block 3; Providing Eligibility of the Zone for Commercial -Industrial Tax
Abatement; Containing Findings that the Area Qualifies to be Designated as a
Reinvestment Zone and the Improvements Sought are Feasible and Practicable and of
Benefit to the Land and the City; Providing for a Severability Clause; Providing for A
Repealing Clause; and Providing for the Effective Date of said Ordinance. (Ordinance No.
24-3759 — Second Reading)

5. A Resolution of the City Council of the City of Plainview to be Eligible to Participate
in Tax Abatements in City of Plainview Reinvestment Zone No. 1 as Authorized by
Chapter 312 of the Texas Tax Code (Resolution R24-625)

Before the City may participate in tax abatement, Texas Tax Code § 312.002 requires the
governing body to adopt a resolution stating that the taxing unit elects to become eligible
to participate in a tax abatement.

6. An Ordinance Amending the Code of Ordinances of the City of Plainview, Texas
By Amending Chapter 1, Article 1.08 of the Code of Ordinances Amending the
Procedures for Disposing of Surplus Property to Incorporate Applicable Provisions and
Exceptions Allowed by State Law Including Those Outlined in Texas Local Government
Code Chapters 253 and 272; Providing an Effective Date; Providing a Savings Clause:
Providing a Repealer and Providing for Publication. (Ordinance No. 24-3760 — Second
Reading)
Since this is the second of two readings, the Council chose to forego staff briefing

7. A Resolution of the City Council of the City of Plainview, Texas, Supporting the
Development of Affordable Rental Housing By SCF Plainview 24. LP and its Application

to the Texas Department of Housing and Community Affairs for Housing Tax Credits and
Reducing Related City Administrative Fees. (Resolution R24-626)

Resolution provides support of multi -family development of affordable rental housing
consistent with the City of Plainview Comprehensive Plan Strategy 4.1.1.

8. Presentation of Police Department Annual Report
Presenter: Captain Bill Bridgwater
Presented the Police Department Annual Report for 2023
9. Authorize the City Manager to sign an Amendment to the Professional Service
Agreement with Parkhill for the Regional Park Softball field Phase 2 to add Pre -
Engineered Maintenance Building
Presenter: Tim Crosswhite, Capital Improvement Program Manager
This amendment would add the design services for the Pre -Engineered Maintenance
Building.

Motion: Move to approve an Amendment to the Professional Service Agreement with
Parkhill for the Regional Park Softball Field Phase 2 to add Pre -Engineered Maintenance
